Economic, strategic and cultural connections to Japan have never been stronger and more students across the breadth of our education system, primary through to tertiary, continue to be interested in studying Japanese. But what, beyond Demon Slayer and Pokemon, motivates them and how can that knowledge help universities to build effective and engaging language programs? Japanese is one of the most popular Asian languages taught at tertiary institutions around the world. According to the Survey Report on Japanese-language Education Abroad 2018 (Japan Foundation, 2020), the number of learners outside Japan reached 3,851,774, the second highest on record, and the number of institutions and teachers was the highest since the Foundation's 1979 survey. Despite the COVID-19 pandemic, enrolment in Japanese language subjects has remained relatively strong, even in 2021. Oceania (the majority from Australia and New Zealand) has the highest number of learners per 100,000 population globally. However, as the authors of this article, we have become increasingly concerned about the sustainability of advanced Japanese language programs in our region—specifically Australia, New Zealand and Singapore. Language education policies (at the governmental and institutional level) and diminishing investment into language education in the higher education sector have put many Japanese Studies/language programs under strain. Advanced-level subjects generally have lower enrolment numbers than beginner- and intermediate-level subjects, and so are most at risk of being merged, cut back or dropped altogether. According to the US Foreign Services Institute (FSI), Japanese is considered to be one of the 'super-hard languages' that require English native speakers three times as long as French or Italian to attain 'professional working proficiency'. This means that without students' long-term commitment (retention to advanced levels) and well supported, quality education, there can be no sustainable future for Japanese language programs producing highly advanced users of Japanese in those nations. Against this backdrop, we recently launched the Network for Teaching Advanced Japanese Project (上級日本語Network), supported by a Japan Foundation Sakura Mini Grant 2020. This project provides a platform to collect data through surveys and interviews to better understand the current state of advanced Japanese language programs at university level in Australia, New Zealand and Singapore, and advocate for communities of practice and ongoing support across the sector. This collaboration involves countries that are members of the Commonwealth. Not only are their universities' medium of instruction English, but they also share similar program structures. The Network for Teaching Advanced Japanese Project approached colleagues from universities in Australia, New Zealand and Singapore in 2020, gathering data on Japanese language programs at 25 institutions in total (Australia 19, New Zealand four, Singapore two). In total, 76 participants responded to the survey and among those respondents, 38 teachers (34 from Australia, two from New Zeland and two from Singapore) participated in online interviews between December 2020 and January 2021. Our survey results show that the 'advanced' level was broadly defined by: the stage of progression at the institution, a proficiency level equivalent to external criteria such as the Japanese Language Proficiency Test or the Common European Framework of Reference for Languages; and the demonstration of specific skills through engagement with types of learning activities or resources (eg progression through language textbooks). What emerged from this is that there is a disparity in what is categorised as constituting the 'advanced level' within different institutional frameworks. Although this may seem merely a comparison with European languages these definitions have significant impact on institutional support for Japanese language. If institutions only support languages through to what we as teachers define as intermediate then it becomes harder for us to graduate advanced users of Japanese. We found that there are subjects with similar content and resources (for example the same textbook) that are called 'advanced' by some universities and 'intermediate' by others. It is common practice that in a three-year university degree program, students who start as beginners can progress to an 'advanced' level in their final year of study, but in many cases, realistically speaking, this 'advanced' level of study is nevertheless perceived as an 'intermediate' level of language acquisition by tertiary teachers of Japanese. The majority of students from the institutions we surveyed usually have three to four hours of class per week (five to six hours at most) during the semester or term. This gives them an average of around 100 class hours per year, and a total of around 300 over their three-year university degree program. It is clear this is insufficient when compared with 2,200 class hours deemed necessary to reach 'professional working proficiency' for Japanese in the aforementioned FSI estimate (for French and Spanish 600-700 and for German 900 class hours). It should be noted that 'class hours' here may assume that language learning does not occur beyond the classroom. Thus, the need to take account of the fact that tertiary students in Australia, New Zealand and Singapore increasingly engage in language learning outside the classroom, for example doing online tasks as part of a blended-learning curriculum, watching Japanese dramas or participating in in-country studies. Our project also found that there is a tendency for the teaching of Asian languages to be adapted to the framework used in the teaching of European languages. It is for example, common practice for universities to offer Levels 1 – 6 in each language with Levels 5 – 6 defined as 'advanced'. This ignores the fact that students progress differently in different languages. The proficiency level reached by students in Japanese language programs at the official 'advanced' level may well be behind those in European language programs. All three countries involved in this project—Australia, New Zealand and Singapore—operate in an English-speaking context associated with the UK tradition of language education which may explain why European languages (which share the Roman alphabet based writing system with English) tend to be privileged in the institutional frameworks. There has been enthusiastic promotion of Asian language education (including Japanese) by the Australian and New Zealand governments since late 1990s, and the ongoing social commitment to multiculturalism. Australia, for example, has released several strategic plans such as the National Asian Language Studies in Australian Schools Strategy (NALSAS, 1995-2002) and recommendations on Asian language studies in the Australia in the Asian Century White Paper (2012). The New Zealand government implemented the Asian Language Learning in Schools (ALLiS) program in 2014, and have committed to a total of $10 million over five years, aiming to support schools by setting up new Asian language learning programs, or strengthening existing ones. In Singapore, mainly in response to industrial demand, the Ministry of Education established their Foreign Language Centre in 1978 to offer couses of French, German and Japanese for secondary school students (the Centre expanded to Ministry of Education Language Centre to offer language couses in wider age groups). Universities and polytechnics in Singapore also established Japanese language programs from the1980s. The development of Asian literacy can be better supported with a less Eurocentric and less English-monolingual mindset. A recent report (May 30, 2021) on the current state of school language programs and assessment in the Australian state of New South Wales suggests European languages such as French are advantaged over Japanese and Arabic, pointing to just such a bias. Further, the dominance of English in the global arena is creating a societal apathy for learning languages other than English. Despite acknowledgement that languages provide a key pathway to fostering 'generalised national multilingualism, social harmony, and economic prosperity' as noted by scholars Shannon Mason and John Hajek, representations of language education in the media can often exacerbate the precarious position of language education in Australia by presenting only superficial, narrow and negative editorial debate.

Covid-19 has changed the learning process from class attendance to distance learning using the Internet.Early childhood education is threatened to enter into the lost generation, due to distance learning, which causes confusion for teachers and parents to be able to provide the best stimulation for them.Therefore, the Indonesian government made a new policy on online learning. The objectives of this research are to find how effective at online learning policy formulation, howproductiveit is in policy implementation, and what are the obstacles oftheimplementation at Early-Childhood Education (ECE). This qualitative research uses a mixed method approach with an iterative analysis design, conducted in Central Java Province in 35 districts / cities with 1,899 respondents. Data collection techniques with open-closed questionnaires, study from 15 documentation, and in-depth interviews. Data analysis uses quantitative-qualitative software Nvivo12+, with Miles and Huberman models. The results showedthe policy formulation of online learning at ECE has been effective.However, the implementation of online learning policy at ECE still takes a lot of effort to become more powerful in preventing a decline in learning.There are five obstacles in in applying this in the field,namely the ability of teachers, the ability of parents, economic capability, facility constraints, and pedagogical constraints. La nostra Costituzione riconosce l'impresa cooperativa come un elemento essenziale del progetto di società prefigurato dai Padri costituenti e, non solo ne riconosce il valore, in quanto forma dell'agire economico, ma stabilisce che la legge deve promuoverne e favorire l'incremento con i mezzi più idonei . Le origini della cooperazione in ambito creditizio sono comunemente fatte risalire agli impulsi dati dal Magistero Sociale Cristiano, tra la fine dell'800 e l'inizio del 900, per promuovere l'emancipazione delle popolazioni più umili dal fenomeno dell'usura e dalla generalizzata condizione di indigenza nella quale ristagnavano. Dal punto di vista politico-culturale le matrici del credito cooperativo possono rinvenirsi in due filoni principali: quello, come detto, cattolico e quello socialista , i quali, con caratteri e modelli organizzativi differenti, dettero vita a cavallo tra i due secoli, alle casse rurali costituite sul modello tedesco delle Raiffeisen. Durante il ventennio Fascista, il nuovo regime tentò di imporre all'intero sistema un proprio modello organizzativo con la creazione dell'Ente Nazionale Fascista della Cooperazione. L'intervento del regime fu caratterizzato prevalentemente da finalità dirigistiche e di annientamento delle iniziative di matrice ideologica avversa. In questo panorama si innestò, nell'ambito dell'Assemblea Costituente, il dialogo tra le forze politiche per la definizione delle regole che avrebbero dovuto traghettare l'intero sistema nel futuro. Ed invero, in seno alla Costituente, si ritrovarono le due anime che avevano dato vita nel nostro paese al sistema delle casse rurali e cooperative, quella Cristiana e quella socialista, unite nell'intento di superare gli errori commessi durante il Fascismo e di dare vita ad un sistema realmente mutualistico, anche in ragione di un disperato bisogno di credito per avviare la ricostruzione del Paese. I lavori della Costituente videro i membri sostanzialmente concordi sulla necessità di normare a livello costituzionale il concetto della cooperazione a carattere di mutualità. In tal senso, appaiono illuminanti le parole dell'On. Canevari, membro dell'Assemblea Costituente: "La cooperazione, non è un'associazione politica né professionale, ma è un'associazione economica a fini sociali; basata sul principio della mutualità e inspirata ad alte finalità di libertà umana (funzione sociale della cooperazione), costituisce un mezzo efficace di difesa dei produttori e dei consumatoridalla speculazione privata. Lo Stato deve aiutarne con tutti i mezzi la creazione e gli sviluppi successivi mediante un controllo da esercitarsi direttamente o per mandato. Infatti, non si può chiedere l'intervento dello Stato, se contemporaneamente allo Stato non è consentito di esercitare il dovuto controllo: d'altronde è quello che avviene in quasi tutti i Paesi in cui la cooperazione ha assunto un grande sviluppo, dalla Gran Bretagna alla Francia e al Portogallo". Le linee direttrici scelte dai costituenti, dunque, furono essenzialmente due: la creazione di un sistema economico dotato di una funzione sociale, largamente diffuso ed organizzato prevalentemente dal basso, secondo il principio di