The purpose of this article is to examine potential trends in the development of the political system of Ukraine after the end of the Russia-Ukraine war. Social changes always take place taking into account both subjective and objective circumstances. Currently the Ukrainian state relies on three pillars for further transformation of political institutions: 1) the Ukrainian value-mental tradition, 2) our own experience of democratic development in recent decades, 3) the political will to embrace European values. The latter means that Ukraine voluntarily undertook the obligation to meet the Copenhagen criteria, including to demonstrate the stability of institutions guaranteeing democracy, rule of law, human rights and protection of minorities. In the political circles of Ukraine, there is a "plan to restart the state", which boils down to structural changes in the system of public administration. Ukraine needs qualitative changes in the system of political relations, it is necessary to eliminate the contradiction between the form and content of political institutions. Archaic practices, nepotism, eastern methods of holding power by suppressing the opposition, corruption in the state apparatus and purely criminal practices are hidden behind the modern facade. War not only destroys, but also gives impulses for development through the mobilization of the nation's forces. We have a chance to restart political institutions and consolidate new structures born of war. We must pay attention to the institution of national resistance, which, through the movement of territorial defense and the volunteer movement, led to a situation of social filtering. As a result, strata of people crystallized, for whom the public good is higher than selfish interests. It is important not to lose the energy of the masses after the war and to use the patriotic movement to build political institutions.

The article highlights the trend of reinstitutionalisation of propaganda and counter propaganda after a brief historical era of international hiatus in the 1990s when the propaganda-related institutions were dismantled in many countries worldwide. The latter trend is exemplified by a number of processes, including the phenomenon of the Russian propaganda that has evolved after Putin took office, and the emergence of the strategic communications offices in Europe starting from 2015. The revival of propaganda 2.0 is a result of the hybrid wars that have engulfed leading countries worldwide. Propaganda is a systematic effort to manipulate other people's beliefs and spread chaos. Although the current propaganda aims resemble the ones used during the Cold War, the new tech abilities have enhanced its tactics. While the Internet, digitalization and social media platforms offer new opportunities for secret services and relevant experts, the phenomenon of "open consсiousness" allows an average consumer to be unwillingly affected by the messages that contain propaganda. It is argued that counter-propaganda tools should factor in media literacy efforts and building resilience among the general population to withstand disinformation messages. A number of organizations focused at countering propaganda has been created as a means of an institutional solution. Following a watershed moment in Ukraine two relevant organizations were established in 2021: Centre for Countering Disinformation (as part of the National Security and Defense Council) and Centre of Strategic Communications and Information Security (as part of the Ministry of Culture and Information Politics). These organizations aim at carrying out relevant work in line with their EU counterparts.

The article discusses the differences between societal values in the European Union, the Russian Federation and Ukraine. According to the author's hypothesis, the current Russian-Ukrainian hybrid war is triggered not by interests but by the idea of imposing and maintaining the dominance of certain values. The empirical basis of the research is derived from a poll of experts conducted by the author during the II Kharkiv International Security Forum on November 29–30, 2019. As a part of survey methodology, a group of experts (50 respondents) was asked to assess the importance of societal values from the list (which consisted of 30 positions) in accordance with three locations — the EU countries, the Russian Federation, and Ukraine. A seven-digit ordinal scale (0 to 6) was used for evaluation. The list includes social values that are (or are not) essential for building a certain type of a social system. The findings of the study demonstrate that the top-10 social values in the EU and the Russian Federation are completely different. The EU countries: 1) Rule of Law, 2) Human Rights, 3) Private Property, 4) Democracy, 5) Person as Such, 6) Peaceful Existence, 7) Economic Efficiency, 8) Self-Identity (Me), 9) Liberty, 10) Civil Society. RF: 1) Victory in World War II, 2) National leader, 3) Army, 4) State, 5) Vodka, 6) Social Hierarchy, 7) Ideology, 8) Money, 9) Church, 10) Violence. The Ukrainian society occupies an intermediate position between the European and Russian civilization systems. The top-10 values in Ukraine are: 1) Money, 2) Freedom, 3) Army, 4) Children, 5) Peaceful existence, 6) Family, 7) Land, 8) Democracy, 9) Church, 10) State. The Ukrainian value system has not been fully developed, and the survey revealed that there is a shift of the value system towards the values of the united Europe. The dominant values in the EU countries are humanistic in their principles and create the foundation for the development of civil society. Meanwhile the principal Russian values are focused on strengthening the militarized state and rejection of European tradition by Russian society.

