National specificity and convergence in the European anti-GM movement: the cases of Austria, Germany, France, Spain and the UK

This study investigates the Europeanization of the anti-GM movement. Drawing on a quantitative protest event analysis that covers the period from 1995 to 2009 in Austria, France, Germany, Spain, and the UK, as well as in the sub-, supra- and transnational spheres (N = 1,865), it compares four pathways to Europeanization: domestication, externalization, supranationalization, and transnational pressure. It explains the relative prominence of these pathways through a general theory of movement behavior that is based on transaction costs and contextual opportunities and on the specifics of the EU's GM policy domain. It then examines alternatives to these standard predictions. While Europeanization is a multilevel process entailing national, sub-, supra- and transnational arenas, nation states remain the key arenas of movement for Europeanization, which is reinforced by the contentious nature of the GM policy domain. While grassroots actors show a certain tendency towards transnational activism, only well-resourced, professional actors exploit opportunities at all levels.

"Im folgenden Beitrag wird die grenzüberschreitende Diffusion einer radikalen Protestmethode am Beispiel offener Feldzerstörungen in der europäischen Anti-Gentechnik-Bewegung analysiert. Die Zerstörung von mit gentechnisch veränderten Organismen (GVO) bepflanzten Feldern coram publico bildet die radikalste und konfrontativste Methode dieser Bewegung. In der französischen Anti-Gentechnik-Bewegung waren offene Feldzerstörungen von entscheidender Bedeutung und hatten entscheidenden Anteil an der Reform der französischen Biotechnologiepolitik. Im Beitrag wird die Übernahme dieser Methode durch AktivistInnen in Spanien und Deutschland analysiert, um die Frage zu beantworten, inwieweit nationale Grenzen für soziale Protestbewegungen an Bedeutung verlieren." AbstractThis article contrasts forms of farmers' resistance to genetically modified organisms (GMOs) in Austria and France. While Austrian farmers take a back seat in public opposition to GMOs, Austria's national GMO policy is designed to protect farmers, particularly organic farmers, by banning the unwanted technology. It thus mitigates both public controversy and the potential framing of the GMO issue which might go beyond a merely defensive 'not in my back yard' (NIMBY) rationale. French farmers' protest, by contrast, is highly argumentative and is very much shaped by farmers' protests. Its leading voice is the farmers' union Confédération Paysanne and its spokesman José Bové, who employ spectacular protest strategies involving the destruction of GMO fields and acts of civil disobedience and figure prominently in the anti‐globalisation movement. In discussing the reasons for these differences, the analysis examines two approaches to political opportunity structures: a general and a dynamic, policy‐specific approach.

'Diese Studie vergleicht zentrale Akteure und Mobilisierungsstrategien der Bewegungen gegen landwirtschaftliche (grüne) Gentechnik in Österreich und Frankreich. Beide Länder zählen in punkto öffentlicher Meinung wie auch Regierungspolitik zu den exponierten Gentechnik-Ablehnungsländern der EU, jedoch unterscheiden sich die jeweiligen Protestbewegungen markant: In Österreichs Anti-Gentechnikbewegung agieren professionelle Umweltorganisationen als zentrale Akteure, während kritische bäuerliche Gruppierungen im Hintergrund bleiben. Im Gegensatz dazu stehen in Frankreich bäuerliche Akteure an vorderer Front einer fortdauernden, radikalen Protestbewegung gegen die grüne Gentechnik. Die Gegenüberstellung illustriert die Vielfalt neuer sozialer Bewegungen, die besondere Rolle von bäuerlichen Akteuren sowie die Effekte der Anti-Gentechnikbewegungen auf die nationale Gentechnikpolitik. Die Analyse betont die Bedeutung nationaler Landwirtschaftspolitiken im Kontext der Mehrebenenpolitik der EU und zeigt Wege zur Beurteilung der beiden konträren Bewegungsformen auf.' (Autorenreferat)

International audience ; The article gives an account of the first Austrian nationwide Danish-style consensus conference, held in the summer of 2003, treating policy issues related to genetic data. Consensus conferences are currently widely discussed for their promise to democratize fields of technological decision-making which are both crucial to the fate of modern society and inaccessible to public involvement. Instead of evaluating the "democratic efficiency" of the deliberative exercise, the essay will contextualize the event in local, as well as international developments comprising discursive, institutional and political elements. Rather than offering definitive claims about the normative significance of the rapidly diffusing deliberative technique, the discussion of a local experience with it will arrive at ambivalent conclusions.

'2003 legte das Land Oberösterreich einen Gesetzesentwurf für ein Verbot der Verwendung gentechnisch veränderter Organismen vor, der von der Europäischen Kommission als mit den EU-Gentechnologieregelungen unvereinbar abgelehnt wurde. Der Beitrag rekonstruiert den Werdegang dieses im europäischen Kontext einzigartigen regionalen Verbotsgesetzes und analysiert es vor dem Hintergrund folgender Entwicklungen : der aktuellen Politik der EU, die 'Koexistenz' gentechnisch unterstützter und gentechnikfreier Landwirtschaft sicherzustellen; der nationalen Koexistenzpolitik Österreichs; alternativer Koexistenzgesetzgebungen österreichischer Bundesländer sowie schließlich einer EU-weiten Kampagne europäischer Regionen für Gentechnikfreiheit. Während die Analyse keinen Hinweis auf einen Kompetenzzuwachs regionaler Akteure liefert, wirft sie ein Schlaglicht auf neuartige Politikformen, insbesondere auf Allianzbildungen von regionalen Regierungen und neuen sozialen Bewegungen.'
