There is considerable confusion & ambiguity in theoretical, conceptual, & empirical analyses of bureaucratic responsiveness (BR). Assessments as to the extent & nature of BR vary tremendously; conflicting definitions of the central concept are commonly used; & competing -- & perhaps equally valid -- conceptualizations often are ignored entirely. A review of research literature is used to examine the concept of BR, allowing an exploration of: (1) the major boundaries of the concept, (2) the principal theoretical & methodological limitations of various approaches, & (3) the main questions that have been thus far overlooked or inadequately addressed. 100 References. Advocates of enhanced representation of women and minorities in government bureaucracies have long argued that existing personnel systems impede such representation. Yet little is known about the effect of personnel policies, such as certification techniques and veterans' preference systems, on efforts to increase the representation of specific groups. This analysis examines the relative impact of personnel techniques and affirmative action mechanisms on female representation in municipal employment and explores the interaction among such factors.

Analysts & political activists have expressed considerable interest in F representation in elective office, but very little is yet known about the impacts of F office holding. The effect of F mayors on the governmental output of F employment in municipal bureaucracies in a national sample of cities (N = 174) is examined, utilizing data from reports filed annually with the federal government 1975-1980. Findings suggest that a variety of supply & demand factors play a role in determining a given level of F employment representation, but the presence of a F mayor is also significant, especially in regard to changes in employment representation. 2 Tables, 91 References. The concept of bureaucratic responsiveness has been utilized by scholars in contradictory and incomplete fashion. This analysis considers essential elements of the general concept of political responsiveness to provide the basis for consideration of the unique components of bureaucratic responsiveness. The problems of specifying the parameters of responsiveness under any given conceptualization are addressed as a means of delineating the bases of disagreement regarding the meaning of bureaucratic responsiveness.

Official employment statistics & attitudinal data obtained from personnel directors are used to examine: F employment representation in 20 Tex cities over a 5-year period (1975-1980), factors that might predict such representation, & the independent influence of hiring agents' attitudes on employment outcomes. Several attitudinal characteristics of personnel directors in the cities prove to be related to employment representation, even after controlling for significant community or work force characteristics, thus lending support to research which has assumed that personnel officials are important influences on employment policy. 2 Tables, 45 References.