sussidiarietà, e l'organizzazione di un sistema di controllo posto a tutela delle finalità pubblicistiche dell'istituto, che lo difendesse dalle derive autoritarie o eccessivamente autonomistiche che inevitabilmente si sarebbero potute creare. In questo senso, il potere dello stato si sarebbe dovuto estrinsecare in un controllo negativo che è proprio dei sistemi basati sulla vigilanza, anziché su un controllo di tipo positivo, tipico dei sistemi improntati sul meccanismo della tutela. Nel caso della tutela, infatti, è più facile un intervento dello stato che limiti la libertà dell'impresa, mentre, nel caso della vigilanza, lo Stato si limita alla difesa del suo diritto, impedendo che le agevolazioni ed i favori destinati alla vera cooperazione vadano a favore di quanti non le meritino. L'intervento di riforma i cui tratti sono stati così brevemente ripercorsi nel paragrafo precedente solleva alcune riflessioni in punto di compatibilità con il dettato costituzionale. I dubbi si appuntano tanto su profili di carattere generale rinvenienti dal possibile contrasto con norme che regolano la libertà di associazione e la possibilità di ricorrere alla decretazione d'urgenza, quanto sui caratteri specifici della cooperazione e della mutualità quali forme esplicitamente tutelate e preservate dalla Carta costituzionale. Sotto il primo versante, la prima critica che può muoversi alla riforma pertiene all'imposizione di una coazione associativa che, giustificata da ragioni di rafforzamento della solidità patrimoniale degli enti creditizi cooperativi strumentali alla tutela dell'interesse generale alla stabilità finanziaria, potrebbe finire per comprimere il "nucleo negativo" della libertà di cui all'articolo 18 della Costituzione. Ed invero, come ricorda la giurisprudenza costituzionale da decenni, la disposizione della Carta poc'anzi citata «porta a considerare di quella proclamata libertà non soltanto l'aspetto che è stato definito "positivo", ma anche l'altro "negativo" […] che si risolve nella libertà di non associarsi, che dové apparire al Costituente non meno essenziale dell'altra»; in tale accezione negativa, l'imposizione di coazioni aggregatrici incontra «limiti maggiori e non puntualmente segnati dalla Carta costituzionale», ritenendosi infatti violata la predetta libertà «tutte le volte in cui, costringendo gli appartenenti a un gruppo o a una categoria ad associarsi tra di loro, si violi un diritto o una libertà o un principio costituzionalmente garantito; o tutte le altre in cui il fine pubblico che si dichiara di perseguire sia palesemente arbitrario, pretestuoso e artificioso e di conseguenza e arbitrario, pretestuoso e artificioso il limite che così si pone a quella libertà definita come si è ora visto» . Nel riconoscere la maggiore portata della suddetta libertà negativa, la giurisprudenza costituzionale impone quindi una delicata analisi sia dei fini pubblici perseguiti dall'intervento di riforma, che dei diritti e libertà costituzionalmente garantiti di cui sono portatori i diversi soggetti interessati, ovvero la specifica categoria degli enti creditizi che abbiano statutariamente assunto la forma cooperativa. Si è detto che i primi vanno essenzialmente individuati nell'interesse generale alla stabilità finanziaria, e dunque, in senso lato, alla tutela del risparmio; i secondi ruotano intorno alle coordinate delle libertà economiche, secondo la specificazione mutualistica di cui si sono tracciati in precedenza i caratteri. La ponderazione dei diversi plessi di interessi coinvolti richiede allora un'attenta valutazione della proporzionalità e ragionevolezza dell'intervento, occorrendo verificare se l'imposizione del ricordato vincolo associativo possa configurarsi come manifestamente lesiva della tutela riconosciuta alla cooperazione quale forma di sviluppo dell'ordine economico. In altre parole, occorre interrogarsi sul se l'imposizione dell'obbligo di associarsi all'interno del gruppo configuri un'indebita forma di sottrazione alla libertà degli enti associati di perseguire le specifiche finalità individuate dallo statuto giuridico-economico della cooperazione in forme potenzialmente incompatibili con quest'ultimo, considerata la riconduzione dell'attività delle singole BCC interessate, in ultima analisi, al funzionamento del gruppo nella sua unità. Un secondo profilo di sicuro rilievo riguarda, invece, il mezzo cui si è fatto ricorso per adottare la riforma in questione. L'intervento sul comparto del credito cooperativo appare invero frutto di un'esigenza di riordino sistematico del settore, non compatibile con i limiti al ricorso alla decretazione di necessità e urgenza prefigurati dalla carta costituzionale. In tal senso, l'intervento sul comparto del credito cooperativo ripropone all'attenzione dell'interprete le medesime critiche mosse dalla scienza giuridica alla riforma, di poco antecedente ma indubbiamente correlata, delle banche popolari. E invero, valga la considerazione che si è trattato di un intervento organico e di non poco momento dal punto di vista degli equilibri del mercato nazionale del credito, nei fatti privo di immediata efficacia precettiva attesa la previsione di un lungo periodo di "adattamento" e transizione anche alla luce delle opportune iniziative da avviare per la costituzione dei gruppi cooperativi, contraddistinto dall'esigenza di adottare una serie di misure attuative da parte delle autorità creditizie volte a specificare in maniera più dettagliata elementi di significativo rilievo dell'organizzazione dei gruppi e dello status delle varie consorelle, nonché inserito in un unico provvedimento contenente previsioni eterogenee, flebilmente legate tra di loro dalla generica correlazione alla materia creditizia.

The headship rates method (HRM) of household projections based on the share

projection of the future age structure of the population. In that sense, the
choice of methods of population projection, as well as the method of
projecting HR-s have determining impact on the outcome of household
projections. Given the methodological inconsistency typical for official
population projections in Serbia and significant differences in addressing
uncertainty of the future population change between deterministic and
probabilistic approach in making population projections, the decision to use
a probabilistic projection of the population of Serbia as the basis for
calculating the future number of house-holds and their structure according to
the age of the household head proved to be a logical choice. However, as the
basic aim of this article is to show the simple method of household
projections, the above-mentioned stochastic projection is used in utterly
deterministic manner. The median of the prediction interval of the population
distributed across age is interpreted as the most probable future, or as a
prognosis. The HR-s based on the age structure estimates and estimated number
of households by age of the household head from Household budget survey (HBS)
are used for the purpose of HR projecting so that the number of observations
would be large enough for calculating inclination parameters. The obtained
rates show a tendency to decline during the observed period, however, in
certain age categories, the rates are expressed by extreme values that are
certainly the result of random sampling in the HBS for the purpose of
analyzing consumption rather than analyzing the demographic characteristics
of households, and must be taken with a certain reserve. Although the
tendency of declining rates in most age categories is not unexpected, surely
the intensity of decline is unexpected. For this reason, in the formation of
the regression function, the extreme values of the rates are intentionally
excluded in the following way: after calculating the regression line
parameters, all the values of the rates that deviate from the regression
values by more than 20 per cent are rejected, after which the regression
parameters are recalculated. On the basis of the second calculation of the
regression line, parameters are obtained. However, as the obtained parameters
led to unexpectedly large HR changes according to the age of the household
head until the end of the projection period (2040), it was assumed that the
inclination parameter (b) would be reduced by 10 per cent annually compared
to the start year of the regression line. On the basis of the rates according
to the 2011 census data and the hypothesis on the slowdown of the observed
trends in the future, future HR-s are calculated. Furthermore, based on the
projected HR-s by age and future age structure of the population, the number
of households by the age of the household head for the projection years is
calculated. Based on the results of the projection, the total number of
households will be reduced on average by over 11 thousand households per
year. Also, compared to the 2011 census, it can be expected that the number
of households in all age groups will be reduced by the end of the projection
period, except in the category of household heads aged 65 and over that
stabilizes to around 900 thousand households by the end of the projection
period. Due to the decline in the number of households, the average household
size will be reduced by 0.18 members in 2040 compared to 2011, from 2.89 to
2.71. The largest number of households in Serbia are family households, the
share of single person households in the population under the age of 50 is
small, and the structural barriers to the establishment of an indigenous
household in persons under the age of 30 are significant. All of this makes
it difficult to withdraw parallels with other European populations in terms
of a possible path that the population and households in Serbia should follow
in the projection period. Some of the projections of households produced by
the HRM of a newer date for populations also found in the post-transition
demographic stage show that the age at which the household is based, the
mechanisms that affect the generation, change, and extinguishing of the
household, which are characteristic for each society, result in significantly
different values of age-specific HR-s. Of course, HR-s by age vary
considerably among different populations. It is obvious that the key
differences in Serbia in relation to other countries occur precisely at the
age when individuals base their own household. The existence of postponing
marriages and parenting that is recognized as key life-changing milestones in
the transition to adulthood and the founding of one?s own household, the
chronic lack of systematic housing policy towards young people and high youth
unemployment are the main causes of the late establishment of their own
household and the maintenance of low HR-s for persons under 30 years of age
in Serbia. Nevertheless, during the first decade of the 21st century, there
is a certain shift in the financial independence of young people, which gives
some hope that in the future HR-s in the category between the ages of 30 and
39 can be slightly increased, which is confirmed on the basis of the sample
of households from the HBS for the period 2006-2013. Namely, the tendency of
a slight increase in the value of the rate for persons aged between 30 and 39
years is certainly the result of an increase in the age at which the
household is based, which can be noticed on the basis of the reduction in
rates for persons under the age of 30. On the other hand, a certain decline
in the value of the rate characteristic for the households of the holders in
their middle age (between 40 and 64 years of age) has an explanation in the
increase in number and share of multi-family households in the period
1991-2011, especially in urban areas. During the 1990s, in the conditions of
a deep socio-economic crisis, with the continuation in the next decade during
the transition of the economic system, in conditions of significant poverty
and the phenomenon of the retraditionalization of partnership arrangements
within multi-family households, it is obvious that a significant number of
families in the middle of their life cycle lived in within parental
households whose carriers are aged 65 and over. In fact, as the increase in
the HR-s during the thirtieth year of age is the result of deprivation of
rates in younger persons, this is, by and large, a rise in rates for persons
aged 65 and over due to a reduction in rates among carriers aged between 40
and 64 years. The presented method of household projections is not
characterized by methodological sophistication, elegance and precision in
reflecting changes in the structure of households according to the family
composition and a detailed presentation of changes in the family status of
individuals, but it certainly represents an simple way of household
projecting according to the age distribution of carriers, the average size
and the number of households. It seems that this approach, based on the
stability of age-specific rates of household heads, without getting involved
in the field of sociology, is quite precise in the medium term, especially
given the simplicity in household projecting based on HRM.

