The author explores the institutional and policy changes that have shaped nanotechnology development in Mexico. It illustrates how the science and technology platform has changed from a science push strategy (based on the Sabato´s Triangle) to a marked driven (Triple Helix) approach. Mexican public policy in NT, while not explicitly stated, is based on the Triple Helix model, and it is in this milieu that businesses, government and universities interact to transform the potential of this technology into an increase in competitiveness. However, there are important aspects that are ignored in the confluence of the socioeconomic dynamic of the country that might obscure the positive social impacts of nanotechnology.

Nanotechnology involves the creation, manipulation and use of materials at the nanometer scale (10-9 m). This field is enabling new advances in science, with applications in fields such as chemistry, biology, physics, engineering, and particularly in medicine. The latter called nanomedicine, has generated advances in monitoring, tissue repair, diagnosis, treatment and prevention of diseases, using tools such as nanosensors, nanocrystals, nanoparticles, nanotubes, and in the near future, nanorobots, capable of penetrating the human body to repair it. Nanotechnology is in a growth stage, capturing the interest of companies, governments and investors to develop products useful in several fields, especially in medicine. ; La nanotecnología comprende la creación, manipulación y utilización de materiales en el orden nanométrico (10-9 m) y su aplicación en los campos de la química, la biología, la física, la ingeniería y en especial la medicina, se ha traducido en trascendentales avances en la ciencia. La hoy denominada nanomedicina ha comportado significativos adelantos en la monitorización, la reparación de tejidos, el diagnóstico, el tratamiento y la prevención de enfermedades mediante el uso de herramientas como nanosensores, nanopartículas y nanotubos, y en el futuro cercano nanorrobots capaces de penetrar en el organismo humano para repararlo. Among the challenges and initiatives aiming the improvement of teaching in several areas of knowledge in basic education, the enhancement of the formation of teachers plays a key role. Both the Brazilian government and the academic community have debated about this. Innovative methodological approaches devoted to contemporary topics of science are still incipient. This occurs in Brazil as well as in other Iberian American countries. In these conditions, the use of collaborative strategies is necessary towards the diffusion and the education in nanoscience and nanotechnology. This work presents actions and perspectives of the laboratory for the interdisciplinary formation of teachers in nanoscience and nanotechnology in the countryside of the State of Sao Paulo, in Brazil. It has been shown how this laboratory interacts with an institutional program of fellowships for teaching apprenticeship that is supported by the Brazilian Federal Government. Finally, the motivations of the participating students and the contributions of the laboratory to an international network devoted to the diffusion and education in nanoscience and nanotechnology are discussed.
En la evolución de la nanotecnología encontramos una excelente ilustración de la forma en que se producen, en nuestra época, las interacciones entre lo económico y lo tecnocientífico. Nos ofrece, además, una ejemplificación elocuente de cómo, en esa interacción, tienden a ser escamoteadas cuestiones que poseen una trascendencia ética de primer orden y que deberían situarse en el debate ético y político en un lugar de preponderancia. ; In the evolution of nanotechnology we find an excellent illustration of how any in our time, interactions between the economic and the techno-scientific are produced in our time. It also offers an eloquent exemplification of how, in that interaction, questions that have a first-order ethical significance tend to be evaded while they deserve a place of prominence in the ethical and political debate.

The actual market of nanoparticles, while presently minimal, is expected to increase substantially in the next decade. Although it is frequently presented as a clean and beneficial technology, nanotechnology is raising considerable debate. Controversies over the health and environmental impacts have rapidly emerged. Potential military uses raise ethical concerns. The need for regulation of the production and commercialization of nanoproducts, and also for a greater participation in the orientation of Science and Technology, have provoked profound discussions. Given the above issues, this article focuses on the potential economic impacts of nanotechnology and, specifically, its potential impact on the distribution of wealth, a topic scarcely considered in the literature.
