Political participation of people is a significant indicator of political specifying people's attention in politics effectively. This research study investigates political participation of people toward good governance principles implemented by local administrative organizations. Roi-Et municipality, Muang district, Roi-Et province was purposively selected as a target area for this research study since Roi-Et municipality received many awards such as Good Governance Awards, Prajadhipok Institute's awards and NACC Integrity Awards on transparency which imply that people residing in the area of Roi-Et municipality have knowledge concerning local administration. According to the field study, the researcher found that Roi-Et municipality people were interested in political matters; they usually talk about political issues, they always follow the political news broadcasted via various media channels such as radio and television including newspaper. However, they didn't have a chance to give complaints and participate in the development plan for the municipality. Consequently, the researcher became interested in studying political participation of people toward the principles of good government implemented by local administrative office. This research also investigated whether the interaction among the effective factors comprising gender, ages, education and occupations influences political participation of people or not. This research applied a documentary research methodology and exploratory research to collect the data from the sample group using a questionnaire as a research instrument. The samples were 300 eligible voters for municipal election residing in Roi-Et Municipality area. ; การมีส่วนร่วมทางการเมืองของประชาชน เป็นตัวชี้วัดทางรัฐศาสตร์ที่สำคัญบ่งบอกให้ทราบถึงความใส่ใจความสนใจทางการเมืองของประชาชนได้อย่างดีเยี่ยม งานวิจัยนี้ได้ศึกษาการมีส่วนร่วมทางการเมืองของประชาชนตามหลักการธรรมาภิบาลกับการปกครองท้องถิ่น ผู้วิจัยได้เลือกเทศบาลเมืองร้อยเอ็ด อำเภอเมือง จังหวัดร้อยเอ็ด เป็นพื้นที่ศึกษา ด้วยเหตุผลจากการที่เทศบาลเมืองร้อยเอ็ดได้รับรางวัลระดับประเทศมากมาย อาทิ รางวัลบริหารจัดการบ้านเมืองที่ดี รางวัลพระปกเกล้าทองคำ รางวัลท้องถิ่นต้นแบบที่มีความโปร่งใสจากสำนักงานป้องกันและปราบปรามการทุจริตแห่งชาติ นั้นย่อมแสดงให้เห็นได้ว่าประชาชนในเขตเทศบาล ต้องมีความรู้ความเข้าในด้านการปกครองท้องถิ่นและที่สำคัญการความร่วมมือ จากการลงพื้นที่พบว่า ประชาชนให้ความสนใจด้านการเมือง มีการพูดคุยสนทนากัน รับฟังข่าวสารทางการเมืองตามสื่อวิทยุ โทรทัศน์และสื่อหนังสื่อพิมพ์อยู่เสมอ แต่การร้องทุกข์ร้องเรียน การร่วมวางแผนพัฒนาเทศบาลพบว่ามีส่วนน้อย ทำให้ผู้วิจัยสนใจที่จะศึกษาถึงการมีส่วนร่วมทางการเมืองของประชาชนตามหลักธรรมาภิบาลเป็นการวิจัยความสัมพันธ์ของประชาชนด้านเพศ อายุ การศึกษาและอาชีพ จะส่งผลต่อการมีร่วมร่วมทางการเมืองหรือไม่ การศึกษาครั้งนี้ใช้วิธีการศึกษาทางเอกสาร การวิจัยเชิงสำรวจด้วยการใช้แบบสอบถามเก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นประชาชนผู้มีสิทธิเลือกตั้งในเขตเทศบาลเมืองร้อยเอ็ด จำนวน 300 คน

Abstract The article on "Organization Development According to Good Governance in Thailand 4.0" is an academic that aims to study the development of the body within the modern situation by adhering to the concept of good governance as a framework for development. This article used the study method from the document research. The results of the study showed that organizational development with goals and in accordance with good governance It is important and necessary in the modern era. In the evolution of public governance, the wide range of public governance changes and reforms require the consolidation of innovative ideology and practice. Therefore it is necessary to modify traditional governance values, to develop the options of incremental change models, to improve the functioning of social systems and subsystems, their activities and communication between them. In the modern era of globalization and development of information technology, many functions and processes are being implemented by using network systems. Networks are an essential structural form, which helps to seek the new knowledge, to exchange information and experiences, and networking ensures these processes and their results. Network and networking researches in recent decades have become important not only in informatics or economics, but also in other scientific fields such as political science, sociology and public administration. Innovative solutions, related to the development of networked forms in the governance of public sector organizations, become increasingly important in the evolution of new public governance doctrine. By the influence of networked forms of governance, the public sector becomes more decentralized, pluralistic and provides the opportunities to consolidate cooperation with non-governmental subjects. Networks are becoming an important