La tutela della salute è tra i compiti fondamentali che la Costituzione assegna alla Repubblica, secondo quanto disposto dall'art. 32, co. 1, Cost., per cui "la Repubblica tutela la salute come fondamentale diritto dell'individuo e interesse della collettività, e garantisce cure gratuite agli indigenti". L'art. 32 Cost. é denso di significati. In una prima prospettiva, la norma conferisce ai singoli il diritto soggettivo alla salute, quale diritto a non subire lesioni della propria integrità psico-fisica. In una seconda prospettiva interessa il tema dell'assistenza sanitaria, dunque, prefigura un'azione pubblica per la tutela della salute, che postula interventi regolativi diretti a garantire alla collettività condizioni di vita adeguate dal punto di vista igienico-sanitario e a prevenire e rimuovere situazioni di compromissione della salute pubblica, prevedendo dunque, sia l'organizzazione che l'erogazione del servizio pubblico di assistenza sanitaria, volto a fornire ai singoli, prestazioni sanitarie di prevenzione, cura e riabilitazione. L'azione pubblica in campo sanitario ha origine, già in epoca molto antica, per finalità di difesa della salute pubblica sotto il profilo igienico-sanitario. L'assistenza sanitaria della collettività è divenuta, invece, funzione di pertinenza pubblica solo in epoca contemporanea, cioè con la trasformazione dello Stato in senso sociale. Inizialmente, infatti, il ricovero e la cura dei malati avvenivano per iniziativa di istituzioni private, soprattutto religiose, solo a partire dalla fine del diciannovesimo secolo e solo nei confronti degli indigenti o degli affetti da particolari malattie, l'intervento pubblico in campo sanitario assunse forma diretta ed obbligatoria, si parlò infatti della c.d. assistenza legale. Tale sistema vigente fino alla fine degli anni sessanta del secolo scorso, appariva piuttosto disorganico e frammentato, e incapace di assicurare la parità di trattamento nella tutela della salute tra i singoli cittadini, si evidenziava in particolare la necessità di attuare un compiuto sistema di sicurezza sociale e si prefigurava la realizzazione di un servizio sanitario nazionale, articolato nei comuni, nella province e nelle regioni, con prestazioni sanitarie estese a tutti i cittadini. All'attuazione di questi obiettivi si giunse tra il 1968 e il 1978, attraverso un processo riformatore intrecciato al contemporaneo processo di regionalizzazione. La prima tappa fu rappresentata dalla legge di riforma ospedaliera, la legge 12 febbraio 1968 n. 132, la c.d. Legge Mariotti fu creata la figura dell'ente ospedaliero, persona giuridica pubblica. Posto il superamento dei regimi di assistenza sanitaria di origine precostituzionale; venne poi avviato il trasferimento alle regioni a statuto ordinario, delle funzioni concernenti l'assistenza sanitaria e ospedaliera; venne disposta la soppressione degli enti mutualistici anche in conseguenza della grave crisi finanziaria, e infine, si giunse all'approvazione della legge 23 dicembre 1978 n.833 recante la riforma complessiva del sistema sanitario. Il servizio sanitario nazionale viene configurato come di pertinenza di tutti i livelli istituzionali, e cioè, non quale nuovo soggetto giuridico, ma quale modello organizzativo da ascrivere nel novero di una amministrazione nazionale. Nel corso del '900 e soprattutto negli ultimi decenni si è posta la necessità di una razionalizzazione e di una sistematica valutazione della qualità dei servizi sanitari allo scopo di migliorare costantemente pratiche professionali, organizzazione dei servizi e governo della sanità. In particolare, i decreti legislativi 502 del 1992 e 229 del 1999 hanno costituito riforme in senso stretto, volte al riordino della disciplina sanitaria e alla razionalizzazione del servizio sanitario nazionale. Questo lavoro si propone dunque di analizzare il Sistema Sanitario Nazionale, in considerazione degli interventi normativi che si sono susseguiti nel tempo, con particolare riferimento al sistema dell'accreditamento, che implica una forte partecipazione e si struttura come un'attività di autoregolazione del sistema sanitario finalizzata al miglioramento continuo, attraverso la logica dell'apprendimento organizzativo. L'accreditamento è il processo/procedura attraverso la quale un organismo autorizzato rilascia formale riconoscimento che una organizzazione o una persona ha la competenza per svolgere uno specifico compito. Tale processo tende a garantire assistenza sanitaria di buona qualità ed efficienza organizzativa e comporta la definizione di standard e processi di verifica esterna per valutare l'aderenza ad essi delle organizzazioni sanitarie. Alla luce della normativa vigente l'accreditamento è oggi il momento centrale di un procedimento tecnico-amministrativo complesso, che il D.lgs. n. 229/1999 ha ridefinito articolandone lo svolgimento in quattro distinte fasi: 1)l'autorizzazione alla realizzazione delle strutture sanitarie; 2)l'autorizzazione all'esercizio delle attività sanitarie; 3)l'accreditamento; 4)gli accordi contrattuali. Si è ritenuto opportuno affrontare poi, una ricognizione sullo stato dell'arte dei sistemi di accreditamento regionali. Il processo di introduzione dell'accreditamento nel Servizio Sanitario Nazionale, annunciato nel 1992 col D.lgs 502/92, successivamente articolato e specificato nel 1997 col D.P.R. 14/97 e nel 1999 col D.lgs. 229/99, e poi affidato alle Regioni, anche in forza delle modifiche costituzionali intercorse nel 2001 (Riforma Titolo V della Costituzione), si configura oggi come sommatoria di sistemi regionali. Dall'analisi condotta emerge con chiarezza che l'attività principale di definizione delle regole di accreditamento, la gestione delle procedure amministrative e di quelle di controllo risultano concentrate nelle amministrazioni regionali; non sono neppure rari i casi in cui un significativo ruolo è esercitato dalla Giunta regionale. Le Regioni Italiane hanno disciplinato gli istituti dell'autorizzazione e dell'accreditamento istituzionale seguendo percorsi differenti, infatti possiamo individuare: 1)Sistemi in fase di perfezionamento: è il caso delle Regioni che hanno già messo a regime gli istituti e si accingono a migliorare e affinare il sistema, come la Toscana, l'Emilia Romagna e la Lombardia. 2)Sistemi in fase di progressione o rilancio: le Regioni hanno posto nuovamente la loro attenzione sul tema dell'accreditamento, approvando una nuova normativa in materia, come Abruzzo, Basilicata, Calabria, Friuli Venezia Giulia, Marche, Piemonte, Sicilia, Sardegna, Valle d'Aosta e la Provincia Autonoma di Bolzano. 3) Sistemi in fase di "attesa": in questa categoria rientrano quelle Regioni che, dall'analisi documentale, non risultano attive riguardo, ci si riferisce a Campania, Lazio, Liguria, Molise, Puglia, Umbria, Veneto e la Provincia Autonoma di Trento. Particolarmente interessante è poi il settore dell'assistenza socio-sanitaria, identificata dal D.lgs. n.502/1992 s.m.i., in un insieme di attività atte a soddisfare, con percorsi assistenziali integrati, bisogni di salute della persona che richiedono unitariamente prestazioni sanitarie e azioni di protezione sociale in grado di garantire, anche nel lungo periodo, la continuità tra le azioni di cura e quelle di riabilitazione. Il sistema dell'accreditamento nella complessa area sociosanitaria, deve sapersi rapportare ai percorsi assistenziali per orientare il sistema verso gli aspetti qualitativi dell'integrazione e della continuità delle cure, e per costruire un sistema elastico capace di rispondere alle mutate esigenze di salute mantenendo pur sempre standard di qualità elevati. L'impostazione di cui al D.lgs. n. 502/92 e modificazioni, ha portato allo sviluppo di modelli regionali notevolmente diversi tra loro. In particolare, nell'ambito socio-sanitario, alcune Regioni hanno disciplinato unitariamente le modalità per l'accreditamento sanitario e socio-sanitario, mentre altre hanno scelto di tenere distinti i due ambiti, prevedendo procedure diversificate per il sanitario e il sociosanitario. Alcune Regioni hanno poi deciso di attribuire esclusivamente al settore sociale e dei servizi alla persona, gli aspetti dell'autorizzazione e dell'accreditamento delle strutture socio-sanitarie. Dal quadro descritto emerge come il sistema di accreditamento istituzionale del nostro Paese abbia ormai visto la definizione, almeno per linee essenziali, di tutti i suoi elementi costitutivi. L'istituto dell'accreditamento deve essere adottato quale elemento dinamico all'interno di un 'sistema qualità' effettivamente strutturato, la bontà del quale non può che essere verificata attraverso la misurazione degli esiti finali dell'assistenza. L'accreditamento quindi non interessa il singolo professionista operante nella struttura, ma analizza il sistema "azienda" nel suo insieme. Una struttura che abbia buoni specialisti, ma attorno ai quali non vi siano un'adeguata organizzazione, le giuste attrezzature, il necessario confort, non potrà essere accreditata fra gli erogatori di servizi sanitari. Viene quindi posto in essere un processo di autovalutazione e di miglioramento continuo: scrivere ciò che si intende fare, fare quello che si è scritto, verificare se lo si è fatto e infine pensare a migliorarlo. In questi quattro punti c'è tutto il senso del processo di accreditamento. Il fine ultimo è la soddisfazione del cittadino ed il miglioramento complessivo della prestazione qualitativa.

