The author of this article studies the attempts to conquer the Baltic fuel market by Donetsk coal at the beginning of the 20th century. Author analyzed the main delivery directions of coal from the Donbas to the Baltic consumers (railway, transportations by the sea around the Europe, Dnieper–Dvina Canal). The study on general scientific and special methods of history (statistic, comparative-historical, retrospective etc.) is based; it was used also the interdisciplinary and corporatist approaches.On the basis of the documentation of representative organizations of entrepreneurs, materials of periodical publications and government orders shows the author of this article that extractive capacity of the Donetsk coal industry at the beginning of the 20-th century significantly prevailed the existing demand. Author described the peculiarities of the Baltic fuel market (dependence on English fuel, interconnection of coal imports and grain exports from the North-West region). It was traced the evolution of the views of statesmen about the replacement of Donetsk coal on English coal in the ports of the Baltic Sea from economic expediency to issues of national security. Author explained the necessary components for the delivery the Donetsk fuel by railway (reduction of tariffs, building of additional railway lines and provision of the railway system by goods carriages), the delivery method by sea is accept as the most probable way. Author is focused the attention on the large-scale project of the river connection of the Black and Baltic Seas – the Kherson–Riga waterway.Despite the unfulfilled plan of conquest, the Baltic fuel market by Donetsk fuel at the beginning of the 20-th century, the directions of economic improvements that by entrepreneurs were developed became a demonstrative indication of their unity, a strategic vision of possible ways of developing the region. Therefore, it will be of scientific and practical interest to apply to the historical experience of economic interaction (or developed projects) in the Black Sea-Baltic region, the further study of mutually beneficial economic projects between Ukraine and the Baltic States. ; У статті досліджується спроба завоювання прибалтійського паливного ринку донецьким вугіллям на початку ХХ ст., проаналізовано головні напрями доставки кам'яного вугілля з Донбасу до прибалтійських споживачів (залізничне сполучення, морські перевезення довкола Європи, Дніпровсько-Двінський водний канал). Дослідження базується на загальнонаукових і спеціально-історичних методах (статистичний, порівняльноісторичний, ретроспективний тощо); в його основу покладено міждисциплінарний і корпоративістський підходи.На основі діловодної документації представницьких організацій підприємців, матеріалів періодичних видань, урядових розпоряджень у статті показано, що добувна спроможність донецької кам'яновугільної промисловості на початку ХХ ст. значно переважала наявний попит. Охарактеризовано особливості прибалтійського паливного ринку (залежність від англійського палива, взаємопов'язаність вугільного імпорту та хлібного експорту в Північно-Західному краї). Простежено еволюцію поглядів державних діячів щодо заміни донецьким вугіллям англійського в портах Балтійського моря від економічної доцільності до питань загальнодержавної безпеки. Висвітлено необхідні для залізничних поставок донецького палива складники (зниження тарифів, будівництво додаткових залізничних гілок та забезпечення мережі вантажними вагонами), виділено морський спосіб перевезення як найбільш вірогідний, акцентовано увагу на масштабному проекті річкового сполучення між Чорним і Балтійським морями – водний шлях Херсон–Рига.Попри нереалізованість задуму із завоювання донецьким вугіллям прибалтійського паливного ринку на початку ХХ ст., розроблені підприємцями напрями економічних вдосконалень стали наочним свідченням їхньої згуртованості, стратегічного бачення можливих шляхів розвитку регіону. Тому становитиме науковий і практичний інтерес звернення до історичного досвіду економічної взаємодії (або розроблених проектів) в ЧорноморськоБалтійському регіоні, подальше вивчення взаємовигідних економічних проектів між Україною та країнами Прибалтики.

In the context of multiple ascending transportation was needed during the First World War on the railways in Donbass often happend a crisis (lack of time during delivery, simple and unjustified redistribution flows of goods, loss of goods, etc.). The article analyzes the complex of government measures aimed at improving the efficiency of the railway network (construction of new railway lines and sidings, additional production of steam locomotives, wagons and repair trophy), and the intensification of traffic (technical upgrading of the railway network development in station management). However, actionsthat taken did not fully solve the transportation problem in the region, which, in turn, greatly hampered the development of industry of Donbass, to cut production and export of goods. ; В условиях многократного возрастания потребностей в перевозках в годы Первой мировой войны на железных дорогах Донбасса частыми становятся кризисные явления (несвоевременность доставки, неоправданный простой и перераспределение грузовых потоков, потеря грузов и др.). В статье проанализирован комплекс правительственных мероприятий, направленный на повышение эффективности железнодорожной сети (строительство новых железнодорожных магистралей и подъездных путей, дополнительный выпуск паровозов, вагонов и ремонт трофейных) и интенсификацию перевозок (повышение технической оснащенности железнодорожной сети, развитие станционного хозяйства). Однако предпринятые действия не позволили полностью решить транспортную проблему в регионе, что, в свою очередь, значительно сдерживало развитие промышленности Донбасса, сокращало производство и вывоз готовой продукции. ; В умовах багаторазового зростання потреб у перевезеннях в роки Першої світової війни на залізницях Донбасу частими стають кризові явища (несвоєчасність доставки, невиправданий простій і перерозподіл вантажних потоків, втрата вантажів та ін.). У статті проаналізовано комплекс урядових заходів, спрямований на підвищення ефективності залізничної мережі (будівництво нових залізничних магістралей та під'їзних шляхів, додатковий випуск потягів, вагонів і ремонт трофейних) та інтенсифікацію перевезень (підвищення технічної оснащеності залізничної мережі, вдосконалення станційного господарства). Проте, вжиті дії не дозволили повністю вирішити транспортну проблему в реґіоні, що, у свою чергу, значно стримувало розвиток промисловості Донбасу, скорочувало виробництво й вивіз готової продукції.