alternative to hierarchy and control mechanisms. The problem of this research is the complexity of networking dimensional specification in the rapidly changing modern public governance. The purpose of the study is to identify the key concepts of networking constructions and practice opportunities in the environment of the public governance changes. The article analyzes the typology aspects of: network structures, which develop integration opportunities; network systems, models and types; networking processes and their efficiency, effectiveness, functional possibilities. The authors, based on the opportunities of interpretive methods and theoretical modeling, in the article seek to summarize the indicators of newly developed new public governance doctrine, in which public administration theorists distinguish different types of policy, management and economic networks systems, described as a network structures and networking. As important task, the authors of this article hold the necessity to disclose the positions of the various authors, analyzing the interactions between the networking participants' quantitative and qualitative dimensions, normative and standardized elements of state institutions, as decision making, conflict regulation, the development of networks and networking as a systematic processes and organization performance management. The particular attention the authors distinguish to the social relations, i.e. the organizational functioning and cultural aspects of social networking, and the categorization analysis of social capital (in the context of the networking process). The authors conclude that modern public governance, influenced by global changes, has a multidimensional nature and the characteristics of cross-sectoral interaction and development of network structure formation. A special factor of new public governance becomes the development of hybrid organizations. These factors are the priority dimensions of scientific academic debates. They are underlined in the fixation of new public governance indicators, management process of public sector organizations, establishing organizational culture, value orientations and behaviour standards. Networking as a form of public government, becomes increasingly important instrumentation in modern public government methodologies and practices. Networking qualitative characteristics depend on many factors: the preparation of organizations, the professionalism of supervisors, leaders and managers, the development of democratic governance trends, the interaction with stakeholders and associations. Important factor (especially in an official and centralized networking level) becomes the social and service networks and the political, administrative and legal regulation of networks performance, which establish the responsibility, functional purposes, the forms of informal networks in organizations, and the rules of performance. The dissertation aimed to explore the concept of UBC governance and on the basis of theoretical and empirical research results develop a conceptual normative UBC governance model. Research methodology was based on the phenomenological and heuristic inquiry strategy and integration of action research and fieldwork research elements.The dissertation included the analysis of the theoretical framework of UBC governance, exploration of the best practices of UBC governance in foreign countries, examination of the case of UBC governance in Lithuania, and development of the conceptual normative model. It was concluded that the theoretical framework for UBC governance can be examined with regard to the evolution of New Public Management and New Public Governance doctrines, the shift from Conventional or Mode 1 to Corporative or Mode 2 approach, the knowledge creation models of the Triple Helix, the Quadruple Helix and the Quintuple Helix, network, knowledge and innovation management.University and business divide in Lithuania is caused by weak UBC traditions, lack of strategic management, lack of leadership and consolidating institution, and low level of cooperative and entrepreneurial culture.

The thesis identifies the phases of leadership competencies, trust, knowledge and information sharing, modern technology, and stakeholder engagement. Normative analysis is performed, historically significant legal acts, provisions of various public governance programs are analysed, legal definition of cooperation-based organisational culture and stages of its formation are studied, dynamics of their changes is revealed. Significantly stimulating and restraining forces in the system of public governance in Lithuania are identified, and possible solutions to existing problems that could be applied at the level of ministries and departments are suggested.

