The National Academy of Medicine in its 2015 report, Dying in America, advocates advance care planning (ACP) as vital for people with serious, advanced illness to assure that health care decisions near the end of life are made according to their preferences and values. This allows the very ill to forego unwanted invasive procedures that might detract from the quality of their lives, and instead choose hospice and other palliative measures that focus on quality of life and comfort. This symposium presents policy, practice, and research strategies from social work perspectives. The first presentation from an author of Dying in America and of the 2016 Roundtable on Quality Care for People with Serious Illness, describes innovative legislative proposals and policies, resources, online registries, and evidence-based quality measures that promote ACP. The second presenter uses data from a national survey to describe the extent to which hospice and palliative care social workers facilitate, conduct, and lead ACP planning activities. The third presentation describes findings from interviews with bereaved caregivers on how ACP and ongoing communication influenced outcomes at the end of their loved one's life. Finally, the fourth presenter discusses attitudes and behaviors toward advanced directives among Chinese American older adults, and the importance of culture. Each of the presenters discusses the implications of these findings and potential strategies for policymaking, practice, and research.

Die vorliegende Arbeit ist Teil einer umfassenden Studie über "Aspekte der Nichtverbreitungvon Kernwaffen in den neunziger Jahren", die von der Programmgruppe'Technik und Gesellschaft' (TUG) in Zusammenarbeit mit Mitarbeitern der Forschungsgruppe'Wirtschaft, Energie, Investitionen' (WEI) durchgeführt wird.In der Studie werden mit Hilfe eines interdisziplinären Forschungsansatzes die Evolutiondes Nichtverbreitungsvertrages (NPT) bzw. des Nichtverbreitungsregimes seit den sechzigerJahren analysiert und die mittel- und langfristigen Probleme der Nichtverbreitungmit Blick auf die NPT-Überprüfungskonf erenz im Jahre 1990 und dieNPT-Verlängerungskonferenz im Jahre 1995 identifiziert.Im Rahmen der Studie werden Fragen behandelt, die folgende Bereiche betreffen:• internationale Safeguards,• Nichtverbreitungsaspekte neuer Technologien,• bilaterale nukleare Kooperationsabkommen,• Entwicklungen auf dem internationalen Nuklearmarkt,• abrüstungspolitische Fragen mit Relevanz für den NPT,• die nichtverbreitungspolitischen Interessen der Bundesrepublik Deutschland.Mit Blick auf die Konferenzen in den Jahren 1990 und 1995 sollen aus den ArbeitsergebnissenEmpfehlungen für den künftigen Kurs der Nichtverbreitungspolitik derBundesrepublik Deutschland abgeleitet werden.Die weiteren Ergebnisse der Arbeiten im Rahmen der Studie werden in den nächstenMonaten in unregelmäßiger Reihenfolge veröffentlicht.Die in dieser Reihe vorgelegten Arbeitsergebnisse geben nicht einen Standpunkt derTUG, WEI oder der KFA wieder, sondern den des jeweiligen Autors.

Die Diskussion um die Kernenergie in der Bundesrepublik Deutschland hat zu Beginn dieses Jahres durch die Auseinandersetzungenum das Kernkraftwerk Brockdorf und die Meinungsverschiedenheiten über die in Hessen geplanteWiederaufarbeitungsanlage neuen Auftrieb erhalten. In den letzten Jahren verlagerte sich das Schwergewichtder Auseinandersetzung mehr und mehr von der Erörterung technischer Sachverhalte in den Bereich politischer Argumentation.Dabei sind Fragen der nuklearen Entsorgung - sowohl in der öffentlichen Diskussion wie auch bei Entscheidungenvon Politikern und Gerichten - zum Angelpunkt der nuklearen Kontroverse geworden.Nachdem die große Nachfrage nach dem Seminarbericht "Nutzen und Risiko der Kernenergie" (Jül-Conf-17) einbreites Interesse der Offentlichkeit an Information dieser Art dokumentierte, hatte sich die Kernforschungsanlage Jülichermutigt gefühlt, in einem zweiten Bericht aktuelle Themen der Kernenergie in ähnlicher Art und Weise darzustellen.Auch dieser zweite Bericht entstand im Zusammenhang mit Seminaren, die die KFA als Beitrag zur Informationder Offentlichkeit über Probleme der Kernenergie veranstaltet hat. Soweit die hier behandelten Sachgebiete nichtdurch das Fachwissen eigener Mitarbeiter abgedeckt werden konnten, wurden Experten außerhalb der Kernforschungsanlageum Mitwirkung gebeten. Die erste Auflage ist inzwischen vergriffen; für diese Neuauflage wurden alleBeiträge überarbeitet und aktualisiert. Since the mid 1970s, the international discussion of nuclear proliferation has come into a state of flux. Intensive efforts were made in the 1960s, especially on the part of the super-powers, to prevent further horizontal proliferation of nuclear weapons via a maintenance of the status quo in the area of strategic nuclear capability. The appropriate means to this end were seen at that time in the renunciation of nuclear weapons construction by non-nuclear weapons states, accompanied by a general freedom in the field of peaceful use of nuclear energy, even with active support and assistance by the nuclear powers. This carefully weighed compromisewas cristallized in 1968 in the form of the Nuclear Non-proliferation Treaty (NPT). The USA have commented on this treaty: "In the history of international diplomacy it is hard to recall a treaty more painstakingly negotiated, in due recognition of the interests of so many governments and of its worldwide impact and importance. " /1/ In the following years the Treaty was ratified by more than one hundred countries. A satisfactory consolidation became thus apparent in a situation generally recognized within the international community as being very threatening. Five years after the coming into force of the NPT, however, this development was to obtain a new direction which would basically call into question the consensus that had been achieved with such great difficulty. The initiation for this turn of events was, above all, the nuclear explosive test by India in 1974. Although India had not ratified the NPT, Canada, Australia and above all, the United States took this explosion as grounds for a reappraisal of the consensus expressed in the NPT. As a result of this re-thinking in the interest of strengthened proliferation resistance, the dividinq line for non-nuclear weapons stateswas no langer to be drawn between peaceful and military use of nuclear energy but rather within the field of peaceful application itself, at that Point where a potential military misuse becomes ...

