Aid, donors and development management

This book presents the edited papers and proceedings of a workshop organised by NEPRU on 12 and 13 July 1990 in association with the National Planning Commission. The workshop provided a forum for political leaders and senior officials to discuss the problems and opportunities of development aid as seen from the development country government perspective of Namibia. Included amongst the principal themes addressed were the real development impact of aid; donor influence on national policy-making; tied aid and conditionality; the characteristics of the principal donor institutions, multilateral, bilateral and NGOs; aid administration in the recipient country; and the 'nuts and bolts' of aid coordination. Migrants, money and the military: The social epidemiology of HIV/AIDS in Owambo, northern Namibia

This paper examines the epidemiology of HIV with reference to Owambo, the most populous region of Namibia, and attempts to outline the factors determining its spread in this area. The political economy of the area, with established migrant labour patterns, marginal agricultural activity and a high dependency ratio, creates a high risk environment for the spread of HIV. Those most marginalised through gender and economic relations are forced into risk-taking sexual behaviour, as immediate needs override long term risks. Education about AIDS is vital and at present has already reached many people. Sections of the youth, in particular, show evidence of considerable behavioural change. Females face an economic dependency on men which is manifested through tansactional sex. (DÜI-Hff)
