Steigerung der Ressourceneffizienz bei HSS-Fräsern/Increase of resource-efficiency of high-speed steel end mills - Increasing productivity of HSS-tools by adjusting micro geometry and coating
In: Werkstattstechnik: wt, Band 108, Heft 1-02, S. 58-64
ISSN: 1436-4980
Apart from tungsten carbide, the tool material high-speed steel (HSS) is widely used in industry, although optimizations of cutting tools have been carried out almost exclusively for tungsten carbide and other superhard tool materials in the last two decades. However, by optimizing the micro-geometry in combination with innovative multi-functional hard-coatings, high-speed steel tools also lead to a significant increase in productivity and resource efficiency.

Institutional aspects of the nuclear fuel cycle
Since the mid 1970s, the international discussion of nuclear proliferation has come into a state of flux. Intensive efforts were made in the 1960s, especially on the part of the super-powers, to prevent further horizontal proliferation of nuclear weapons via a maintenance of the status quo in the area of strategic nuclear capability. The appropriate means to this end were seen at that time in the renunciation of nuclear weapons construction by non-nuclear weapons states, accompanied by a general freedom in the field of peaceful use of nuclear energy, even with active support and assistance by the nuclear powers. This carefully weighed compromisewas cristallized in 1968 in the form of the Nuclear Non-proliferation Treaty (NPT). The USA have commented on this treaty: "In the history of international diplomacy it is hard to recall a treaty more painstakingly negotiated, in due recognition of the interests of so many governments and of its worldwide impact and importance. " /1/ In the following years the Treaty was ratified by more than one hundred countries. A satisfactory consolidation became thus apparent in a situation generally recognized within the international community as being very threatening. Five years after the coming into force of the NPT, however, this development was to obtain a new direction which would basically call into question the consensus that had been achieved with such great difficulty. The initiation for this turn of events was, above all, the nuclear explosive test by India in 1974. Although India had not ratified the NPT, Canada, Australia and above all, the United States took this explosion as grounds for a reappraisal of the consensus expressed in the NPT. As a result of this re-thinking in the interest of strengthened proliferation resistance, the dividinq line for non-nuclear weapons stateswas no langer to be drawn between peaceful and military use of nuclear energy but rather within the field of peaceful application itself, at that Point where a potential military misuse becomes ...

Von seiten der USA hieß es zu diesem Vertrag: "In the history of international diplomacy it is hand to recall a treaty more painstakingly negotiated, in due recognition of the interests of so many governments and of its worldwide impact and importance' /1/.

Non-Proliferation and Assurance of Supply: Recent Models of International Nuclear CooperationVolume 1: Summaries
This study is concerned with mechanisms for intergovernmental planning in the international uranium market. Particular aspects of a possible supply system are presented in the form of an emergency network in the case of failure of delivery in the uranium supply sector. The primary idea of a uranium network is based (in the first instance) on the perception that on the one hand nuclear energy plays a significant role in world energy supply but on the other hand only a few nations have sufficient uranium deposits at their disposal. Those nations operating nuclear energy who do not have their own uranium supplies are therefore justifiably interested in assuring their uranium supply in the case of emergency. On the other hand, it is in the interest of the international community to prevent the further proliferation of nuclear weapons with the aid of generally accepted NP principles. We are therefore concerned with the realization of institutional possibilities with respect to cooperation which can increase confidence, at the sametime affering an effective control of non-proliferation, and make a considerable contribution to assuring the supply of participants as determined at that time by CAS and demanded in the INFCE. At the front end interruptions in the production of natural uranium, conversion, enrichment and in fuel element fabrication, as well as in the necessary transportation between the individual stages, can occur if uranium is no longer available in sufficient quantities for various reasons. The reasons for failure of the uranium supply can be of a technical, politicalor commercial nature. They can however also be brought about by natural catastrophes. Furthermore, technical deficiencies, strikes, a sudden change in the uranium exporting or importing countries' policy, a tightening of the expert or investment policy of the supplier countries can also lead to interruptions in supply.