The objectives of this research were: 1) to study the model of good governance of Sub-district Administration Organization in KraiNok, Kong KraiLat District, Sukhothai Province, 2) To study the opinions on the good governance of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province By classified by personal factors 3) To study guidelines for the development of a good governance model of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province according to good governance principles. This research used the mixed methods between the quantitative and qualitative research. For quantitative research was a survey conducted with 370 persons from 4,444 persons of the population. Simple random sampling was applied by using Taro-Yamane. Data were collected by the questionnaires and were analyzed by using Statistical Package for the social science research. The statistic tools for analyzing the common data of population were Frequency and Percentage. The statistic tools to analyze the opinions' level toward the strategy to improve the quality of life of people in the Sub-district Administration Organization in KraiNok, Kong Krai Lat District, Sukhothai Province were Frequency, Percentage, Means, Standard Deviation and tested the hypothesis by describing the personal factors. F-test and T-test were used for testing of variance as well as pair-wise comparison. repeated-measure One Way ANOVA and Least Significant Difference were used for analyzing the data. For Qualitative research, In-Depth Interview with 14 key informants was used to analyze the data and using the context clues technique by descriptive content analysis. Which will lead to more efficient and effective operations 3) Provide funding personnel development is always In order to increase skills and efficiency, knowledge and ability to perform duties in the duty better by encouraging continuous development of human resources 4) Should add enough personnel to work and should set up an evaluation system to measure the performance of personnel seriously and continuously to help identify weaknesses in the administration that will be useful for further development and 5) There should be more public relations work. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษารูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย 2) เพื่อศึกษาความคิดเห็นที่มีต่อรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย โดยจำแนกตามปัจจัยส่วนบุคล 3) เพื่อศึกษาแนวทางการพัฒนารูปแบบการบริหารจัดการที่ดีขององค์การบริหาร ส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย ตามหลักการบริหารจัดการที่ดี การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นประชาชนในพื้นที่องค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย จำนวน 370 คน จากประชากรทั้งหมด 4,852 คนสุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.997 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ได้แก่ ค่าความถี่ ค่าร้อยละค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐานและทดสอบสมมติฐานโดยการทดสอบค่าที (t-test) และการทดสอบค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) เมื่อพบความแตกต่างจึงทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 14 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ในการวิจัยเรื่องรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย โดยตัวแบบ 7-S ของแมคคินซีย์ความคิดของประชาชนเห็นต่อรูปแบบการบริหารจัดการ พบว่าในภาพรวมอยู่ในระดับมาก (= 4.07, S.D. = 0.568) เมื่อพิจารณา ในแต่ละด้าน คือ ด้านโครงสร้างด้านกลยุทธ์ด้านระบบ ด้านบุคลากร ด้านผู้นำด้านทักษะ และด้านค่านิยม พบว่า ความคิดเห็นของประชาชนอยู่ในระดับมากทุกด้าน ผลความคิดเห็นของประชาชนที่มีต่อรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย จำแนกตามปัจจัยส่วนบุคลคือ เพศ อายุ การศึกษา อาชีพ และรายได้ พบว่า ประชาชนที่มีรายได้ต่างกัน มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐานการวิจัย สำหรับเพศ อายุ การศึกษา และอาชีพต่างกันมีผลต่อความคิดเห็นต่อรูปแบบการบริหารจัดการที่ดี ไม่แตกต่างกัน จึงปฏิเสธสมมุติฐานการวิจัย 3. รูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย ตามหลักการบริหารจัดการที่ดีได้แก่ 1) ควรมีการวิเคราะห์สภาวการณ์ปัจจุบันขององค์การก่อนการจัดทำแผนงานทุกครั้งเพื่อนำผลวิเคราะห์ที่เป็นจุดอ่อนจุดแข็งโอกาสและอุปสรรคด้านการบริหารจัดการให้สอดคล้องกับปัญหาและสภาวะแวดล้อมด้านต่าง ๆ ที่เปลี่ยนแปลงอยู่เสมอ 2) ฝ่ายบริหารและหัวหน้าส่วนงานควรกระจายอำนาจการตัดสินใจและเปิดโอกาสให้บุคลากรมีส่วนร่วมในการเสนอความคิดเห็นหรือแนวความคิดใหม่ ๆ ในการกำหนดนโยบาย อันจะนำไปสู่การปฏิบัติงานที่มีประสิทธิภาพและประสิทธิผลมากขึ้น 3) จัดหาทุนสนับสนุน การพัฒนาบุคลากรอยู่เสมอ เพื่อเป็นการเพิ่มทักษะและประสิทธิภาพความรู้ความสามารถในการปฏิบัติงานในหน้าที่ให้ดียิ่งขึ้น โดยการสนับสนุนให้มีการพัฒนาด้านทรัพยากรบุคคลย่างต่อเนื่อง 4)ควรเพิ่มบุคลากรให้เพียงพอต่อการปฏิบัติงาน และควรจัดระบบติดตามประเมินผลเพื่อวัดผลการทำงานของบุคลากรอย่างจริงจังและต่อเนื่อง เพื่อช่วยชี้จุดอ่อนในการบริหารงานอันจะเป็นประโยชน์ต่อการปรับปรุงพัฒนาต่อไป 5) ควรมีการประชาสัมพันธ์การทำงานให้เพิ่มมากขึ้น