Cap. I. «Banchiere, cuoco, bizzarro, caro signore, e molto benefico»; Artusi secondo Panzini Panzini conosce e apprezza La scienza in cucina almeno dal 1905, anno in cui la cita nel suo Dizionario Moderno. Artusi continuerà ad essere presente nella miscellanea panziniana, e addirittura nel 1931 il suo nome verrà lemmatizzato come sinonimo antonomastico di «libro di cucina». Oltre all'origine romagnola e alla passione per la buona tavola, i due scrittori hanno in comune l'esperienza diretta della vita (e delle cucine) in diverse regioni italiane, la lunga fortuna presso il pubblico (che offre suggerimenti non di rado dichiaratamente recepiti nelle due opere), l'attenzione alla proprietà della loro scrittura e in particolare delle diverse designazioni delle pietanze, per cui si impegnano a proporre nomi italiani, pur accettando talvolta le designazioni correnti, specie francesi, «per farsi intendere». A questo proposito, Panzini si dimostra molto meno "purista" di Artusi, e include nella sua miscellanea –che pure non è un testo dedicato alla culinaria- molti dialettismi e forestierismi gastronomici che il predecessore non cita. La presenza di Artusi nel Dizionario Moderno è indagata partendo dall'analisi delle dieci voci in cui egli è citato, proseguendo con la comparazione fra il DM e il corpus artusiano, in particolare le Spiegazioni di voci premesse al ricettario e i titoli delle 790 ricette (parecchi sono lemmatizzati, in toto o in parte, anche in DM, altri compaiono negli interpretamenta), poi rintracciando altri termini e espressioni gastronomiche che a vario titolo tornano nella Scienza e nel DM. È particolarmente significativa una piccolacampionatura di riscontri non gastronomici bensì letterari, che conferma la matrice culturale comune dei due autori. Cap. II. Deonomastica panziniana fra antonomasia, tendenze enciclopediche, metafore, metonimie e marchionimi Delle molte voci del Dizionario Moderno (1905-1942) dedicate a nomi propri, parecchie non illustrano traslati deonimici, bensì si riferiscono a personaggi o luoghi che Panzini segnala al suo pubblico come se stesse compilando un'enciclopedia (a cui il DM per molti aspetti assomiglia). Oltre che a questo interesse enciclopedico, l'accoglimento nel DM di molti nomi propri è dovuto alla precoce consapevolezza panziniana dell'importanza dei nomi per catalizzare l'attenzione del pubblico su qualcosa o qualcuno. Panzini spesso commenta gli usi traslati dei nomi propri servendosi della categoria di "antonomasia" (§ 1). Pur non avendo le idee chiarissime sull'antonomasia (parola che a volte usa come sinonimo di frase fatta), raccoglie nel DM, oltre alle molte voci il cui significato passa "dal nome proprio al nome comune" (il saggio miglioriniano farà parte della bibliografia solo nella settima edizione), anche parecchi termini che seguono l'iter inverso. Fra i termini dipendenti da traslati metaforici (§ 2) o metonimici (§ 4), corrispondono ai più peculiari interessi dell'autore la ricca collezione di nomi deonimici di cibi e bevande, di capi di abbigliamento, di nuovi prodotti reclamizzati, di usi estensivi derivati da eventi storici (fin dal 1923 è lemmatizzato l'uso metaforico del nome Caporetto), da fenomeni culturali o sociali, o da fatti di cronaca, spesso presentati con il tipico umorismo panziniano (p. es. le voci Ferravilliano, Lobbia (Cappello alla), Minervino, Offenbachiano, Quartarellista, Prussianesimo, Wilsonismo, Zoliano). Un nutrito gruppo di voci riguarda termini appositamente dedicati ad un nome proprio (§ 3), come il dirigibile Zeppelin, le varietà di grano Edda e Mentana, il minerale Polonio, i sigari Cavurrino e Minghetti (la collezione di nomi commerciali di tabacchi, sigari e sigarette del DM è talmente ricca da meritare un paragrafo a parte, § 3.3). Oltre alla classificazione in base al meccanismo di derivazione e alle tipologie dei designata, sono stati distinti i detoponimi e i deantroponimi, i derivati dagli etnici, e gli aggettivi per cui il DM documenta un'accezione metaforica. Una categoria particolarmente ricca è quella dei marchi commerciali dedotti metonimicamente dal nome del fondatore della ditta, non di rado trasmesso anche ai prodotti (§ 4.6). Il DM lemmatizza molti marchionimi, anche d'invenzione (una piccola campionatura è qui presentata nel § 4.7), spesso accolti dichiaratamente a causa della martellante réclame di cui godevano. Data la ricchezza di deonimici del DM, l'esemplificazione si sofferma quasi esclusivamente su termini e locuzioni per cui il DM costituisce la prima (e in diversi casi unica) attestazione, dando particolare risalto a quelli più legati all'attualità dei primi decenni del '900 (da Balcanizzare alla cravatta alla Lavallière, da Murrismo a Yprite). Cap. III. Neopurismo, parole d'autore, fascismo e (auto)censura nell'Appendice di Bruno Migliorini Fra i molti aspetti degni di nota delle Appendici di Migliorini al Dizionario Moderno (1942-1963), viene qui analizzato innanzi tutto il modo in cui si esplicita il "neopurismo" dell'autore, cioè essenzialmente attraverso una ricca e variegata serie di «formule» (§ 2) che sintetizzano il giudizio su termini (neologici ma anche non neologici) per diversi motivi disapprovati, in particolare perché forestierismi male adattati o mal recepiti (§ 3). Vengono inoltre segnalati usi scorretti (§ 4) e parole fuori "tono" (§ 5); non sono molti, invece, i vocaboli elogiati da Migliorini. In parecchie voci la disapprovazione è espressa tramite giochi di parole o tramite una delle celebri freddure miglioriniane (§ 6). Il § 7 è un excursus sulle molte «parole di conio letterario e giornalistico» comprese nei supplementi al DM, a partire da quelle di Alfredo Panzini. L'"autore" più citato in assoluto è Mussolini (§ 8), che continua ad essere molto presente anche dopo la caduta del regime: da DM9 in poi molte sue citazioni saranno espunte (§ 8.1) o ridotte o presentate in tono meno enfatico; in particolare, diminuisce considerevolmente la frequenza dell'appellativo "Duce" e dell'aggettivo "mussoliano" (§ 8.2). Ma alcuni termini coniati o lanciati da Mussolini vengono addirittura aggiunti in DM9 (§ 8.3), assieme a un nutrito gruppo di voci che per prudenza non potevano comparire in DM8, come i vari soprannomi del Duce (§ 8.4) o altre voci più o meno ironicamente critiche nei confronti del fascismo (§ 9). Vengono passate in rassegna le voci politicamente connotate che subiscono modifiche nell'edizione del 1950: i termini "fascista" e "italiano" smettono di essere sinonimi, cambia completamente la connotazione delle voci relative all'Italia prefascista e all'(ex-)alleato tedesco, vengono fatti espliciti riferimenti alla censura e alle pressioni della propaganda (§ 10). Molte altre voci vengono riformulate con toni meno trionfalistici o meno eufemistici; ad es., la «guerra di Spagna» può ora essere chiamata «guerra civile spagnola» (§ 11), mentre vengono tolte osservazioni denigratorie nei confronti degli Inglesi, degli Americani e dei partigiani di France libre (§ 12). Cap. IV. Edizione storico-critica delle appendici di Parole nuove al Dizionario Moderno L'edizione storico-critica delle Appendici miglioriniane alle edizioni ottava (1942), nona (1950), decima (1963) del Dizionario Moderno prosegue e completa l'edizione critica dell'opera panziniana (che ebbe sette edizioni, dal 1905 al 1935, più l'ottava postuma nel 1942), già messa a punto dalla candidata. Il testo-base (T) è costituito dall'ultima edizione (invece, per la parte panziniana si era scelta la settima, l'ultima pubblicata vivente l'autore). I lemmi presenti nelle edizioni ottava e/o nona ma esclusi dalla decima sono raccolti nel Supplemento 3 (che si affianca ai due supplementi della parte panziniana). I criteri di edizione riprendono quelli già messi a punto per la parte panziniana; l'apparato risulta però notevolmente più semplice in quanto le voci delle Appendici - sia per il numero minore di edizioni, sia per la loro ridotta estensione, sia per la maggiore "professionalità" dell'autore – vengono modificate in maniera meno radicale, oppure vengono variate un numero minore di volte: l'elenco delle varianti (in particolare delle varianti grafiche) non segnalate in quanto irrilevanti è per le Appendici notevolmente più breve che per la prima parte del Dizionario Moderno. Per seguire l'evoluzione di molti lemmi, è sufficiente seguire le parentesi quadre che datano la comparsa delle voci o dei segmenti di voci. Gli unici punti un po' complessi riguardano le bibliografie (nella versione elettronica saranno riprodotte integralmente in un link anche le bibliografie delle edizioni ottava e nona) e l'intreccio fra termini derivati (spesso i primi ad essere lemmatizzati) e i rispettivi primitivi (che spesso vengono preferiti nell'ultima edizione, togliendo dal lemmario il derivato). Come per la parte panziniana, permane qualche dubbio per la correttezza dell'attribuzione di alcuni asterischi (che contrassegnano i termini stranieri, dialettali, gergali), in particolare per I nomi propri.

Tobacco use is the leading preventable cause of death in South Carolina. Smoking-related medical costs amount to $1.1 billion each year, including $393 million for Medicaid. Tobacco growing in South Carolina declined by over 50 percent from 1997 to 2008. Tobacco accounted for less than 10% of the state's cash receipts from all crops in 2007. Despite the low levels of actual tobacco growing and the small role tobacco played in the state's economy in 2008, the cultural construct of being a "tobacco growing state" continued to have a disproportionately large impact on tobacco control policy making. Between 1997 and 2008, the tobacco industry lost its alliances with the Farm Bureau Federation and Commissioners of Agriculture, former staunch industry allies, because of negotiations over the Master Settlement Agreement, the buyout of the Tobacco Price Support system, and increasing purchase of foreign tobacco. Tobacco control Policy Score rankings of 2007/2008 legislators by knowledgeable tobacco control advocates revealed that legislators from the Pee Dee region, historically the stronghold of tobacco agriculture, were similar to the rest of the state's legislators in their attitudes towards tobacco control. Tobacco area legislators were formerly strong allies of the tobacco industry and historically worked with industry lobbyists to ensure defeat or manipulation of tobacco control bills. The 2007/2008 Policy Scores indicated that this was no longer the case. Tobacco control advocates should take advantage of the growing distance between tobacco companies and its former tobacco-growing allies and the decline in the actual importance of tobacco agriculture to challenge the rhetoric and resistance to tobacco control policies in the state. The tobacco industry built significant political influence in South Carolina through lobbyists, alliances with prominent trade associations, campaign contributions and other political expenditures. From 1996 to 2006, tobacco companies, trade associations and producers contributed a total of $680,541 to candidates for state office and to political parties. There is a measurable relationship between tobacco industry contributions and legislative behavior. As rated on a Policy Score scale from 0 to 10, with 10 being extremely receptive to tobacco control and 0 being extremely pro-tobacco industry, for every $1,000 received from the tobacco industry during the 2006 election cycle, a legislator's Policy Score decreased by 1.5 points. Democrats were on average 3.6 points more favorable towards tobacco control than Republicans, after controlling for campaign contributions. South Carolina was selected by the NCI in 1990 to participate in the 17-state ASSIST program. ASSIST funded tobacco control programming within the Department of Health and Environmental Control and established the state's first formal tobacco control coalition, the Alliance for a Smoke-Free South Carolina. The Alliance disbanded in 1997, leaving tobacco control advocacy disorganized and ineffective through 2003. ASSIST ended in 1999 and was replaced by a minimally-funded DHEC Tobacco Division supported primarily by about $1 million annually from the US Centers for Disease Control and Prevention. In 1998, the state signed the Master Settlement Agreement, securing approximately $70 million per year from the major cigarette companies. In 2000, the state securitized its settlement revenue, receiving a lump sum of $900 million up front in lieu of its annual payments through 2019. Refinancing in 2008 moved this date back to 2012. The 2000 General Appropriations bill set up 4 trust funds from the securitized MSA funds, with 73% ($574 million for healthcare), including tobacco control. Only $3.34 million of the MSA revenue was spent on tobacco control between 2000 and 2008. The state allocated an additional $6 million from the General Fund to the DHEC Tobacco Division between 2002 and 2008, with no state funding for the program between 2003 and 2006 and again in 2008. The Tobacco Division developed small-scale but innovative tobacco control programming, particularly community programs to promote policy change and the Rage Against the Haze youth movement. The DHEC leadership did not prioritize tobacco control between 2000 and 2008, although its support increased gradually due to efforts by the Tobacco Division, DHEC regional staff and the voluntary health groups. Funding requests remained at $2 million, significantly below the CDC recommended $62.2 million per year. Limitations by DHEC leadership on the role that DHEC staff play in local community-wide policy change efforts changed in 2007 to allow direct participation, but remained limited in scope. The voluntary health groups failed to prioritize increased funding for the DHEC Tobacco Division relative to their other lobbying focuses and continued in 2008 to act hesitantly in their lobbying of DHEC leadership to support tobacco control funding and policy change. In 2001, tobacco control advocates formed the South Carolina Tobacco Collaborative. It received 83% of its funding from the state health department, limiting its advocacy capacity. Increased funding from voluntary health groups and national partners between 2005 and 2008 allowed the Collaborative and the other prominent tobacco control advocacy groups, the South Carolina African-American Tobacco Control Network and the Smoke-Free Action Network, to increase advocacy between 2005 and 2008. These developments led to notable successes in clean indoor air policies and attempts to increase the state's tobacco tax. The cigarette tax in South Carolina remained the lowest in the nation in 2008, at 7 cents per pack. The last cigarette tax increase was in 1977, with nearly annual attempts to increase the tax defeated by coordinated efforts from the tobacco industry. Tobacco control advocates began to push for a cigarette tax increase in 2000, without success. Between 2006 and 2008, the Collaborative developed a well-funded and well-coordinated public education and lobbying campaign to support a cigarette tax increase. In 2008, the General Assembly passed a 50-cent increase, with $5 million of the annual revenue directed to the DHEC Tobacco Division, over active opposition from the tobacco industry and its allies. Governor Mark Sanford vetoed the bill for its lack of revenue neutrality, and Speaker of the House Bobby Harrell successfully prevented a veto override in the House. The 2006-2008 cigarette tax increase campaign showed that well-funded tobacco control advocacy could be successful over tobacco industry opposition in the legislature. The defeat of the increase bill demonstrated the need for stronger grasstops lobbying and relationship building with legislative leadership. Between 1977 and 1989, local policymakers passed 19 limited clean indoor air ordinances, building momentum for consideration of a state-level clean indoor air bill. In 1990, tobacco control advocates compromised with tobacco industry lobbyists to allow the passage of a weak statewide Clean Indoor Air Act, halting significant progress on clean indoor air through 2005. In 1996, the tobacco industry succeeded in using the Synar Amendment to integrate preemption into a youth access to tobacco amendment. The tobacco industry and tobacco control advocates assumed the provision also preempted local clean indoor air activity. Beginning in 1999, local policymakers in Charleston began to support local clean indoor air ordinance attempts despite assumed preemption. While Charleston did not pass an ordinance until 2006, news coverage of the city's efforts began a wave of consideration of local ordinances, eventually supported by state and local tobacco control advocates and the Municipal Association. Between May 2006 and December 2008, 21 local clean indoor air ordinances passed, 12 of which passed before the state Supreme Court rejected the argument that preemption applied to clean indoor air ordinances. Two localities were sued over their ordinances on preemption grounds, but won both cases in the Supreme Court. During the 2007/2008 legislative session, tobacco control advocates joined together to successfully defeat multiple attempts to institute express preemption through weak clean indoor air legislation supported by the tobacco industry. Given the success of local clean indoor air efforts, the strategy of tobacco control advocates developed during 2008 should be maintained: continue to promote comprehensive local smoke-free ordinances, while avoiding any action on clean indoor air in the General Assembly.