Institutional models for the back end of the nuclear fuel cycle
As recent developments in the international energy situation have shown, the necessity of utilizing all available sources of energy all over the world has become inevitable. This also necessitates increased application of nuclear energy in the industrialized countries and similarly to an increasing extent in the developing countries. However, the many and varied problems of ecology, economy and public acceptance associated with the peaceful uses of nuclear energy require intensive support and close cooperation in the transfer ofnuclear technology from industrialized to developing countries. In addition to cooperation in the R + D sector, the major priority in nuclear transfer between the developing countries and the industrialized countries was to be found in the past in supplying enriched fuel and reactors. The problern of the management of spent fuel from nuclear power stations and its practical solution will in future also increasingly arise in the developing countries with the growing amounts of spent fuel elements. It therefore appears meaningful to include the issue of managing the back end of the fuel cycle in negotiating the boundary conditions of a nuclear transfer from the supplier states to the recipient states, possibly directly connected e. g. with the expert of nuclear power stations. Alternative cereals can improve water use and nutrient supply in India
Humanity faces the grand challenge of feeding a growing, more affluent population in the coming decades while reducing the environmental burden of agriculture. Approaches that integrate food security and environmental goals offer promise for achieving a more sustainable global food system, yet little work has been done to link potential solutions with agricultural policies. Taking the case of cereal production in India, we use a process-based crop water model and government data on food production and nutrient content to assess the implications of various crop-shifting scenarios on consumptive water demand and nutrient production. We find that historical growth in wheat production during the rabi (non-monsoon) season has been the main driver of the country's increased consumptive irrigation water demand and that rice is the least water-efficient cereal for the production of key nutrients, especially for iron, zinc, and fiber. By replacing rice areas in each district with the alternative cereal (maize, finger millet, pearl millet, or sorghum) with the lowest irrigation (blue) water footprint (WFP), we show that it is possible to reduce irrigation water demand by 33% and improve the production of protein (+1%), iron (+27%), and zinc (+13%) with only a modest reduction in calories. Replacing rice areas with the lowest total (rainfall + irrigation) WFP alternative cereal or the cereal with the highest nutritional yield (metric tons of protein per hectare or kilograms of iron per hectare) yielded similar benefits. By adopting a similar multidimensional framework, India and other nations can identify food security solutions that can achieve multiple sustainability goals simultaneously.

A multidimensional approach to food production decision making
In: Davis, K F and Chhatre, A and Chiarelli, D D and Fargione, J and Rao, N and Richter, B D and Singh, D and DeFries, R S (2017) A multidimensional approach to food production decision making. AGU Fall Meeting Abstracts.
Humanity faces the grand challenge of feeding a growing, more affluent population in the coming decades while reducing the environmental burden of agriculture. Approaches that integrate food security and environmental goals offer promise for achieving a more sustainable global food system. Here we use the case of cereal production in India to explore a multidimensional framework intended to inform sustainable pathways in food security. We show that by placing greater emphasis on cereals alternative to rice and wheat (i.e., maize, millets, and sorghum) it is possible for the country to realize substantial water savings and greenhouse gas emission reductions, enhance the climate resilience of farmers, and address important nutrient deficiencies. By replacing rice areas in each district with the most consumed alternative cereals, we show that it is possible to reduce consumptive freshwater demand by 22%, improve the production of iron (+27%), zinc (+11%), and fiber (+31%), and maintain protein supply with only a modest reduction in calories (-9%). Replacing rice areas with the most locally produced alternative cereal or the cereal with the lowest water footprint yielded even greater benefits across all dimensions. These multiple benefits can be realized without cropland expansion and take into account the geographies of dietary preference and local knowledge on cultivation.

Assessment of height variations by GPS at Mediterranean and Black Sea coast tide gauges from the SELF projects
In: GLOBAL AND PLANETARY CHANGE
In the framework of the European Union SEa Level Fluctuations (SELF) I and the SELF II Projects designed to study sea level variations around the Mediterranean and Black Seas, the Global Positioning System (GPS) technique was adopted to measure the ongoing crustal movements at tide gauge stations. Tide gauges measure sea-level variations with respect to a ground benchmark. In order to determine true sea-level variations of a few millimeters per year, it is necessary to estimate the ground vertical movement to a high degree of accuracy. Countries involved in the projects were Spain, France, Italy, Greece, Bulgaria and Russia. In the period from 1993 to 1998 repeated observations at more than 28 tide gauges and at a number of reference and intermediate stations were conducted. GPS measurements were complemented by Water Vapor Radiometers (WVR) at selected sites. Individual campaigns were evaluated and analyzed and showed height variations in the millimeter-centimeter range. All data were processed following common standards using the Bemese Software in a unified analysis to generate a combined solution. Based on the normal equations of all of the campaigns, a combined solution for the SELF Projects sites was generated. In the analysis of multi-technique anchor sites to the International Terrestrial Reference Frame ITRF97, it is shown that vertical rates of different techniques may be of different sign with respect to each other and also with respect to the ITRF97 combination. Vertical rates are not reliable in general and even the restriction to the use of long the longtime series sites KOSG, ONSA, WTZR, MADR, GRAZ and MATE did not ensure significant and unique vertical rates. Nevertheless, they had to be used for the reference frame definition. The results of repeated gravity observations and the continuous GPS observations at Porto Corsini and Medicina were compared to the epoch-wise GPS campaigns and revealed that the vertical rates are in conformance with each other if taken over the same period in time. The impact of the WVR observations on tide gauge position variation estimation is shown to improve the vertical component in the case of baseline-wise observations with two WVRs by up to 50%. It is shown, that the time span is too short for epoch-type observations to resolve significant height variations. The estimated rates of about 0-20 mm/year are most likely explained by systematic and random errors in the GPS observations. The absolute gravity observations at selected tide gauges are accurate to +/-3 muGal and are in general agreement with the zero result from GPS. The main outcome of the SELF campaign observations therefore was the determination of a homogeneous zero-epoch data set and the creation of a database that includes the complete link from the GPS sites to the sea level in the five Mediterranean countries involved.