The article examines possible reasons of Russia's military aggression against Ukraine that commenced in 2014. The author concludes that the Russia-Ukraine war could be characterized as an intercivilizational conflict, according to Huntington's typology. It is not surprising that the frontline has been stabilized at the ancient border that used to separate the agrarian Ukrainians from the Ukrainians who inhabited the steppe area. The author argues that the latter division embodies a clash of civilizations. Ethnic Ukrainians, ethnic Russians, and other ethnic minorities are waging war for their freedom and identity against ethnic Russians, ethnic Ukrainians, and representatives of other ethnic groups that share the Eurasian civilization's values. The author maintains that Ukraine would benefit from a peaceful coexistence with the Russian Federation based on the principles developed during the Cold War. ; У статті розглянуто теоретично можливі причини російської агресії проти України, що розпочалася 2014 р. Автор дійшов висновку, що російсько-українська гібридна війна відноситься до типу міжцивілізаційних війн, описаних С. Гантінгтоном. Зважаючи на специфіку міжцивілізаційних війн, для України бажаним трендом є досягнення у майбутньому стану мирного співіснування з Російською Федерацією на принципах, що були розроблені за часів Холодної війни.

The article discusses the current state of the collective consciousness of the Russian society that explains domestic and foreign policy trends of the Kremlin. Methodologically the study is based on the theory of social facts developed by Durkheim, according to which social facts consist of representations and actions. The empirical data produced by a number of surveys, including the surveys conducted by the Levada Centre, constitute an empirical base of this article. Data analysis suggests that the collective consciousness of the Russian society consists of the following facts: 1) «tyranny love», or an irrational admiration of «hardliners» who tend to favour a hawkish approach to foreign policy; 2) «freedom phobia», or a set of attitudes corresponding to the concept of «escape from freedom» coined by Fromm that leads to a systematic failure of any democratic reforms; 3) «Westernophobia», or a negative attitude towards the West or any country that adopts Western values, including Ukraine that has allegedly betrayed its ex-ally; 4) «aggressive narcissism», or the idea of Russia's superiority that justifies the «rogue state's» behaviour, including imperialist policies practiced by a number of countries over the past centuries. Social facts pertaining to the collective consciousness result in a distinctive civilisational marker that highlights the differences between Russia and the West, assists with the differentiation between the Russian and the Ukrainian societies, and explains the root causes of war against Ukraine. ; В статье анализируется состояние массового сознания современного российского общества, которое, по мнению автора, объясняет и тип политического правления в стране, и агрессивный внешнеполитический курс Кремля. Методологической основой исследования является теория социальных фактов Э. Дюркгейма, который, в частности, считал, что совокупность фактов сознания представляет собой определяющую характеристику любого общества. В качестве эмпирической базы использованы данные массовых опросов российских социологических центров, в частности опубликованные данные «Левада-Центра». Подчеркивается, что массовое сознание российского общества включает в себя следующие факты: 1) «тиранофилия» – иррациональная любовь к политическим лидерам, которые проводят «жесткую линию» во внутренних делах и отличались захватническими войнами на внешней арене; 2) «либертофобия» – состояние сознания, отвечающие концепту Э. Фромма «бегство от свободы», что ведет к систематическому поражению любых реформ демократического содержания; 3) «вестернофобия» – традиционное для российского общества негативное отношение к Западу, а в современной ситуации – к США и Украине, которая как будто бы «предала» восточную соседку; 4) «агрессивный нарциссизм» – самовозвеличивание, идея особой миссии России в мире, что является внутренним оправданием имперской политики, агрессивных войн, которые систематически развязывали ее правительства в последние 500 лет. Комплекс фактов массового сознания образует цивилизационный маркер, который, во-первых, свидетельствует о неевропейском характере российского общества, во-вторых, является основанием для типологического различения украинского и российского обществ, в-третьих, объясняет неслучайный характер военных действий против Украины. ; У статті проаналізовано стан масової свідомості сучасного російського суспільства, який, на думку автора, пояснює і тип політичного правління в країні, і агресивний зовнішньополітичний курс Кремля. Методологічною основою дослідження є теорія соціальних фактів Е. Дюркгайма, який вважав, що сукупність фактів свідомості є визначальною характеристикою кожного суспільства. В якості емпіричної бази використані масові опитування російських соціологічних центрів, зокрема оприлюднені дані «Левада-Центру». Підкреслено, що масова свідомість російського суспільства включає такі факти: 1) «тиранофілія» – ірраціональна любов до політичних лідерів, які проводять «жорстку лінію» у внутрішніх справах та відзначилися загарбницькими війнами на ззовні; 2) «лібертофобія» – стан свідомості, який відповідає концепту Е.Фромма «втеча від свободи», що призводить до систематичної поразки будь-яких реформ демократичного змісту; 3) «вестернофобія» – традиційне для російського суспільства негативне ставлення до Заходу, а у поточний період – до США і України, яка нібито «зрадила» східній сусідці; 4) «агресивний нарцисизм» – самозвеличення, ідея особливої місії Росії у світі, що нібито виправдовує імперську політику та агресивні війни, які систематично розв'язують її уряди впродовж останніх 500 років. Комплекс фактів масової свідомості становить цивілізаційний маркер, який, по-перше, свідчить про не-європейський характер російського суспільства, по-друге, є підставою для типологічного розрізнення українського і російського суспільств, по-третє, пояснює невипадковість військових дій проти України.

