The article provides an overview of current debates & empirical studies on the participation of civil society actors in processes of local governance. Studies on different countries, topics & participation models show strikingly similar results: Disillusionment on the part of local actors is widespread. Successful processes were characterized by four factors: firstly international, supranational &/or national participative norms, secondly the supply of institutional arrangements for participative processes, thirdly a high level of local social capital & fourthly problems with a low complexity & a high personal concern for the actors. Bei der Umsetzung der europäischen Wasserrahmenrichtlinie ist die lokale Ebene von besonderer Bedeutung, da, auf dieser konkrete Maßnahmen zur Zielerreichung umgesetzt werden müssen. Aufgrund des engen Zeitplans der Wasserrahmenrichtlinie besteht akuter Handlungsbedarf. Diese Situation stellt die zuständige Verwaltung vor große Herausforderungen, insbesondere aufgrund der geringen Erfahrung mit Öffentlichkeitsbeteiligung in der Wasserwirtschaft. Zudem besteht auch ein Forschungsbedarf, um die Umsetzung der Wasserrahmenrichtlinie auf der lokalen Ebene zu fördern. Dabei stellen sich folgende Fragen: Wer sind die lokalen Akteure bei der Gewässerbewirtschaftung und welche Interessen verfolgen sie? Welche Konfliktlagen ergeben sich daraus und wie wirken sich diese Konflikte auf Beteiligungsprozesse im Rahmen der Gewässerbewirtschaftung aus? Und ganz besonders: Welche Faktoren sind zur Steuerung dieser Beteiligungsprozesse relevant? Die Arbeit hat dieses Problemfeld praxisnah aufgegriffen. Das Hauptziel der Arbeit war es, anhand von durchgeführten Beteiligungsprozessen eine gegenstandsbezogene Theorie in der Tradition der grounded theory methodology zu generieren auf deren Basis Handlungsempfehlungen für die Umsetzung der WRRL auf lokaler Ebene abgeleitet werden konnten. Die theoretische Einordnung der Arbeit erfolgte in der Politischen Geographie im Bereich der handlungsorientierten geographischen Konfliktforschung. Durch den Praxisbezug wurden weitere Aspekte aus der Konfliktforschung, der Partizipations- und Nachhaltigkeitsforschung sowie der Planungstheorie und der Umweltpsychologie integriert. Das Forschungsdesign wurde an die Methodologie der grounded theory angelehnt. In diesem Zusammenhang fanden die Paradigmen der qualitativen und interaktiven Sozialforschung Eingang. Um zu allgemein gültigen Handlungsempfehlungen als Ziel dieser Arbeit zu gelangen, war es nötig, die Untersuchung auf mehreren Beteiligungsprojekten der lokalen Gewässerbewirtschaftung aufzubauen. Es wurden insgesamt drei Teilstudien durchgeführt, wovon zwei Einzelfallstudien und die dritte eine Vergleichsstudie darstellen. Die erste Fallstudie, das Bürgerbeteiligungsprojekt "Unsere Dreisam – Zukunft Dreisam" wurde nach dem Paradigma der interaktiven Sozialforschung auf rein lokaler Ebene durchgeführt. Die zweite Fallstudie, die "Vorgezogene aktive Öffentlichkeitsbeteiligung zur Umsetzung der WRRL im Bearbeitungsgebiet Hochrhein" wurde vom Regierungspräsidium Freiburg auf regionaler Ebene durchgeführt und nach dem Paradigma der qualitativen Sozialforschung wissenschaftlich begleitet. Bei der dritten Teilstudie wurden Fragebögen einer schriftlichen Befragung ausgewertet, die im Rahmen der DWA-Arbeitsgruppe "Öffentlichkeitsbeteiligung im Rahmen der Europäischen Wasserrahmenrichtlinie" erhoben wurden. Als Erhebungsinstrumente kamen neben Fragebögen bei schriftlichen Befragungen auch die teilnehmende Beobachtung, problemzentrierte Interviews, cognitive maps und Moderationsmethoden zum Einsatz. Die Ergebnisse der drei Teilstudien sind aufgrund ihrer Praxisrelevanz ausführlich dargestellt. Dabei wurden in allen Teilstudien gesonderte Akteurs-, Konflikt- und Prozessanalysen durchgeführt. Das primäre Ergebnis der Arbeit war die Generierung einer gegenstandsbezogenen Theorie partizipativer Gewässerbewirtschaftung auf lokaler Ebene im Kontext der WRRL. Die Basis dafür stellen die Ergebnisse der drei Teilstudien dar. Diese datenbasierte grounded theory gliedert sich in einen Akteursteil, einen Konfliktteil sowie einen Teil der Prozessfaktoren und -merkmale. Innerhalb des Akteursteils sind sogenannte Hauptakteure benannt, deren Teilnahme an partizipativen Prozessen bei der Gewässerbewirtschaftung auf lokaler Ebene von grundlegender Bedeutung ist. Neben den Hauptakteuren sind in der Theorie auch sogenannte weitere Akteure aufgeführt, die als Kooperationspartner auf lokaler Ebene in Erscheinung treten. Im zweiten Teil der Theorie sind vier Konfliktgegenstände mit ihren verschiedenen Themenbereichen dargestellt. Innerhalb der einzelnen Themenbereiche sind die jeweiligen Konfliktlagen beschrieben. Ergänzt werden die Themenbereiche um die Möglichkeiten der Konfliktbearbeitung. Die relevanten Faktoren für die Durchführung von Beteiligungsprozessen bei der Gewässerbewirtschaftung auf lokaler Ebene sind im dritten Teil der Theorie in einem Modell fünf Projektphasen zugeordnet. Ergänzt wird das Modell um Rahmenbedingungen sowie Merkmale der Projektsteuerung, Durch die Zuordnung von Faktoren zu den einzelnen Projektphasen unterstützt dieses Modell Projektverantwortliche beim gesamten Vorgang