Die internationale Diskussion um die Proliferation von Atomwaffen ist seit Mitte der 70er Jahre in Bewegung geraten. In den 6oer Jahren zielten intensive Bemühungen, insbesondere durch die Großmächte, darauf, die weitere horizontale Proliferation von Atomwaffen durch ein Festschreiben des Status quo im Kernwaffenbereich zu verhindern. Der angemessene Weg zu diesem Ziel wurde damals darin erblickt, daß die Nichtkernwaffenstaaten auf den Bau von atomaren Waffen verzichten, hingegen im Bereich der friedlichen Nutzung der Kernenergie frei bleiben und sogar von den Kernwaffenstaaten unterstützt werden sollten. Im Nichtweitergabevertrag aus dem Jahre 1968 hat dieser sorgfältig ausgewogene Kompromiß seinen Niederschlag gefunden. Von seiten der USA hieß es zu diesem Vertrag: "In the history of international diplomacy it is hand to recall a treaty more painstakingly negotiated, in due recognition of the interests of so many governments and of its worldwide impact and importance' /1/. Der Vertrag wurde in den folgenden Jahren zwar nicht von allen, aber doch von mehr als hundert Staaten ratifiziert. Damit zeichnete sich eine erfreuliche Konsolidierung der international als so bedrohlich empfundenen Situation ab. Gleichwohl sollte diese Entwicklung fünf Jahre nach Inkrafttreten des NV-Vertrages eine neue Richtung erhalten, welche den zuvor mühsam erzielten Konsensus grundsätzlich in Frage stellte. Ausgangspunkt dieser Wendung war insbesondere die Explosion des indischen nuklearen Sprengsatzes im Jahre 1974. Obgleich Indien den NV-Vertrag nicht ratifiziert hat, nahmen Kanada, Australien und insbesondere die Vereinigten Staaten diese Explosion zum Anlaß, den im Rahmen des NV-Vertrages erreichten Konsens zu überdenken. This study is concerned with mechanisms for intergovernmental planning in the international uranium market. Particular aspects of a possible supply system are presented in the form of an emergency network in the case of failure of delivery in the uranium supply sector. The primary idea of a uranium network is based (in the first instance) on the perception that on the one hand nuclear energy plays a significant role in world energy supply but on the other hand only a few nations have sufficient uranium deposits at their disposal. Those nations operating nuclear energy who do not have their own uranium supplies are therefore justifiably interested in assuring their uranium supply in the case of emergency. On the other hand, it is in the interest of the international community to prevent the further proliferation of nuclear weapons with the aid of generally accepted NP principles. We are therefore concerned with the realization of institutional possibilities with respect to cooperation which can increase confidence, at the sametime affering an effective control of non-proliferation, and make a considerable contribution to assuring the supply of participants as determined at that time by CAS and demanded in the INFCE. At the front end interruptions in the production of natural uranium, conversion, enrichment and in fuel element fabrication, as well as in the necessary transportation between the individual stages, can occur if uranium is no longer available in sufficient quantities for various reasons. The reasons for failure of the uranium supply can be of a technical, politicalor commercial nature. They can however also be brought about by natural catastrophes. Furthermore, technical deficiencies, strikes, a sudden change in the uranium exporting or importing countries' policy, a tightening of the expert or investment policy of the supplier countries can also lead to interruptions in supply. The Panel on Future Directions in Control, Dynamics, and Systems was formed in April 2000 to provide a renewed vision of future challenges and opportunities in the control field, along with recommendations to government agencies, universities, and research organizations to ensure continued progress in areas of importance to the industrial and defense base. The panel released a report in April 2002, the intent of which is to raise the overall visibility of research in control, highlight its importance in applications of national interest, and indicate some of the key trends that are important for continued vitality of the field. After a brief introduction, we summarize the report, discuss its applications and education and outreach, and conclude with some recommendations.