The article is based on the empirical data derived from the public opinion poll conducted among the residents of the ATO zone and carried out during two stages. The research objective was to assess intensity of a number of social conflicts that take place among communities in the East of Ukraine. Conflicts were measured according to three indicators: reality of existence, frequency of occurrence, and danger from respondents' point of view. During data analysis integral index of conflicts' intensity was measured (taking into account fluctuation range from 0 until 10). According to poll's results in 2015, the biggest index was attributed to the conflict between Ukraine's patriots and Russia's supporters (DNR, LNR) that corresponded to 7,4. Furthermore, the conflict between local population and regional administration corresponded to 4,94; the conflict between local population and law enforcement officials corresponded to 4,87, and the conflict between army and local population corresponded to 4,84. The second research based on the same methodology and carried out in 2016 revealed a certain decrease in all conflicts that demonstrates stabilization of political and economic situation in the region. The author refutes the hypothesis that socio-economic or ethnic factors were the main drivers of the conflict in the east of Ukraine. Instead it is argued that the "clash of civilizations" could be considered one of the main reasons of conflict's emergence. ; Статья основана на данных эмпирического исследования, которое проходило в два этапа и включало массовый опрос жителей городских агломераций в зоне АТО. Цель исследования – оценка интенсивности ряда социальных конфликтов, которые наблюдаются в громадах на востоке Украины. Конфликты измерялись по трем показателям: реальность существования, частота проявления, опасность с точки зрения респондентов. В процессе обработки эмпирических данных рассчитывался интегральный индекс интенсивности проявления каждого конфликта (диапазон варьирования – от 0 до 10). По результатам опроса 2015 г. наибольший индекс получил конфликт между патриотами Украины и сторонниками России («ДНР», «ЛНР»), далее – конфликт между населением и местной властью (4,87), конфликт между армией и местными жителями (4,84). Повторный опрос в 2016 г., базировавшийся на предыдущей методике, демонстрирует некоторое падение интенсивности всех конфликтов, что свидетельствует в пользу стабилизации социально-политической ситуации. Автор статьи не разделяет допущение, что основной конфликт на востоке Украины имеет этническую или социально-экономическую природу. Выдвинута гипотеза, что в основании конфликта лежит «межцивилизационный разлом», который выражается в разделении людей в зависимости от систем ценностей на различные культурные типы. ; Стаття ґрунтується на даних емпіричного дослідження, яке проходило у два етапі і включало масове опитування жителів міських агломерацій в зоні АТО. Мета дослідження – оцінка інтенсивності низки соціальних конфліктів, які мають місце в громадах на сході України. Конфлікти вимірювалися за трьома показниками: реальність існування, частота прояву, небезпечність з точки зору респондентів. В процесі обробки емпіричних даних розраховувався інтегральний індекс інтенсивності прояву кожного конфлікту (діапазон коливання – від 0 до 10). За результатами опитування 2015 р. найбільший індекс отримав конфлікт поміж патріотами України і прихильниками Росії («ДНР», «ЛНР») – 7,4, далі – конфлікт поміж населенням і місцевою владою (4,94), конфлікт поміж населенням та правоохоронними органами (4,87), конфлікт поміж армією та місцевим населенням (4,84). Повторне опитування 2016 р., яке базувалося на попередній методиці, продемонструвало деяке падіння інтенсивності усіх видів конфліктів, що засвідчує певну стабілізацію соціально-політичної ситуації. Автор статті заперечує припущення, що основний конфлікт на сході України має етнічний або соціально-економічний характер. Висувається гіпотеза, що в основі конфлікту лежить «міжцивілізаційний розлом», який виражається у поділі людей за системами цінностей на різні культурні типи.