des Projektmanagements. Die Reichweite der Theorie beschränkt sich aufgrund des Datenmaterials auf die lokale Ebene in Deutschland mit Ausnahme der Seen und Küstengewässer. Den Abschluss bilden die Handlungsempfehlungen. Diese gliedern sich nach dem zuvor aufgezeigten Modell und sind abschließend in einer übersichtlichen Checkliste für die Praxis zusammengefasst. ; Within the implementation of the Water Framework Directive (WFD) the local level is of particular importance because this is the level where complementary measures according to Article 11 of the WFD have to be implemented in order to achieve all aims. The implementation of these measures will concern local property rights and rights of use.The tight time frame set by the WFD necessitates immediate action. This situation poses great challenges to the responsible public authorities. In addition, few research results exist to date. Crucial questions with regard to this issue are: Who are the local actors in water management and what are their interests? Which constellations of conflict arise from these, and what are the effects of these conflicts on participatory processes in the framework of water management? And in particular: Which factors are relevant to the facilitation of these participatory processes? This thesis tackles this complex of problems in an applied manner. The objective of this thesis is to generate a factual theory in the tradition of grounded theory methodology on the basis of participatory processes carried out in the course of the survey. This theory aims to analyze local actors, arising conflicts of interests and utilization, and relevant factors and features of processes in such a way as to allow the deduction of recommendations for the implementation of the WFD on a local level. The thesis is theoretically embedded in Political Geography, more specifically in Action-Oriented Geographical Conflict Research. The practical nature of the survey necessitated the additional consideration of aspects taken from conflict research, participation and sustainability research as well as theory of planning and environmental psychology. The research design is based on grounded theory methodology according. In this context, the paradigms of both qualitative social research and interactive social research were employed. In order to achieve the objective of developing universally applicable recommendations, the survey was based upon several local water management civic participation projects. Therefore, a total of three sub-surveys were conducted. The first case study, a civic participation project along the river Dreisam was carried out exclusively on a local level according to the paradigm of interactive social research. The second case study was conducted by the Regional Administrative Authority Freiburg on a regional level and was analyzed according to the paradigm of qualitative social research. In the course of the third sub-survey, written questionnaires which were compiled in the context of a working group of the German Association for Water, Wastewater and Waste (DWA) were analyzed. Other research methods employed in addition to questionnaires were participatory observation, problem-centred interviews, cognitive maps and facilitation techniques. Because of their relevance to practice, the results of the three sub-surveys are presented in detail. Separate analyses of actors, conflicts and processes were conducted as part of all three sub-surveys. In correspondence with the results of the sub-surveys, the data-based grounded theory is divided into a section on actors, a section on conflicts and a section on factors in and features of participatory processes. Within the actor section, so-called main actors are specified whose participation is of fundamental importance. Besides the main actors, the theory also specifies so-called other actors that emerge especially as cooperators on the local level. In the second part of the theory, the four objects of conflict are portrayed in detail. Within the individual subject areas, the respective constellations of conflict between actors and coalitions of actors as well as the corresponding framework conditions are analyzed. The relevant factors and properties in participatory processes of water management on a local level are listed in the third and final section. The factors and properties are classified in a model with five project phases. In addition, there are framework conditions as well as features that lie in the responsibility of those in charge of the process. Due to its structure and the association of identified factors with individual project phases this model constitutes a significant advancement of the current state of research. Particularly via the association of factors with individual project phases the model supports those in charge of a project in the entire process of project management. Due to the data collected, the scope of the theory is limited to the local level in Germany with the exception of lakes and coastal waters. According to the objective of the thesis, the conclusion consists of recommendations that were deduced from the grounded theory. These recommendations, which are structured according to the model presented previously, are summarized in a clear, easy-to-manage and practical checklist.