The concept of a business ecosystem has been spreading lately; it is also known as an entrepreneurial ecosystem, which comprises a set of requirements and political provisions in order to assist the needs of new companies in the process of opening. This article aims to direct the entrepreneur to the different components of a business ecosystem, showing the benefits and risks that they must face, so that they can better consolidate the actors that they must include in the ecosystem according to common objectives. Some topics will be presented that will help solve the above, from innovation, innovation systems, to the innovation ecosystem. Providing as a result of this analysis, a business ecosystem of innovation focused on food nanotechnology. ; El concepto de ecosistema empresarial se ha venido difundiendo últimamente; es conocido también como ecosistema de emprendimiento, el cual comprende un conjunto de requerimientos y disposiciones políticas con el fin de asistir las necesidades que tienen las nuevas empresas en el proceso de su apertura. Este artículo pretende dirigir al emprendedor a los diferentes componentes de un ecosistema empresarial, mostrando los beneficios y riesgos a los que deben enfrentarse, para que puedan consolidar mejor los actores que deben incluir en el ecosistema de acuerdo a los objetivos en común. Se presentarán algunos tópicos que ayudarán a resolver lo anterior, desde la innovación, los sistemas de innovación, hasta el ecosistema de innovación. Brindando como resultado de este análisis, un ecosistema empresarial de innovación enfocado en la nanotecnología de los alimentos.
Using secondary information, this paper discusses the different attempts that Peruvian public policy has made to promote nanotechnology in recent years. Taking into account a framework that incorporates concepts such as scientific governance (Irwin 2008, Fuller 2000, Rose 1999, Barry 2001, Dean 1999), anticipatory governance (Guston & Sarewitz 2002), social technology (Fonseca & Pereira 2013) and institutionalization of science, technology and innovation in developing countries (Drori 1993, Cueto 2005), we discuss how Peru's scientific policy thrived in an institutional environment that does not promote science and technology. On the contrary, the government and the private sector have sought to generate scientific and technological development only under the paradigm of economic development. ; En este artículo discutiremos la manera en que, en años recientes, se ha buscado impulsar el desarrollo de políticas de nanotecnología en el Perú. Sobre la base de un marco conceptual que incorpora la gobernanza científica y la institucionalización de la ciencia, la tecnología y la innovación en países periféricos, analizaremos como la política científica se ha desarrollado en un entorno que no favorece el desarrollo institucional de la ciencia y la tecnología. Nos centraremos en estudiar como la academia y el gobierno, así como la industria, generan arreglos institucionales que buscan generar desarrollo científico y tecnológico únicamente bajo el paradigma del desarrollo económico.
One of the main challenges of the meat industry is to guarantee salubriousness, innocuousness, and conservation. The technological innovations are centered on the use of inoculants that detect or protect the meat against pathogenic agents. The nanoparticles incorporated into the meat packages act like antimicrobial and antioxidant agents, representing a new generation in packaging. The silver, copper, gold, zinc ions, metal oxides (TiO2, ZnO, MgO), nanoclays, natural biopolymers, enzymes, and synthetic antimicrobial agents are the products most frequently researched. However, their legislation is not completely developed and the acceptance by consumers and production costs must be considered. These segments may be able to be compensated, with reductions in meat waste, due to improvement in the quality and shelf life of the product. A revision of nanoparticles incorporated into meat to preserve primarily their quality and innocuousness is presented. ; Uno de los principales retos de la industria de la carne es garantizar la sanidad, inocuidad y conservación. Las innovaciones tecnologías se centran en el uso de inoculantes que detectan o protegen la carne contra agentes patógenos. Las nanopartículas incorporadas a los empaques de la carne actúan como antimicrobianos y antioxidantes, representando una nueva generación en los envasados. Los iones de plata, cobre, oro, zinc, óxidos de metal (TiO2, ZnO, MgO), nanoarcillas, biopolímeros naturales, enzimas y agentes antimicrobianos sintéticos son los productos más investigados. Sin embargo, su legislación no está completamente desarrollada y la aceptación por los consumidores y costos de producción se deben considerar. Estos rubros quizás puedan compensarse con reducciones en el desperdicio de la carne, debido a la mejora de la calidad y la vida útil del producto. Se presenta una revisión de nanopartículas incorporadas a la carne para preservar su calidad e inocuidad principalmente.