CAPITOLO 1 INTRODUZIONE Il lavoro presentato è relativo all'utilizzo a fini metrici di immagini satellitari storiche a geometria panoramica; in particolare sono state elaborate immagini satellitari acquisite dalla piattaforma statunitense CORONA, progettata ed impiegata essenzialmente a scopi militari tra gli anni '60 e '70 del secolo scorso, e recentemente soggette ad una declassificazione che ne ha consentito l'accesso anche a scopi ed utenti non militari. Il tema del recupero di immagini aeree e satellitari del passato è di grande interesse per un ampio spettro di applicazioni sul territorio, dall'analisi dello sviluppo urbano o in ambito regionale fino ad indagini specifiche locali relative a siti di interesse archeologico, industriale, ambientale. Esiste infatti un grandissimo patrimonio informativo che potrebbe colmare le lacune della documentazione cartografica, di per sé, per ovvi motivi tecnici ed economici, limitata a rappresentare l'evoluzione territoriale in modo asincrono e sporadico, e con "forzature" e limitazioni nel contenuto informativo legate agli scopi ed alle modalità di rappresentazione delle carte nel corso del tempo e per diversi tipi di applicazioni. L'immagine di tipo fotografico offre una rappresentazione completa, ancorché non soggettiva, dell'esistente e può complementare molto efficacemente il dato cartografico o farne le veci laddove questo non esista. La maggior parte del patrimonio di immagini storiche è certamente legata a voli fotogrammetrici che, a partire dai primi decenni del '900, hanno interessato vaste aree dei paesi più avanzati, o regioni di interesse a fini bellici. Accanto a queste, ed ovviamente su periodi più vicini a noi, si collocano le immagini acquisite da piattaforma satellitare, tra le quali rivestono un grande interesse quelle realizzate a scopo di spionaggio militare, essendo ad alta risoluzione geometrica e di ottimo dettaglio. Purtroppo, questo ricco patrimonio è ancora oggi in gran parte inaccessibile, anche se recentemente sono state avviate iniziative per permetterne l'accesso a fini civili, in considerazione anche dell'obsolescenza del dato e della disponibilità di altre e migliori fonti di informazione che il moderno telerilevamento ci propone. L'impiego di immagini storiche, siano esse aeree o satellitari, è nella gran parte dei casi di carattere qualitativo, inteso ad investigare sulla presenza o assenza di oggetti o fenomeni, e di rado assume un carattere metrico ed oggettivo, che richiederebbe tra l'altro la conoscenza di dati tecnici (per esempio il certificato di calibrazione nel caso delle camere aerofotogrammetriche) che sono andati perduti o sono inaccessibili. Va ricordato anche che i mezzi di presa dell'epoca erano spesso soggetti a fenomeni di distorsione ottica o altro tipo di degrado delle immagini che ne rendevano difficile un uso metrico. D'altra parte, un utilizzo metrico di queste immagini consentirebbe di conferire all'analisi del territorio e delle modifiche in esso intercorse anche un significato oggettivo che sarebbe essenziale per diversi scopi: per esempio, per potere effettuare misure su oggetti non più esistenti o per potere confrontare con precisione o co-registrare le immagini storiche con quelle attuali opportunamente georeferenziate. Il caso delle immagini Corona è molto interessante, per una serie di specificità che esse presentano: in primo luogo esse associano ad una alta risoluzione (dimensione del pixel a terra fino a 1.80 metri) una ampia copertura a terra (i fotogrammi di alcune missioni coprono strisce lunghe fino a 250 chilometri). Queste due caratteristiche "derivano" dal principio adottato in fase di acquisizione delle immagini stesse, vale a dire la geometria panoramica scelta appunto perché l'unica che consente di associare le due caratteristiche predette e quindi molto indicata ai fini spionaggio. Inoltre, data la numerosità e la frequenza delle missioni all'interno dell'omonimo programma, le serie storiche di questi fotogrammi permettono una ricostruzione "ricca" e "minuziosa" degli assetti territoriali pregressi, data appunto la maggior quantità di informazioni e l'imparzialità associabili ai prodotti fotografici. Va precisato sin dall'inizio come queste immagini, seppur rappresentino una risorsa "storica" notevole (sono datate fra il 1959 ed il 1972 e coprono regioni moto ampie e di grandissimo interesse per analisi territoriali), siano state molto raramente impiegate a scopi metrici. Ciò è probabilmente imputabile al fatto che il loro trattamento a fini metrici non è affatto semplice per tutta una serie di motivi che saranno evidenziati nei capitoli successivi. La sperimentazione condotta nell'ambito della tesi ha avuto due obiettivi primari, uno generale ed uno più particolare: da un lato il tentativo di valutare in senso lato le potenzialità dell'enorme patrimonio rappresentato da tali immagini (reperibili ad un costo basso in confronto a prodotti simili) e dall'altro l'opportunità di indagare la situazione territoriale locale per una zona della Turchia sud orientale (intorno al sito archeologico di Tilmen Höyük) sulla quale è attivo un progetto condotto dall'Università di Bologna (responsabile scientifico il Prof. Nicolò Marchetti del Dipartimento di Archeologia), a cui il DISTART collabora attivamente dal 2005. L'attività è condotta in collaborazione con l'Università di Istanbul ed il Museo Archeologico di Gaziantep. Questo lavoro si inserisce, inoltre, in un'ottica più ampia di quelle esposta, dello studio cioè a carattere regionale della zona in cui si trovano gli scavi archeologici di Tilmen Höyük; la disponibilità di immagini multitemporali su un ampio intervallo temporale, nonché di tipo multi sensore, con dati multispettrali, doterebbe questo studio di strumenti di conoscenza di altissimo interesse per la caratterizzazione dei cambiamenti intercorsi. Per quanto riguarda l'aspetto più generale, mettere a punto una procedura per il trattamento metrico delle immagini CORONA può rivelarsi utile all'intera comunità che ruota attorno al "mondo" dei GIS e del telerilevamento; come prima ricordato tali immagini (che coprono una superficie di quasi due milioni di chilometri quadrati) rappresentano un patrimonio storico fotografico immenso che potrebbe (e dovrebbe) essere utilizzato sia a scopi archeologici, sia come supporto per lo studio, in ambiente GIS, delle dinamiche territoriali di sviluppo di quelle zone in cui sono scarse o addirittura assenti immagini satellitari dati cartografici pregressi. Il lavoro è stato suddiviso in 6 capitoli, di cui il presente costituisce il primo. Il secondo capitolo è stato dedicato alla descrizione sommaria del progetto spaziale CORONA (progetto statunitense condotto a scopo di fotoricognizione del territorio dell'ex Unione Sovietica e delle aree Mediorientali politicamente correlate ad essa); in questa fase vengono riportate notizie in merito alla nascita e all'evoluzione di tale programma, vengono descritti piuttosto dettagliatamente gli aspetti concernenti le ottiche impiegate e le modalità di acquisizione delle immagini, vengono riportati tutti i riferimenti (storici e non) utili a chi volesse approfondire la conoscenza di questo straordinario programma spaziale. Nel terzo capitolo viene presentata una breve discussione in merito alle immagini panoramiche in generale, vale a dire le modalità di acquisizione, gli aspetti geometrici e prospettici alla base del principio panoramico, i pregi ed i difetti di questo tipo di immagini. Vengono inoltre presentati i diversi metodi rintracciabili in bibliografia per la correzione delle immagini panoramiche e quelli impiegati dai diversi autori (pochi per la verità) che hanno scelto di conferire un significato metrico (quindi quantitativo e non solo qualitativo come è accaduto per lungo tempo) alle immagini CORONA. Il quarto capitolo rappresenta una breve descrizione del sito archeologico di Tilmen Höyuk; collocazione geografica, cronologia delle varie campagne di studio che l'hanno riguardato, monumenti e suppellettili rinvenute nell'area e che hanno reso possibili una ricostruzione virtuale dell'aspetto originario della città ed una più profonda comprensione della situazione delle capitali del Mediterraneo durante il periodo del Bronzo Medio. Il quinto capitolo è dedicato allo "scopo" principe del lavoro affrontato, vale a dire la generazione dell'ortofotomosaico relativo alla zona di cui sopra. Dopo un'introduzione teorica in merito alla produzione di questo tipo di prodotto (procedure e trasformazioni utilizzabili, metodi di interpolazione dei pixel, qualità del DEM utilizzato), vengono presentati e commentati i risultati ottenuti, cercando di evidenziare le correlazioni fra gli stessi e le problematiche di diversa natura incontrate nella redazione di questo lavoro di tesi. Nel sesto ed ultimo capitolo sono contenute le conclusioni in merito al lavoro in questa sede presentato. Nell'appendice A vengono riportate le tabelle dei punti di controllo utilizzati in fase di orientamento esterno dei fotogrammi.