What can be done if rightist strategies of cultural subversion succeed? Taking an episode from Berlin as an example the text identifies three strategies of invention & asks for their potential success. Plain confrontation & moral appeals prove to have counterintuitive results. Rather, a procedure of democratic dialogue seems to be a promising approach. In such a process the perspectives of local actors can be identified & taken as a basis to develop a plural, target-oriented strategy of action. Wie viele Beobachter überzeugend argumentiert haben, spielen Nichtregierungsorganisationen und internationale Bürokratien eine entscheidende – und vielleicht auch zunehmend wichtigere – Rolle in der internationalen Politik, gerade weil sie als normative und epistemische Autoritäten anerkannt werden. As many scholars have convincingly argued, non-governmental agencies and international bureaucracies play a decisive – and maybe increasing – role in international politics by being recognized as regulative, moral or epistemic authorities. An oft-claimed trend towards a denationalized "multic-centric-world" (James Rosenau) may result, although empirical evidence is incomplete at best. Building on the work of Pierre Bourdieu and Juergen Habermas, this paper argues that looking at the way actors refer to others as "authorities" during political debates enables us to answer the question to what extent a process of political denationalization is actually taking place. To illustrate the usefulness of such research on the "authority talk," the paper draws on a text analysis of debates on the humanitarian crisis in Sudan/Darfur taking place in six public fora: two parliamentary chambers (the US House of Representatives and the UK House of Commons), two "new" media outlets (CNN.com and BBC.uk), and two "classic" newspapers (The Guardian and The New York Times). the paper focuses on the humanitarian crisis in Sudan/Darfur. Given unreliable information in terms of the scale of human suffering and its local context and causes, societies abroad are in desperate need for credible information and interpretations about what it "means to them," in terms of their own capacities and duties. This is where international and non-state actors become integral parts of various political arenas, as epistemic authorities ("experts") that compensate for the lack of sufficient factual knowledge held by journalists, politicians and audiences alike. Moreover, the reputation of humanitarian agencies as the moral conscience of the "world" gives their calls for action the impetus of an authoritative definition of responsibilities. By looking at the way actors refer to international and non-state institutions, it is argued, we can research their accumulation of "symbolic power."
In the fabric of local government administration & their real political-legal handling, the petition for a referendum & the referendum itself are winning more & more acceptance. Statistical analysis shows that instruments of direct democracy are increasingly used on a local level. Up to now, the opinions & evaluations of the responsible actors in local government & administration have not been examined in academic analysis. Therein lies need for research. After analyzing the municipal code of North-Rhine Westphalia & the opinions of the local officials on the plebiscitary elements (known through a survey of all local governments in this Land) therein instituted it becomes clear: (1) the instruments are overall welcomed & supported by the officials; (2) some elements which are not part of the code yet such as the delaying effect of a referendum are not backed altogether by the officials. Civil society will overcome it's deficient, 'light-version' only, if institutions & organizations will be successfully opened to active citizenship & a welfare-mix is provided for core-fields of society. Regarding societal & demographic change, quality as well as quantity of local services can only be kept up, if local administration, economic corporations & civil society actors will be systematically combined. Therefore tasks have to be defined by all involved actors. While in some communities there is already a cooperation between administration & civil society, corporations & their logics of action are usually not integrated. For a better integration of volunteers, it seems to be necessary that they are not perceived as service-suppliers, who compensate for gaps in the local public budget. A 'Burgerkommune' (citizens community) can only be realized, if citizens are taken seriously in their role as consumers of services & participants in the decision-making process. The welfare-mix must not exonerate administration from their responsibility to supply services. However, local authorities should be rather moderators of the welfare-mix than producers of the services. They also have to secure infrastructure & local service-points. There is especially a need for citizen's qualification & networks, since citizens are expected to participate. Also there have to be volunteer agencies or service points, which support improvements. For the second time in the history of the Federal Republic of