The thesis deals with knowledge management processes and associated practices in interorganizational contexts. With an insight of intellectual craftsmanship, we focus on the case study of Nanoscience and Nanotechnology (NST) that involves a wide diversity of participant organizations and knowledge fields. By studying three specific contexts –a Colombian network of research groups, a European collaborative project, and a laboratory of materials belonging to a micro and nanotechnology cluster of Grenoble (France); we present four main theoretical contributions through a knowing in practice approach: 1) A description of relationships between interorganizational knowledge management practices and policies that foster cross-institutional agreements, 2) An insight of proximity as a point of convergence and divergence in boundary-related knowledge management, 3) An understanding of temporality and anchor points related to cross-organizational relationships, and 4) The dynamics of mediation of the socio-technical collectives. On the other hand, we put forward an approach to the concept of practice as managerial space, which allows to account for differences in the temporary nature of relationships and assess effective mediation of available tools for supporting knowledge management processes. ; Esta tesis trata sobre procesos de gestión de conocimiento en ámbitos inter-organizacionales y las prácticas asociadas. Sin embargo, es necesario evitar elextremo del optimismo ignorante de loscondicionantes económicos de las intervencionestecno científicas, como también la ignorancia delas vulnerabilidades en juego. Una intervencióncapaz de obtener la legitimidad social implica quetodos los involucrados puedan aceptar lasconsecuencias que se desprenden de ella. En elcaso de las nanotecnologías, las intervenciones hande juzgarse según los criterios procedimentales ysegún la Declaración Universal de Bioética yDerechos Humanos, que al mismo tiempo podránregir las nuevas reglamentaciones, normas y leyesque las intervenciones requieran, particularmenteen previsión de sus resultados futuros personales,sociales y ambientales. ; Technosciences base their innovations on the promise of a better quality of life for human beeings. However, it is essential to avoid the innocent optimism of economic conditionants of technological and scientific interventions as well as to ignore the hazards of these attempts. A socially legitimate intervention implies that every participant involved would be able to accept the consequences that derive from it. This article analyzes the public policy of nanotechnology in Argentina according to indicators of the Organization for Economic Cooperation and Development (OECD). The OECD surveyed in 24 countries to compare public policies in nanotechnology. In this article, we apply that questionnaire, and we try to answer it for the Argentine case. The survey consists of 11 dimensions: National plan, Social participation in politics, Relationship between private and public sector, Risk to health and the environment, International cooperation, Participation in international forums, Regulation, Direct financing, Job qualification, Support to private enterprise, and Intellectual Property. The result shows that the orientation of the public policies tries to privilege the small and medium company and to guarantee the business participation in investigations, but there is no national plan or a coordinated strategy. Also, are scarce advances in the regulation of risk to health and the environment. ; Se realiza un análisis de las políticas públicas en materia de nanotecnología en Argentina según indicadores de la Organización para la Cooperación y el Desarrollo Económicos (OCDE). La OCDE realizó una encuesta piloto a 24 países miembro en 2008 para comparar políticas públicas en nanotecnología. En este artículo aplicamos el mismo cuestionario y buscamos responderlo en función del caso argentino. El resultado muestra que la orientación de las políticas públicas de nanotecnología en Argentina intentan privilegiar la pequeña y mediana empresa y a garantizar la participación empresarial en investigaciones públicas; pero no existe un plan nacional ni una política coordinada con fines claros. ; Este artigo analisa a política pública de nanotecnologia na Argentina de acordo com indicadores da Organização de Cooperação e de Desenvolvimento Econômico (OCDE). A OCDE realizou uma pesquisa em 24 países para comparar políticas públicas em nanotecnologia. Neste artigo aplicamos esse questionário e procuramos respondê-lo para o caso argentino. O questionário é composto por 11 dimensões: Plano nacional, Participação social na política, Relação entre setor privado e público, Risco para a saúde e o meio ambiente, Cooperação internacional, Participação em fóruns internacionais, Regulação, Financiamento direto, qualificação do trabalho, Apoio às empresas privadas e Propriedade intelectual. O resultado mostra que a orientação das políticas públicas tenta privilegiar a pequena e média empresa e garantir o envolvimento das empresas em pesquisas, mas não existe um plano nem uma política coordenada. Também destacam os escassos avanços na regulamentação do risco para a saúde e o meio ambiente.