In ihrer Dissertation vertritt die Verfasserin die Thesen, dass es sich bei den analysierten altenglischen Quellen nicht um wort-wörtliche "Übersetzungen" der jeweiligen lateinischen Vorlagen handelt, sondern um "theologisierende Interpretationen", dass es eine spezifisch "angelsächsische Theologie" gegeben hat, die als solche auch erkennbar ist und der Benediktinischen Reform des 10. Jh. in England theologisch den Weg ebnete, und dass hauptsächlich (benediktinische) Theologen für das Zustandekommen der altenglischen Versionen verantwortlich waren, nicht König Alfred von Wessex (871-899) höchstselbst. In der deutschsprachigen theologischen Forschung fällt ein umfangreiches Textkorpus durch das interpretatorische Raster, weil das Erlernen der altenglischen Sprache (ca. 5.-11. Jh.) im Regelfall nicht zum wissenschaftlichen Rüstzeug von Theologinnen und Theologen gehört. Diese Dissertation über frühmittelalterliche Kirchengeschichte versteht sich insofern als Brückenschlag zwischen Theologie und anglistischer Mediävistik. Sie ermöglicht Forscherinnen und Forschern, die nicht über Kenntnisse der altenglischen Sprache verfügen, Zugang zu den so genannten Alfredischen Texten. Leitgedanke ist dabei, der vornehmlich linguistisch-literaturwissenschaftlich geführten Diskussion um die Verfasserfrage eine theologische Perspektive hinzufügen. Im Mittelpunkt stehen vier altenglische Versionen spätantiker Werke, die mit ihren jeweiligen lateinischen Vorlagen verglichen werden: Die Regula Pastoralis von Gregor dem Großen (RP) und ihre altenglische Version CP, Orosius' Historiarum adversum Paganos Libri Septem (OH) und die altenglische Version Or., Boethius' De Consolatione Philosophiae ( Consolatio ) und die altenglischen Versionen Bo. B (Prosaversion) und Bo. C (Prosimetron) sowie Augustins Soliloquia ( sol. ) und die altenglische Version Sol. Außerhalb der anglistischen Mediävistik werden die altenglischen Versionen – vornehmlich aufgrund der Sprachbarriere – entweder gänzlich übersehen oder zumeist noch für wort-wörtliche Übersetzungen gehalten. Folglich wird ihnen kein eigener theologischer Mehrwert zugestanden. In der anglistischen Mediävistik ist bereits bekannt, dass die altenglischen Versionen eindeutig interpretatorische Züge tragen. Mittlerweile werden auch die Stimmen derjenigen zahlreicher, die Alfreds Verfasserschaft nicht nur in Teilen, sondern gänzlich in Frage stellen. Die Dissertation bestätigt diesen Befund auch aus theologischer Sicht und postuliert, dass die altenglischen Quellen sogar eine eigenständige "angelsächsische Theologie" erkennen lassen. Diese verdankt vieles dem benediktinischen Demutsideal ( imitatio Christi ) und warnt eindringlich vor der Macht des Teufels, dessen Ursünde der Hochmut ist (Augustin: humilitas Christi medicina superbiae nostrae ). Das Verhältnis zwischen Staat und Kirche bei den Angelsachsen wird exemplarisch an der theologischen Bedeutung von Hochmut und Demut veranschaulicht (bezogen auf die Wortfelder von lateinisch superbia und humilitas sowie altenglisch ofermod und eaðmod ). Die zahlreichen intertextuellen Verflechtungen zu philosophisch-theologischen Themen sind derart komplex, dass die These von Alfred als rex litteratus aus kirchen- und theologiegeschichtlicher Sicht eindeutig untergraben wird. Ferner sieht die Verfasserin einen zeitlichen Zusammenhang zwischen den altenglischen Quellen und dem Thronfolgestreit nach dem Tod Karls III. des Dicken. Die Texte lassen zeitgenössische Herrscherkritik sowie ein Ringen um eine Neuausrichtung der Königstugend erkennen und spiegeln die auf die Zukunft des Karolingerreiches bezogene politische Unsicherheit wider. Schließlich offenbart die Analyse der altenglischen Versionen die starke Abhängigkeit gregorischer von augustinischer Theologie, die nach Ansicht der Verfasserin Auswirkungen auf die angelsächsische Seelenlehre hatte. Insofern wird Leslie Locketts psychologisch-motivierte These vom "Mediävistenvorurteil" ( medievalist bias , 2011) hinterfragt. ; Pride and Humility in Anglo-Saxon Theology. Studies on the Old English Interpretation of Gregory the Great, Orosius, Boethius and Augustine in the Early Middle Ages In this dissertation it is argued that the analysed Old English sources are by no means literal "translations" of their Latin equivalents, but "theological interpretations", that a developed "Anglo-Saxon theology" can be discerned from the texts, which theologically paved the way for the 10th century English Benedictine Reform, and that mainly (Benedictine) theologians were responsible for the composition of the Old English versions, not Alfred the Great, King of Wessex (871-899), personally. This dissertation on Early Medieval Ecclesiastical History aims to acquaint scholars who otherwise do not read Old English (OE) with the so-called Alfredian texts. The intention is to add a theological perspective to the debates about authorship opting for close cooperation between English Medieval Studies and Theology. The dissertation is based on a comparison of Gregory's Dialogi and Regula Pastoralis , Orosius's Historiarum adversum paganos libri septem , Boethius's De consolatione philosophiae , and Augustine's Soliloquia with their OE interpretations. Outside English Medieval Studies, the OE versions of the patristic texts are either totally neglected or still treated as literal translations which have no special Tendenz . Scholars in English Medieval Studies, however, have claimed that the OE versions are highly interpretative texts. The number of scholars who question Alfred's authorship (not just partly but also generally) is increasing. This study confirms this from a theological perspective arguing that from the OE versions a developed "Anglo-Saxon theology" can be discerned. It is suggested here that the distinctive style of theology in the Anglo-Saxon church owes much to Benedictine ideals of humility ( imitatio Christi ) and sees life as a cosmic struggle between God and the devil, the source of all pride (Augustine: humilitas Christi medicina superbiae nostrae ). The project evaluates the Anglo-Saxon church and state through a study of the themes of pride and humility (Latin superbia and humilitas , OE ofermod and eaðmod ). The numerous textual interdependencies on philosophical-theological topics are immensely complex. Therefore, the idea of Alfred the Great as rex litteratus is clearly undermined from the point of view of Ecclesiastical History and the History of Theology. The author of this dissertation sees a historical connection between the OE sources and the succession crisis following the death of Charles the Fat. The texts reveal a critical view of contemporary rulers as well as the struggle for a realignment of royal virtue and mirror the political uncertainty concerning the future of the Carolingian Empire. By illustrating how Gregorian theology depends on Augustine and how this influenced the Anglo-Saxon doctrine of the soul the dissertation also seeks to challenge Leslie Lockett's psychologically-motivated hypothesis of 'the medievalist bias' (2011).

Die deutsch und persisch vorgestellten Kulturräume stehen in wechselseitigen Beziehungen zueinander, die in verschiedenen Medien auch unterschiedlich beschrieben werden. Die vielfältigen medialen Repräsentationsformen tragen nicht nur Bilder des Kulturellen in sich, sondern erzeugen sie auch selbst. Mit Konstruktionen, Bedeutungen und Wirkungen dieser Bilder befassen sich die hier versammelten Beiträge. Sie kreisen um die vielfältigen Persien-Bilder in der deutschsprachigen Literatur vom 18. bis in das 20. Jahrhundert. Ihre Zielsetzungen und methodischen Herangehensweisen legen eine Polyperspektivität offen, die einen interkulturellen Diskurs geradezu herausfordert. Er wird auf den Gebieten der Geschichte, Politik und Religion auf der einen, der Reiseberichte, Archäologie und Literatur auf der anderen Seite geführt. Die historische Perspektive wird um die Dimension eines gegenwärtig noch nicht ausreichend erforschten Gebietes erweitert, das sich mit literarischen Bildern der Migration befasst. Methodisch folgen die Beiträge den Theorien der germanistischen Literaturwissenschaft und Interkulturalitätsforschung. Tese de Doutoramento em Engenharia Química (Processos Químicos) apresentada à Faculdade de Ciências e Tecnologia da Universidade de Coimbra ; Agricultural processing inevitably goes along with the production of large amounts of agro-residues, which may represent a major waste disposal problem. Legislation regulating the management of waste materials has appeared throughout the European Union and has significantly contributed to the introduction of sustainable waste management procedures. The reuse and recycling of agro-residues has been highly encouraged and new technologies applying environmentally clean processes have been playing a central role within this context. These strategies may boost both the environmental and economic profiles of the implied industries, since they may create value in the entire chain-production pipeline. Typically, a substantial part of the agro-residues produced during the handling and processing of fruits, vegetables and forest resources still comprises important amounts of the original plant materials, such as fruit skins, fruit seeds, flowers, leaves, stems, barks, and roots. High-value natural compounds can be found in most of these vegetable residues, many of them having health-promoting characteristics. It is the case of, for example, phenolic compounds (which have been associated to the alleged health-promoting effects related to the consumption of fruits and vegetables), since they are preferentially biosynthesised in the external vegetable tissues. Usually, and despite their significant potential value, these residues are often underexploited and thus their potential value as natural products is frequently lost. Efficient techniques can thus be explored for separation and isolation of oils, antioxidants, fragrances, colorants, biocides and other bioactive substances of natural origin. Therefore, with some additional and adequate processing steps, these materials can be easily transformed, from a residual low-value status into a very interesting high-value status, in terms of well-known and consumer high-value and accepted uses in the food, cosmetic and pharmaceutical industries, among others. This Thesis is focused on the extraction of potentially valuable compounds from agroresidues of elder and maritime pine (Portuguese native plants) and also from tara (a Peruvian native plant). Solvents and techniques generally regarded as "environmental friendly" were applied. Despite conventional methods such as hydrodistillation and Soxhlet extraction had been employed, special attention was given to high pressure extraction procedures, namely supercritical and pressurized solvent extractions using, respectively, carbon dioxide and mixtures of carbon dioxide, ethanol and water as solvents. In general terms and besides other particular aspects, the effect of several process variables/conditions on the yields and on the characteristics of the obtained extracts, such as composition and antioxidant and antiinflammatory activities, was analyzed. Extract fractionation, solvent flow rate and composition, in addition to extraction time, temperature and pressure, were among these studied process variables/conditions. Characterization of extracts involved the use of diverse analytical techniques including spectrophotometric and chromatographic ones. Elderberry pomace and elderflower were evaluated as sources of potentially useful natural compounds. Elderberry pomace is a juice-processing industry residue which comprises the fruit skins and seeds, and is known to be rich in anthocyanins and other phenolic compounds. It was subjected to high pressure extractions at 313 K and ~20 MPa, applying supercritical carbon dioxide in a first step and pressurized solvent mixtures of carbon dioxide, ethanol and water in a second step. Extract fractionation was achieved by such a methodology. While the first step led to extracts rich in lipids and other apolar substances, obtained second step extracts revealed high contents of anthocyanins and presented high antioxidant activities, which were strongly influenced by the employed solvent mixture composition. The results of this study highlight the potential of elderberry pomace as a source of valuable compounds, and may assist in the development of strategies for integral exploitation of elderberries, reducing the environmental impact of elderberry juice processing industries. Elderflower was, in its turn, subjected to supercritical carbon dioxide extraction. The effect of solvent density (300-900 kg/m3) and of extraction temperature (308-328 K) on extracts characteristics was analyzed. Most of the obtained extracts revealed high contents of apolar compounds. Their phenolic compounds contents and the resulting antioxidant activities were relatively low, but they may possibly be increased if ethanol and water mixtures are added as cosolvents to carbon dioxide (which is planned to be performed in the near future). Nevertheless, obtained results revealed that elderflower extracts achieved by supercritical fluid technology may be added as natural aromatic additives to cosmetic and food systems. Maritime pine bark is an abundant residue from pine wood processing industries which is rich in condensed tannins. This residue was subjected to conventional solid-liquid aqueousbased extractions as well as to supercritical and pressurized solvent extraction procedures in order to obtain efficient vegetable tanning agents and bioactive phenolic-based extracts, respectively. Conventional aqueous extractions were optimized by adding small amounts (up to 15%, v/v) of ethanol. This methodology was selective for condensed tannins and the obtained