Germany it is governed by a grand coalition, the first one ruling from 1966 to 1969. It seems as if grand coalitions constitute an exception to the rule. At state level, however, there have been grand coalitions more often than is generally assumed. At present, more German states are governed by such coalitions than ever before -- including Bremen where the SPD (Social Democratic Party) & the CDU (Christian Democratic Union) have been governing together for the past eleven years. Although conditions at the national level differ in many ways from the conditions in Germany's smallest federal state, some conclusions can be drawn from the so-called Bremen Model with regard to the inner dynamics of such a coalition. Looking at the main stages of the development of the Bremen coalition it becomes clear how relations between the two coalition partners have changed over time. While the cooperative spirit among the main actors of the grand coalition was a major guarantee for success during the first two terms, the coalition is becoming less efficient the longer it governs, deteriorating in its third term to a coalition of crisis. At the beginning of the 21st century, fragile states are dominating international peace, security, & development policies. Fragile states or states already disintegrating threaten the people in these regions, have consequences for security, & impact world order interests of developed industrial societies through local & regional wars, flow of refugees, human rights violations, & humanitarian catastrophes by spreading illegal arms trading, human trafficking, & cross-border crime, as well as transnational terrorism. How can multilateral peace missions reconstruct government structures in crisis regions: under what conditions may peace consolidation strategies be successful? What can be accomplished within a given time frame? What external & internal actors can contribute to political, economic, & social stabilization? How can the local population be motivated to help in the restructuring & take over its responsibility thereby creating an exit option for external actors? The international community is faced by a twofold challenge: to prevent fragile states from collapsing & to further restructuring of government institutions in post-war societies. Im Rahmen der Arbeit wird der Frage nachgegangen, was Regionalität von Lebensmitteln im wissenschaftlichen Diskurs, in Initiativen zur Regionalvermarktung und für die Akteure der Lebensmittelversorgung in der Region Osttirol (Bezirk Lienz, Österreich) bedeutet. Die Arbeit ist in ein Interreg III B-Projekt des Landes Tirol eingebunden. Von Oktober 2006 bis März 2007 wurden wissenschaftliche Literatur und 22 Regionalvermarktungsinitiativen hinsichtlich Kriterien für regionale Lebensmittel analysiert. In Osttirol wurden 13 Konsumenten befragt, 2 Workshops mit 21 Teilnehmern veranstaltet und Interviews mit 10 Produzenten und Anbietern geführt. Sowohl in der Wissenschaft als auch aus Sicht der Regionalvermarktungsinitiativen werden regionale Lebensmittel über die reine Herkunft der Rohstoffe hinaus durch eine überdurchschnittliche Produkt- und Prozessqualität im Sinne der ökologischen und sozialen Aspekte der Produktion definiert. Die Gesprächspartner teilen im Wesentlichen diese Charakterisierung regionaler Lebensmittel, häufig werden jedoch die gesetzlichen Vorgaben und die übliche Praxis in der Region als ausreichend empfunden. Die biologische Landwirtschaft als übergreifendes Kriterium wird von den Akteuren nicht in Betracht gezogen. Während es aus wissenschaftlicher Sicht gute Argumente für Kriterien für regionale Lebensmittel gibt, sind für die Gesprächspartner Vertrauen, persönliche Bekanntschaft, "Geschichten" hinter den Produkten und ein "guter Geschmack" bestimmend für die Regionalität von Lebensmitteln - und für den Vermarktungserfolg. Im Hinblick auf eine regionale Lebensmittelversorgung als Beitrag zur nachhaltigen Entwicklung der Region wird von der Autorin empfohlen, detaillierte und weiterreichende Kriterien für regionale Lebensmittel v.a. im Bereich der Prozessqualität fest zu legen. Die Ergebnisse des Projekts sind ein punktueller Beitrag in einem partizipativen Prozess mit normativen Elementen, der im Rahmen dieser Arbeit nicht abgeschlossen wurde. ; The masters thesis deals with the meaning of the attribute "regional" for food as well as from a scientific point of view as in existing regional marketing initiatives and for the actors in the food production chain in Eastern Tyrol (district of Lienz, Austria). This thesis is part of an Interreg III B-project of the Federal Government of Tyrol. Between October 2006 and March 2007, scientific literature was reviewed and 22 regional marketing organizations were analyzed, resulting in a sample of criteria for the regionality of food. In Eastern Tyrol 13 consumers were asked for their understanding of regional food. Two workshops with 21 participants and explorative interviews with 10 producers and providers aimed at developing a list of criteria for regional food. The criteria mentioned in scientific literature as well as used in the analysed regional marketing initiatives can be assigned to three dimensions of quality: provenance of ingredients, product