Concept of governance of creative clusters as economic organization of creative society under the Smart specialization logic is new and fragmentally explored. Thesis presents the analysis of understanding of Smart specialization and proposes possible extensions, explores theoretical views of creative society and its features, analyzes the theory and development of clusters, features of creative clusters, proposes governance model of Lithuanian creative clusters under the Smart specialization conditions. Theoretical analysis has revealed, that Smart Specialization is non-linear, non-industrial, three-dimensional specialization, integrating different region-specific contexts into economically viable activities. Creative society is a postmodern society that is a contemporary understanding of the information and knowledge society concepts. Creative society is foundation of creative economy, specific to the geographical place it is located, based on the usage of technologies, organized in non-hierarchical form and opting for exclusivity. First part of empirical research was based on analysis of governance documents of European union regions with highest proportion of firms and jobs in the creative clusters and highest share of creative and cultural industries in the reginal economy. Second part of empirical research was bases on semi-structured interview with Lithuanian cluster management organizations of official creative clusters. Analysis of best European Union governance practices revealed, that the most important criteria in creative clusters governance are education and access to global markets. Analysis of Lithuanian creative clusters revealed, that they are relatively young, local and project-based organizations with limited connections to the knowledge institutions and mostly dependent on state support. Governance model of Lithuanian creative clusters was based on the logic of Smart specialization, which should be applied to identify and develop economically most suitable connection of creative society, creative economy and creative clusters.

This study consisted of collection and analysis of official documents regarding sports public policy formation from 2011 until 2018. The data collection was aimed at uncovering of key components of the process of public policy formation – environmental analysis, strategic planning, competence and decision-making power, and stakeholders. The main findings of the research concluded that Lithuanian sports governance, along with the majority of other European countries, is defined as bureaucratic configuration. The main responsibility within the process of sports public policy formation falls on the Ministry of Education, Science and Sports and active national non-government sports organisations, while principal objectives of the Lithuanian sports public policy formation are laid out in strategic documents. However, the implementation needs to be centred on institutional and personal responsibility, proper environmental regard and tolerance, and the ability to listen and to reach an agreement.

This article analyses the governance system for environmental protection in different periods in Lithuania. It has been stated that during the first period of Lithuanian independence, any specialised environmental protection institution has been established. Development of the governance system for environmental protection began in the Soviet period after the Second World War, when the State Nature Protection Committee was established and the Nature Conservation Act adopted. The committee focused on the protection of biological diversity, natural resources and the landscape, with the conservation of non-living components of the environment under the responsibility of other institutions. There was a move towards comprehensive environmental preservation when the Environmental Protection Department was established under the Parliament of the Lithuanian Republic during the first year of the restoration of independence. A more widespread approach to preservation was put in place with the establishment of the Ministry of Environmental Protection and its later reorganisation as the Ministry of Environment, as well as the establishment of the Environmental Protection Agency. This article analyses the country's frequent reorganisations of environmental protection institutions and argues that these create a governance system in this area that is not stable or effective.