«Representation» is a complex scientific concept which includes legal, political, economic and historical aspects. For a comprehensive review of this phenomenon in the work were used monographic studies, work materials of representative organizations of the bourgeoisie, periodic and journalistic literature of late XIX – early XX centuries, and also were studied approaches to the definition of this concept in political science, economics, civil and business law. Given the interdisciplinarity of this phenomenon, in article is analyzed the history of formation of representative organizations of the bourgeoisie in post-reform period, are selected the basic factors, which have influence on this process. Formation of representative structures of the economic elite is considered as a two-way process: on the one hand - the government's interest in obtaining of the expert evaluation of the business community about state of development of branches of economics and possible ways to improve the efficiency of the economy; on the other hand – the initiative themselves of Industrialists and entrepreneurs in the creation of effective mechanisms to influence government decisions. During the analysis of the historical conjuncture in article are characterized bodies of representative of an official nature (committees of trade and manufactures, Exchange Committees), is showed their difference from private bodies of representation (congresses, advisory firms, societies, etc.). Particular attention is paid to the attitude of contemporaries (representatives of the government, general public, the entrepreneurs) to the representative corporations, is presented their assessment of the role and the significance of the entrepreneurial alliances in industrial development of the second half of the XIX – the beginning of XX centuries. Also are considered value judgments of historians of different historical periods (pre-revolutionary, Soviet, contemporary) relatively of the degree of influence as representative organizations, as the bourgeoisie itself in condition of monarchical rule. The article concludes about direct dependence of these preferences from the position of the author and about dominant worldview concept in one or the other period of time. Is underlined the key importance of the system of representation in conditions, when decisions had to be made quickly and financial flows had to be directed to perform specific tasks. ; «Представництво» є комплексним науковим поняттям, що включає юридичні, політологічні, економічні та історичні аспекти. Враховуючи міждисциплінарність цього явища, у статті проаналізовано історію становлення системи представницьких організацій буржуазії в пореформений період, виділено основні фактори, що впливали на цей процес. Особливу увагу приділено ставленню сучасників (представників влади, громадськості, самих підприємців) до представницьких корпорацій, подано їхню оцінку ролі та значення підприємницьких союзів у промисловому розвитку другої половини ХІХ – початку ХХ ст.

The activity of the representative bourgeoisie organizations of the Ukrainian provinces covered all the range of possible requirements and interests of businessmen, including research sphere. The consideration of this work,s direction of representative structures became possible as a result of using materials "Works …" of these associations, their periodicals, reports of research and experimental stations at the employer organizations, archival materials. The research and experimental establishments (experimental fields, entomological stations, chemical laboratories, indicative farms, meteorological, seed, test and seismic stations) are analysed in the article as the main directions of their activity and productivity. It is shown in the work that research activity of agricultural societies and industrial congresses covered a wide range of theoretical and scientific and applied questions. It is emphasized that the good result of their work was reached thanks to involvement of the famous scientific experts and professors of universities. It is noted that complementary work of theoretical and practical, academic and applied character culminated in the publication of fundamental works: the Encyclopedia of Agriculture by professor S.M. Bogdanov, the geological map and the description of the Donetsk Basin by professor L.I. Lutugin. Also congresses of figures of agricultural skilled business at the beginning of the XX century which became the logical result of active work and a rich experience in this field were considered in article. Having carried out the comparative analysis of research work in the industry and agriculture, the article concludes about quantitative predominance and financial government support of such establishments in the agrarian sphere that in general corresponded to type of economy of the Russian Empire as the countries with the dominating agricultural production. ; Діяльність представницьких організацій буржуазії українських губерній охоплювала весь спектр можливих потреб підприємців, у тому числі й науково- дослідний напрям. У статті подається аналіз науково-дослідних установ у структурі представницьких об'єднань сільськогосподарського та промислового спрямування, виділено особливості їхнього функціонування.

The high level of income inequality of the population is a long-term problem in the world. The pandemic of 2020 and the growth of geopolitical tensions in 2022 increase the urgency of finding its solution. Inequality is a multifaceted phenomenon determined by various factors — from differences in the structure of economies to the specifics of the mentality and traditions of a particular state. As a result, there are no unified approaches to reducing inequality. This article analyzes the relationship of income inequality in Russia with the parametersof fiscal policy and the ruble exchange rate at different stages of economic development. It is shown that in certain periods taxes are connected differentlywith income inequality of the population in Russia. The important role of social spending in its reducing is shown; such dependence may be explained by the ruble exchange rate and its linkages with the budget policy. The article is setting stage for further analysis of the problem.