quality and process quality, i.e. ecological and social aspects in the production process. The results show that local actors share this definition of regional food that goes beyond the mere provenance of ingredients or location of processing. The status quo of the regional food production system and the national laws were in many cases considered as "good enough". Organic farming was not favoured by the respondents as a composite criterion. While scientists stress the importance of approved criteria for regional food, for the respondents trust, personal relations, "pictures and stories" and a good taste are characteristics of regional food - and responsible for marketing success. When regarding a regional food system as means of sustainable regional development, the involvement of more detailed criteria foremost in the field of process quality is advised by the author. The aim of this paper is to show an example of a local integration project in the Tyrolean municipality of Telfs. How does a multicultural discourse contribute to the exclusion of women in the process of negotiating integration? Local municipalities, in trying to find new ways of "living together" liaise with migrant associations in order to get into contact with the local immigrant population. However, both actors often employ an essentialist view of culture that tends to "naturalize" hegemonic constructions of identity & finally leads to the reproduction of asymmetric structures of participation. Thus, integration projects may fail to address basic structural inequalities between social majorities & minorities. The focus of this paper is on women engaged in two Turkish Islamic associations in the Austrian Tyrolean municipality of Telfs. Discussing the example of a locally implemented integration project, it analyses how a multicultural discourse can serve to legitimate asymmetric participation structures within associations, as well as to reproduce them in the cooperation between migrant organizations & local municipalities. Partizipative Verfahren spielen in den letzten Jahrzehnten eine immer wichtigere Rolle im politischen und gesellschaftlichen Leben. Dies ist sowohl auf der kommunalen Ebene als auch in Bezug auf den Wald zu beobachten. In dem Spannungsfeld Partizipation und Forstwirtschaft richtet die vorliegende Arbeit ihren Fokus einerseits auf die Untere Forstbehörde als forstlichen Akteur und andererseits auf die Lokale Agenda 21 als ein Beispiel für einen partizipativen Prozess. Die Untersuchung konzentriert sich auf das Bundesland Nordrhein-Westfalen. Ziel der Arbeit ist es, die Sichtweise der Unteren Forstbehörden zur Lokalen Agenda 21 zu erfassen und Faktoren zu erheben, die zu einer Thematisierung von Forstwirtschaft, Wald und Holz bei Lokalen Agenda-21-Prozessen führen. Außerdem werden am Beispiel der Lokalen Agenda 21 die Einstellungen und der Umgang von Vertretern der Forstwirtschaft mit partizipativen Prozessen untersucht. Der theoretische Rahmen der vorliegenden Arbeit wird durch die Dimensionen der Politik: Inhalte – Prozesse -Strukturen geprägt. Im Zentrum der Überlegungen stehen die Akteure, die sich durch ihre Ideologie, Wahrnehmungen, Interessen, Macht und Einfluss sowie ihre spezifischen Handlungsweisen und die Kommunikation zwischen den Akteuren charakterisieren lassen. Der theoretische Rahmen bildet die Grundlage für die empirischen Analysen und die Ableitung von Thesen. Die Auseinandersetzung mit der Rolle der Unteren Forstbehörden bei Lokalen Agenda-21-Prozessen erfolgt in zwei Untersuchungsphasen. Es wurden vor allem Methoden der qualitativen Sozialforschung angewendet. This happens at the local level as well as related to forests. In the polarity between participation and forestry this thesis is focused on the Lower Forest Authority as an forest actor on the one hand and on the Local Agenda 21 as an example of participative process on the other hand. The examination concentrates on the federal state North Rhine-Westphalia. The objective of this thesis is to comprehend the point of view of the Lower Forest Administration towards the Local Agenda 21 and to survey the factors leading to attention to forestry, wood and timber in Local Agenda-21-processes. Using the example of Local Agenda 21, the thesis analyses furthermore the attitude and handling of forest actors regarding participative processes. The theoretical frame of the present thesis is characterized by the three dimensions of political analysis: policy – politics – polity. The actors build the centre of consideration. They are distinguished by ideology, perception, interests, power and influence, specific behaviour and communication among themselves. The theoretical frame is the basis for the surveys and the derivation of theses. The role of Lower Forest Administration in Local Agenda-21-processes is analysed in two phases of study. Especially methods of qualitative empirical social research were adopted. The perceptions of the Lower Forest Administration of NRW was examined with moderated workshops. The second phases was the case study "Wittgenstein". A Local Agenda 21- working group to the topic wood energy was analysed in this case study. A Lower Forest Administration was a member of this working group.