extracts revealed adequate characteristics for leather tanning applications. Concerning supercritical fluid extraction experiments, carbon dioxide and a mixture of carbon dioxide and ethanol (10%) were used in two consecutive steps, varying extraction pressure in the range 10-30 MPa, and extraction temperature in the range 303-323 K. The employed fractionated extraction methodology showed that it was possible to obtain different extract fractions having diverse antioxidant activities from maritime pine bark. Moreover, it showed that the process could be further optimized through the usage of different solvent mixtures as well as other operational conditions. Therefore, pressurized solvent extractions were consecutively performed varying some process variables such as solvent mixture composition (carbon dioxide and ethanol, with up to 90% of ethanol) and flow rate. Extraction kinetics and extracts composition (in terms of phenolic compounds in general, and of condensed tannins in particular) were considerably affected by the solvent mixture composition. The results of these studies showed that both conventional and high pressure extraction methodologies may be feasible strategies for the valorization of maritime pine bark, therefore reducing the environmental impact and increasing the profit of the involved industries. Finally, tara seed coat, which is a residue of tara powder and of tara gum processing industries, was evaluated as a source of phenolic compounds in general, and of hydrolysable tannins, in particular. Pressurized solvent extractions using homogeneous solvent mixtures of carbon dioxide, ethanol and water were performed at 313 K and 20 MPa. An experimental mixture design was applied in order to optimize the solvent mixture composition in terms of selectivity towards the above referred compounds, as well as in terms of antioxidant activities and lipoxygenase inhibition activities (indicative of their anti-inflammatory capacities) of the whole extracts. The achieved mixture models permitted to discern the contribution of the three individual solvents used: while water revealed to be the most effective solvent to obtain high extraction yields, ethanol-rich mixtures originated the maximum extracts´ phenolic contents. Moreover, the obtained extracts presented quite relevant antioxidant and lipoxygenase inhibition activities. Tara seed coat is, therefore, a rich source of bioactive compounds, which may be applied as natural additives in food, cosmetic or pharmaceutical goods, increasing their shelf-lives and/or acting as human health promoters. In conclusion, instead of being disposed as waste of environmental concern or utilized in low value applications, agro-residues of elder, maritime pine and tara are promising sources of important constituents and should be considered for valorization. Environmentally clean methodologies and solvents may be applied for the extraction of natural colorants, flavors, aromas, preservatives, among others, some of them presenting bioactive properties. The choice of the appropriate extraction methodology and extraction conditions is of extreme importance for the selectivity of the extraction towards the intended compounds and for the resulting properties of the obtained natural extracts, defining their future potential applications. The successful exploitation of the studied agro-residues still requires further research and development, besides the one presented in this Thesis. A more precise identification of the natural compounds present in the obtained extracts is still required and will be addressed in future works. Moreover, other issues like the toxicity, metabolism, bioavailability and physiological activities of the extracted compounds also need to be considered. Nevertheless, a contribution has been given to the sustainability of elder, maritime pine and tara processing industries. ; O processamento industrial de produtos agrícolas e florestais origina enormes quantidades de resíduos que podem constituir um sério problema ambiental, se forem sujeitos a procedimentos incorrectos de aproveitamento e/ou eliminação. Frequentemente, estes resíduos são apenas parcialmente valorizados, sendo utilizados para alimentação animal, como fertilizantes ou transformados em biocombustível. Contudo, nos últimos anos tem-se verificado uma tendência crescente para a sua valorização, acompanhando a evolução de uma legislação ambiental cada vez mais restritiva. Neste contexto, a reutilização e reciclagem destes resíduos naturais têm sido encorajadas, contribuindo para agregar valor económico na linha de produção das empresas do sector, podendo mesmo constituir uma excelente oportunidade de negócio. Tipicamente, uma parte substancial dos resíduos produzidos durante o processamento de frutos, vegetais e recursos florestais consiste da matéria-prima original, incluindo a pele e as sementes dos frutos, flores, folhas, caules, casca de árvores e raízes. Na maior parte destes resíduos existem quantidades substanciais de compostos com elevado valor acrescentado, muitos deles possuindo propriedades benéficas para a saúde humana. De entre eles, destacamse os compostos fenólicos (que têm sido associados aos benefícios relacionados com o consumo de frutos e vegetais), uma vez que são preferencialmente sintetizados nos tecidos vegetais exteriores. Usualmente, e apesar do seu valor significativo, estes resíduos são comummente sub-explorados, e o seu potencial valor como produto natural é frequentemente perdido. Sendo assim, uma das áreas com maior potencial de exploração é o aproveitamento de substâncias com elevado valor acrescentado. De facto, após o tratamento adequado das matérias-primas, seguido de técnicas de separação adequadas, a maior parte dos resíduos agro-industriais pode constituir uma fonte rica de antioxidantes, corantes, fragrâncias e biocidas naturais, entre outros, com enorme interesse para as indústrias farmacêutica, cosmética ou alimentar. Neste trabalho foi estudada a extracção de compostos com potencial valor acrescentado a partir de resíduos de três plantas: o sabugueiro e o pinheiro-bravo (nativas de Portugal), e a tara (nativa do Peru). Foram usadas técnicas e solventes de extracção considerados "amigos do ambiente". Apesar de terem sido usadas técnicas convencionais de extracção, como a hidrodestilação e a extracção por Soxhlet, foi dado especial destaque à extracção supercrítica e à extracção com solvente pressurizado, usando como solventes, respectivamente, o dióxido de carbono supercrítico e misturas pressurizadas de dióxido de carbono, etanol e água. Em termos gerais, e para além de outros aspectos particulares, foi estudado o efeito de diversas variáveis/condições de processo (fraccionamento de extracção, composição do solvente, temperatura e pressão de operação, caudal de solvente, entre outros) nos rendimentos e nas características dos extractos obtidos, nomeadamente em termos de composição e actividades antioxidante e anti-inflamatória. Para a caracterização analítica dos extractos foram usadas diversas técnicas analíticas, incluindo espectrofotométricas e cromatográficas. O bagaço e a flor de sabugueiro foram avaliados como possíveis fontes de compostos naturais de interesse. O bagaço de sabugueiro, um resíduo proveniente da indústria de processamento de sumo, é constituído essencialmente pelas peles e grainhas das bagas e é uma fonte rica de antocianinas e outros compostos fenólicos. Este resíduo foi sujeito a extracção a alta pressão a 313 K e a ~20 MPa, usando dióxido de carbono supercrítico numa primeira etapa, e misturas pressurizadas de dióxido de carbono, etanol e água numa segunda etapa. Esta metodologia de extracção permitiu obter o fraccionamento do extracto. A primeira etapa de extracção originou extractos contendo elevados teores de lípidos e outras substâncias apolares. Os extractos obtidos na segunda etapa revelaram ter elevados teores de antocianinas e apresentaram uma elevada actividade antioxidante, com uma acentuada influência da composição do solvente. Os resultados deste estudo evidenciaram o potencial do bagaço do sabugueiro como fonte de compostos com elevado valor acrescentado, podendo contribuir para o desenvolvimento de estratégias de utilização integral das bagas, reduzindo o impacto ambiental das indústrias do sector. Por outro lado, a flor foi sujeita a extracção supercrítica usando dióxido de carbono como solvente. Foi avaliado o efeito da massa específica do solvente (300-900 kg/m3) e da temperatura de extracção (308-328 K) nos rendimentos e nas características dos extractos obtidos. A maior parte dos extractos obtidos revelaram ter um elevado teor de compostos apolares. No entanto, os seus teores de compostos fenólicos e as suas actividades antioxidantes foram relativamente baixos, podendo eventualmente ser melhorados se misturas de etanol e água forem usadas como co-solventes (o que se prevê que venha a ser feito em trabalhos futuros). Os resultados obtidos revelaram que os extractos de flor de sabugueiro obtidos recorrendo à tecnologia de extracção supercrítica podem, eventualmente, ser usados como aditivos aromáticos naturais em produtos alimentares e cosméticos. A casca do pinheiro-bravo, um resíduo abundante da indústria madeireira e rico em taninos condensados, foi sujeita a extracções convencionais (com o objectivo de obter extractos eficazes na curtimenta de peles de animais) e a extracções supercríticas e com solvente pressurizado (com o objectivo de obter extractos bioactivos). Nas extracções convencionais, foi utilizada água como solvente e foi optimizado o aditivo usado. Verificouse que uma pequena percentagem de etanol (até 15%, v/v) foi selectiva para os taninos condensados e que os extractos obtidos tinham condições adequadas para serem usados na curtimenta de pele de animais. Nas extracções supercríticas foram estudadas as condições de pressão (10-30 MPa) e temperatura (303-323 K), usando o dióxido de carbono e uma mistura de dióxido de carbono e etanol (10%) como solventes, em dois passos consecutivos. A metodologia de extracção aplicada mostrou que é possível obter fracções de extracto com actividades diversas a partir da casca de pinheiro-bravo. Para além disso, mostrou que o processo podia, ainda, ser optimizado utilizando diferentes condições experimentais, entre as quais a composição do solvente. Sendo assim, foram efectuadas extracções com solvente pressurizado variando algumas condições de processo, tais como a composição do solvente (misturas de dióxido de carbono e etanol, contendo até 90% de etanol) e o caudal de solvente. Tanto as cinéticas de extracção como a composição dos extractos (em termos de compostos fenólicos, em geral, e de taninos condensados, em particular) foram consideravelmente afectados pela composição da mistura do solvente. Este estudo mostrou que, tanto a metodologia de extracção convencional como a de alta pressão, podem ser estratégias viáveis de valorização da casca do pinheiro-bravo, contribuindo para a redução do impacto ambiental e para o aumento do lucro das indústrias do sector. Finalmente, foi avaliada a possibilidade de aproveitamento da casca da semente de tara (um resíduo proveniente do processamento do fruto para a obtenção de pó e goma de tara) para a recuperação de compostos fenólicos, em geral, e de taninos hidrolisáveis, em particular. Foram efectuadas extracções pressurizadas usando misturas homogéneas de dióxido de carbono, etanol e água, a 313 K e a 20 MPa. Foi utilizado um desenho experimental para optimizar a composição do solvente de extracção, em termos de selectividade para com os compostos referidos, assim como em termos de actividade antioxidante e de inibição da lipoxigenase (indicativa da actividade anti-inflamatória). Os modelos de mistura obtidos permitiram avaliar a contribuição de cada um dos solventes individuais usados: enquanto que a água foi eficaz na promoção de elevados rendimentos de extracção, o etanol foi selectivo para os compostos fenólicos. Os extractos obtidos mostraram ter um elevado teor de compostos fenólicos e apresentaram relevantes actividades antioxidante e anti-inflamatória. Sendo assim, a casca da semente de tara é uma fonte rica de compostos bioactivos que podem ser usados como aditivos naturais em produtos alimentares, cosméticos e farmacêuticos, aumentando a sua vida útil e/ou actuando como substâncias promotoras da saúde humana. Em conclusão, os resíduos obtidos a partir de sabugueiro, pinheiro-bravo e tara são fontes promissoras de substâncias importantes devendo, por isso, ser considerados para valorização, em vez de serem encarados como causadores de problemas ambientais, ou serem usados em aplicações de baixo valor acrescentado. Neste estudo foram aplicadas metodologias e solventes "amigos do ambiente" para a extracção de corantes, aromas e antioxidantes, entre outros, de origem natural, alguns deles apresentando potenciais propriedades biológicas. A escolha da metodologia adequada e das condições particulares de extracção é de extrema importância para a selectividade da extracção para com os compostos de interesse, assim como para as propriedades evidenciadas pelos extractos naturais obtidos, definindo as suas potenciais aplicações futuras. O sucesso da exploração dos resíduos agro-industriais considerados requer mais investigação e desenvolvimento, para além dos apresentados neste estudo. Nomeadamente, requer uma identificação mais precisa dos compostos naturais presentes nos extractos obtidos, que irá ser abordada em trabalhos futuros. Outras questões tais como o metabolismo, a bio-disponibilidade e a actividade fisiológica dos compostos presentes nos extractos também necessitam, eventualmente, de ser considerados. No entanto, neste estudo foi dada uma contribuição para a sustentabilidade das indústrias de processamento de sabugueiro, pinheiro-bravo e tara.