Wie die jüngste Entwicklung der internationalen Energiesituation gezeigt hat, wird die Notwendigkeit, weltweit alle verfügbaren Energiequellen zu nutzen, unumgänglich. Damit wird auch ein verstärkter Einsatz der Kernenergie in den Industrieländern und in wachsendem Maße ebenfalls in den Entwicklungsländern erforderlich. Allerdings benötigen hier die vielfältigen Probleme der Ökologie, der Ökonomie und der öffentlichen Akzeptanz, die mit der Nutzung der friedlichen Kernenergie verbunden sind, eine intensive Hilfestellung und enge Kooperation beim nuklearen Technologietransfer von Industrieländern in Entwicklungsländer. Neben Kooperationen im F + E-Bereich lag das Schwergewicht des Nukleartransfers zwischen Entwicklungsländern und Industrieländern in der Vergangenheit in der Lieferung von angereichertem Brennstoff sowie von Reaktoren. Die Frage der Entsorgung von Kernkraftwerken und deren praktische Lösung wird sich zukünftig in verstärktem Maße mit wachsenden Mengen an abgebrannten Brennelementenauch in den Entwicklungsländern stellen. Deshalb erscheint es sinnvoll, daß die Entsorgungsfrage in die Verhandlungen der Rahmenbedingungen beim Nukleartransfer von Lieferländern in Empfängerländer mit einbezogen und unter Umständen direkt z.B. mit dem Export von Kernkraftwerken verknüpft wird. Ein wesentlicher Gesichtspunkt, der in der Vergangenheit den institutionellenRahmen und die vertragliche Struktur der internationalen Kooperation beim Nuklearhandel bestimmt hat, war der Aspekt der Non-Proliferation. Mit dem Atomwaffensperrvertrag im Jahre 1968 sollte auf der einen Seite ein Festsschreiben des Status Quo im Kernwaffenbereich erreicht und auf der anderen Seite eine möglichst ungehinderte friedliche Nutzung der Kernenergie ermöglichtwerden. Bemühungen von verschiedenen Staaten, sich über den sogenannten friedlichen Sprengkörper faktisch in den Besitz von Kernwaffen zu setzen, führte zu einer Verschärfung der vertraglichen Rahmenbedingungen im internationalen Nuklearbereich und gipfelte insbesondere in den Vereinigten ...

As recent developments in the international energy situation have shown, the necessity of utilizing all available sources of energy all over the world has become inevitable. This also necessitates increased application of nuclear energy in the industrialized countries and similarly to an increasing extent in the developing countries. However, the many and varied problems of ecology, economy and public acceptance associated with the peaceful uses of nuclear energy require intensive support and close cooperation in the transfer ofnuclear technology from industrialized to developing countries. In addition to cooperation in the R + D sector, the major priority in nuclear transfer between the developing countries and the industrialized countries was to be found in the past in supplying enriched fuel and reactors. The problern of the management of spent fuel from nuclear power stations and its practical solution will in future also increasingly arise in the developing countries with the growing amounts of spent fuel elements. It therefore appears meaningful to include the issue of managing the back end of the fuel cycle in negotiating the boundary conditions of a nuclear transfer from the supplier states to the recipient states, possibly directly connected e. g. with the expert of nuclear power stations. Subproject 9 of IKARUS investigates techniques and processes for verifying compliance by states party to the framework convention on climate change and its (future) protocols. They are obliged to limit their GHG emissions and take other climate protection measures and must make (regular) reports on the fulfilment of their obligations. In TP 9 verification is understood to be the independent monitoring of the completeness and correctness of these national reports (declarations) by a specially established organization, although only initial considerations are currently available concerning its form. With the inclusion of the international level, the consideration of all relevant anthropogenic emission sectors and the anticipation of future protocols (e. g. forest protection, agriculture), TP 9 goes beyond the national working field of IKARUS relative to GHG emissions from the energy sector, although it remains closely linked to the overall project since the greatest attention is paid in TP 9 to verifying the declarations via the energy-related GHG emissions. A verification of reports is also required within the framework of efforts by theIPCC and OECD to achieve a standardization of methods for the system of reporting on national GHG emissions (inventories) to be established worldwide. At least as yet the verification concepts of TP 9 and IPCC/DECD differ since they (implicitly) assume different state behaviour: IPCC/DECD concentrate on treaty violations by false or incomplete national declarations which express the states' capacity shortage. It is assumed that in spite of the states' willingness such deficiencies will hamper or delay proper balancing of their emissions. In this sense, verification intends to reveal weaknesses and assist willing but incompetent states to overcome these difficulties with help and advice. This approach is implementation-oriented and corrective. - Over and above this, TP 9 does not exclude the possibility that states or actors in the states deliberately (intentionally) falsify their ...