A sample used in study was 334 employees of 65 sub-districtmunicipalities in Sakon Nakhon province. The instrument used in data collection was aquestionnaire; and statistics used in data analysis were frequency, percentage, mean, standarddeviation, and stepwise multiple regression analysis. The statistical significance was determined atthe .05 level.Findings of the study were as follows: 1) The overall administration based on theprinciples of good governance of sub-district municipalities in Sakon Nakhon province was at high level ( X = 3.64). Considering as each aspect, the aspect that gained the highest mean score wasthe rule of law principle ( X = 3.73), followed by the participation principle aspect ( X = 3.71), thetransparency principle aspect ( X = 3.64), the value-for- money principle aspect ( X = 3.63), theaccountability principle aspect ( X = 3.60), and the morality principle aspect ( X = 3.49),respectively. 2) The administrative effectiveness of sub-district municipalities in Sakon Nakhonprovince as a whole was at high level ( X = 3.63). Considering as each aspect, all the aspects ofadministrative effectiveness were at high level. The aspect that gained the highest mean score wasof service quality ( X = 3.66), followed by the aspects of organizational development ( X = 3.65),official practice efficiency ( X = 3.61), and effectiveness based on the official practice plan ( X =3.60), respectively. 3) The analysis of influence of good governance based administration onadministrative effectiveness of sub-district municipalities in Sakon Nakhon province found thatsome factors of good governance based administration which had significant influence onadministrative effectiveness at the .05 level were those concerning 5 aspects of principles of goodgovernance based administration as arranged in the following descending order: the value-formoney principle aspect which had the highest co-efficient of 0.55, followed by the accountabilityprinciple aspect which had a coefficient of 0.16, the morality principle aspect which had acoefficient of 0.14, the transparency principle aspect which had a coefficient of 0.10, and theparticipation principle aspect which had the lowest coefficient of 0.09, respectively. The multiplecorrelation coefficient of all the independent variables was able to explain the variance of thedependent variable (R2) with a value of 0.88 and able to make a prediction of the equation value byanalysis equal to 0.94, and 4.Guidelines for developing the good governance based administrationconsist of 3 aspects: 1) morality principle aspect, 2) accountability principle aspect, and 3) valuefor-money principle aspect.

Topic of this paper. The implementation of good governance principles in Lithuanian strategic sports federations. The intent of the paper. In 2017, Department of Physical Education and Sports (DPES) implemented a criteria, which meant that starting in 2018 funding from the government was directly transferred to federations without any input from other government organizations. The change allowed federations to have a greater amount of autonomy. However, this amount of autonomy might create more problems, if vast money transfers (and other processes) are not administered right which creates the importance of the implementation of good governance principles and its continuous constructing. In 2014, to analyze the principles of good governance in Lithuanian sports federations, two very important investigations were conducted. While analyzing good governanve in Lithuania, Karolis Dieninis implied that strategic sports federations are lacking tranparency, meaningful infromation in federations' social media, higher level of social responsibility programs, improved communication with people of interest, etc. Agnė Vanagienė noticed that there is still a need to improve and monitor Lithuanian federations and their governance with a goal of increased effectiveness, sthenghts and competitiveness. By the project of Danish organization "Play the game" which started in 2017 and is going to be done throughout 2018, and by its expoerience created NSGO tool, this paper investigated the level of implementation of good governance principles Lithuanian strategic sports federations. By doing it, it was wanted to find out if Lithuanian strategic sports federations implemented the principles of good governance in the last four years and improved on their weak spots. The whole investigation is based on the newest "Play the game" investigation and NSGO tool. Object of the paper. The implementation of good governance principles in Lithuanian strategic sports federations. Aim of the paper. Evaluating the implementation of good governance principles in Lithuanian strategic sports federations. Tasks of the paper. 1. Provide and describe good governance principles and its implementation in sports federations. 2. Identify factors influencing the adaptation of good governance principles and inter-institutional relations. 3. Reveal the practice and importance of good governance principles in sports organizations. 4. Perform analysis of the implementation of the principles of good governance in the Lithuanian strategic sports federations. 5. Fulfill a comparative analysis of the implementation of good governance principles in Lithuanian sports federations. Methods of the investigation. 1. Literature analysis. 2. Interview. 3. Statistical analysis. Results and findings. • Mutual application of four princiles reaches 68,39% which is considered a good level of implementation. • Transparency reached 52.85%, democracy 47.85%, internal accountability and control 72.43% social responsibility 43.45%. All of the principles reached a result which is considered a good level of implementation. • When comparing data from 2014 and 2018 investigations, there was a 9.52% increase in transparency (43.33% to 52.85%), democracy slightly decreaced by 1.59% (76.44% to 74.85). • The analysis of a specialty item (federation no. 5) displayed a contrasting evaluation of the results. Asociation indicated that immplementation of the principles of federation no. 5 reaches 25.23% which is considered an average level of implementatio, but federation no. 5 evaluated themselves as 91.32%, which is a very good level of implementation.