The article analyzes the development of the collective consciousness in the Eastern Ukraine in connection with the events of the Russian-Ukrainian hybrid war. It is suggested that the Donbass is the artificial regional structure which at the time corresponded to the communist government policy in Ukraine. The internal heterogeneity of the Donetsk and Lugansk regions fully manifested in the phenomenon of «two Donbasses». In particular, as evidenced by the data of mass survey on the territory under the control of Ukraine, conducted in early 2015 by the initiative of Ukrainian peacekeeping school (N = 1200), the improvement of the mass consciousness on the returned territories is observed. Pro-Ukrainian sentiments are dominating, the sense of citizenship (84% of respondents feel themselves to be citizens of Ukraine «completely» or «substantially») is renewing. The fundamental differences in sentiments of ethnic Ukrainians and ethnic Russian not found. The leader of trust is the volunteer movement, the Armed Forces of Ukraine have a high enough confidence index (at the level of trust in the church). Other trends in the mass consciousness are observed in the occupied territories. Thus, we have the phenomenon of «Lugansk syndrome» (a term proposed by prof. I. Kononov), the sentiments of dependency became widespread, the Sovietization of consciousness against the background of the artificial isolation of the region is observed. The syndrome of social madness and anomie (the phenomenon of spring 2014) is transformed into social apathy and readiness to accept any authority which guarantees peace, work, and retirement. ; В статье анализируется развитие коллективного сознания на Востоке Украины в связи с событиями российско-украинской гибридной войны. Выдвинуто предположение, что Донбасс является искусственной региональной конструкцией, которая в свое время соответствовала политике коммунистической власти в Украине. Внутренняя неоднородность Донецкой и Луганской областей в полной мере проявилась в феномене «двух Донбассов». В частности, как свидетельствуют данные массового опроса на подконтрольной Украине территории, проведенного в начале 2015 г. по инициативе Украинской миротворческой школы (N=1200), на освобожденных территориях происходит оздоровление массового сознания. Доминируют проукраинские настроения, возобновляется чувство гражданственности (84% опрошенных чувствуют себя гражданами Украины «полностью» или «в значительной степени»). Не обнаруживаются принципиальные расхождения настроений этнических украинцев и этнических русских. Лидером доверия является волонтерское движение, достаточно высокий индекс доверия (на уровне доверия к церкви) имеют Вооруженные силы Украины. На оккупированной территории наблюдаются другие тенденции массового сознания. Так, имеет место феномен «луганского синдрома» (термин предложил проф. И.Кононов), получили распространение настроения иждивенчества, советизация сознания на фоне искусственной изоляции региона. Синдром социального безумия и аномии (явления весны 2014 г.) трансформируется в социальную апатию и готовность принять любую власть, которая гарантирует мир, работу, пенсии. ; У статті проаналізовано розвиток колективної свідомості на Сході України у зв'язку з перебігом російсько-української гібридної війни. Висунуто припущення, що Донбас є штучною регіональною конструкцією, яка відповідала політиці комуністичної влади в Україні. Внутрішня неоднорідність Донецької та Луганської областей сповна проявилася у феномені «двох Донбасів». Зокрема, як свідчать дані масового опитування на підконтрольній Україні території, проведеного на початку 2015 р. за ініціативи Української миротворчої школи (N=1200), на звільнених територіях відбувається оздоровлення масової свідомості. Домінують проукраїнські тенденції, відновлюється почуття громадянськості (84% опитаних відчувають себе громадянами України «повністю» або «у значній мірі»). Немає принципової різниці у настроях етнічних українців і етнічних росіян. Лідером довіри є волонтерський рух, доволі високий індекс довіри (на рівні довіри до церкви) мають Збройні сили України. На окупованій території спостерігаються інші тенденції. Так, має місце феномен «луганського синдрому» (термін запропонував проф. І. Кононов), ширяться настрої утриманства, совєтизація свідомості на тлі штучної ізоляції регіону. Синдроми соціального божевілля та аномії (явища весни 2014 р.) трансформується у соціальну апатію та готовність прийняти будь-яку владу, що гарантує мир, роботу, пенсії.

The article is written in form of pseudo dialogue between sociologist and lawyer. The data of interrogation of Kharkiv region in habitants in few indicators is showed in the article:
1. A part of victimized residents during last 12 months (population's victimization proportion).
2. General quantity of reported crimes during survey.
3. Quantity of police reports.
4. Degree of latency.
The so called "Latency paradox" as a world-view and as a methodological problem is discussed in the article. The author maintains the thought about necessity of developing the domestic sociology of crime in cooperation with other criminal-law disciplines.