This article reconceptualizes the history of the capitalist world-ecology through the enclosure of the Great Frontier. Conceptualizing capitalism as a world-ecology of power, profit and life, the author argues that the underlying source of capitalism's success has been its capacity to "put nature to work" — as cheaply as possible. This Cheap Nature strategy combines capitalization (the logic of capital) with extra-economic appropriation, including the socially-necessary unpaid work of humans. At the core of every great wave of capitalist development has been the Four Cheaps: labor, food, energy, and raw materials. Those Cheap Natures were appropriated — through the dynamics of imperialism and militarized accumulation — through great waves of planetary enclosure, what I call the Great Frontier. These enclosures allowed imperial bourgeoisies to win the worldwide class struggle; to reduce the costs of production and therefore to advance the rate of profit; to resolve the surplus capital problem; and to sustain labor productivity growth. Today, the continuation of these four great bourgeois accomplishments are in question. The climate crisis represents the biospheric contradiction of the worldwide class struggle in the web of life. The enclosure of the atmospheric commons is a pivotal moment in the epochal crisis of capitalism — understood through the dialectic of planetary life and world accumulation. The more that capital and the imperialist forces seek to subordinate the biosphere to the logic of endless accumulation, the more that webs of life find creative and non-linear ways to defy and resist the planetary dictatorship of capital. This dialectic prefigures the Great Implosion. The Great Implosion thesis contends that the dynamics of non-linear change attributed to the climate crisis apply also to capitalism's unfolding epochal crisis. The geohistorical transition now underway is an epochal inversion of capitalism's defining relation with and within the web of life. This is the transition from the web of life as a cost-reducing and productivity-advancing dynamic to a cost-maximizing and productivity-reducing one. Its early signs are now widely grasped as the Great Stagnation. But this is only the beginning; we might call it a signaling crisis. The Great Stagnation signals the first moments of the Great Implosion. The author constructs the rise and ongoing demise of the Great Frontier in three parts, focusing successively on environmental history, Civilizing Projects, and today's climate crisis. In Part I, I reprise the historical-geographical outlines of the Great Frontier in the rise of capitalism. The author revisits core elements of the commodity frontier argument, developed to interpret the epochal shift in world environmental history after 1492. From this historical-geographical sketch of the rise of capitalism, I unpack a twofold argument. One is that commodity frontiers are not strictly about commodities or commodification. They are about imperialism, which is always the world bourgeoisie's favored mode of class formation. Imperialism is the world politics of the tendency (and countertendency) of the rate of profit to fall. It is premised not only on armed force but also on the geocultural hegemony and violence of Civilizing Projects. This is the focus of Part II. To be sure, commodification is in play; but to reduce the story to market forces replays a neo-Smithian error. It fails to grasp the centrality of imperialism and its mechanisms of class power in forging capitalism's major commodity frontiers. Capitalist relations of Nature — I use the uppercase to underscore the real abstraction — are always politically-mediated by states that pursue the creation and reproduction of a "good business environment." The (geo)political project of managing and securing webs of life for capital depends upon a geocultural project that makes possible the practical violence of commodity fetishism on the Great Frontier. This is civilizational fetishism. Its expressions are found the successive and overlapping Christianizing, Civilizing, and Developmentalist Projects of great empires, given intellectual expression over the longue durée by figures ranging from Francisco de Vitoria to Walt W. Rostow. These projects reproduce and reinvent the ruling abstractions of Civilization and Savagery. After 1949, this was President Truman's "Point Four" declaration on the divide between the "developed" and "undeveloped world." A second argument foregrounds the connective tissues binding our historical-geographical assessments of capitalist frontier-making and today's climate crisis. In Part III, I frame the planetary crisis as joining two fundamental moments: an unfolding crisis in life-making, registered widely in the climate and biodiversity literatures; and an unfolding crisis in profit-making, registered widely in the Great Stagnation discourse. Those two moments are unevenly combined in the geohistorical character of climate crisis, one in which the geophysical turning point finds expression in the destabilization of a trinity born in the seventeenth century: the climate class divide, climate patriarchy, climate apartheid. The seventeenth-century's climate crisis hothoused the Great Frontier as accumulation strategy, assuming its modern form between 1550 and 1700 as a climate fix to the era's "general crisis": an era of interminable war, endemic political crisis, and economic instability. In this era we find the maturation of capitalism's Planetary Proletariat, joining socially necessary "paid" and "unpaid" work by humans and the rest of nature: the differentiated unity of Proletariat, Femitariat, and Biotariat The blossoming of the Great Frontier as a full-fledged productivist revolution — the Plantation Revolution — inaugurated the Great Cheapening, a long-run secular decline in the price (value composition) of the Big Four inputs: labor-power, food, energy, and raw materials. A specifically capitalist historical nature was born, and its epoch-making service to world accumulation was to allow the systematic reduction of re/production costs for capital. Today we are witnessing that strategy's implosion. The web of life is rapidly moving from a source of Cheapness to an unavoidable vector of rising costs. The Biotariat is in open revolt. In place of the "limits to growth," the world-ecological alternative offers an alternative: Not only is "Another world possible" — the unofficial slogan of the World Social Form — but: Another class struggle is possible. We have in the Great Stagnation the revolt of the Biotariat — whose contribution to the revolutionary destabilization of capitalism has been underestimated by Environmentalists and Marxists alike. Although easily romanticized, grasping the web of life through the oikieos — the creative, generative, and multilayered pulse of life-making — asks us to reexamine human solidarity with the rest of nature in ways that challenge the Promethean domination of life and that explore the communist possibilities for liberation: "the creatures too should become free." Foregrounding the oppressive and exploitative dynamics of work, life, and power, Planetary Justice prioritizes the abolition of the Proletarian-Biotarian-Femitarian relation created through the Great Frontier after 1492. This is the challenge of the planetary class struggle in the last days of the Holocene. ; Este artículo vincula dos grandes acontecimientos histórico-mundiales: el auge del capitalismo tras 1492 y su crisis epocal actual, al final del Holoceno. El autor sostiene que la interminable acumulación de capital ha sido, desde el principio, posibilitada por la interminable conquista de la Tierra: la Gran Frontera. La ecología-mundo capitalista es un tipo peculiar de sociedad de clases que combina la acumulación monetaria con la apropiación excepcionalmente rápida del trabajo humano y planetario. La Gran Frontera es la zona de la Naturaleza Barata, uniendo dialécticamente la valorización del capital y la desvalorización ético-política de los humanos y del resto de la naturaleza, así, el racismo, el sexismo y el prometeísmo revelan ser pilares ideológicos fundamentales de la acumulación de capital. De manera crucial, la Gran Frontera ha permitido a las burguesías imperialistas avanzar en la productividad del trabajo, reducir los costes de los insumos y resolver las recurrentes crisis de sobreacumulación del capitalismo. Hoy en día, estamos asistiendo a la inversión geohistórica de la estrategia de la Naturaleza Barata del capitalismo. Se trata de la transición de la red de la vida como una dinámica de reducción de costes y aumento de la productividad a otra de maximización de costes y reducción de la productividad. La clase dominante y los economistas marxistas han entendido sus primeros signos como el "Gran Estancamiento". Pero esto es sólo el principio; podríamos llamarlo una "crisis de señalización". El Gran Estancamiento indica los primeros momentos de la Gran Implosión. Al igual que el cambio climático se entiende como un proceso no lineal que confunde los modelos biosféricos, la Gran Implosión es una dinámica no lineal a través de la cual las contradicciones del capitalismo en la red de la vida confunden los modelos lineales del cambio histórico. El capitalismo, frente a este panorama, es mucho más vulnerable de lo que creemos, y, sobre todo, lo es a la revuelta que el Proletariado Planetario está cociendo a fuego lento.

El pasado 28 de junio el presidente de Honduras, Manuel Zelaya Rosales, fue depuesto y expulsado a Costa Rica por las Fuerzas Armadas . Lo sustituyó Roberto Micheletti, presidente del Congreso Nacional, quien decretó un toque de queda de 48 horas en todo el país.La reacción internacional ha sido excepcionalmente inmediata y unánime, al punto tal de posibilitar la utilización en esta columna del término "comunidad internacional" sin caer en el simplismo –a veces obligado- en el que incurre habitualmente la prensa. La comunidad internacional ha condenado enérgicamente el hecho al calificarlo como un "golpe de Estado", al no reconocer el gobierno inconstitucional que se ha impuesto, y al exigir la reposición inmediata del presidente Zelaya.A nivel regional, el Consejo Permanente de la OEA aprobó la resolución 953 (1700/09) condenando el golpe de Estado y exigiendo el inmediato retorno del presidente Zelaya a sus funciones. Posteriormente, la Asamblea General de la OEA, en una reunión extraordinaria en Washington, aprobó la resolución 1 (XXXVII-E/09) que refuerza la resolución anterior y que amenaza con suspender a Honduras de este organismo regional si no se restituye al presidente Zelaya en un plazo de 72 horas. Otro mecanismo de presión para restituir a Zelaya ha sido la propuesta de José Miguel Insulza, el secretario general de la OEA, de viajar a Honduras junto al mandatario hondureño y otros presidentes de la región.A su vez, la Reunión de Presidentes del Sistema de la Integración Centroamericano (SICA), emitió una declaración condenando el golpe de Estado y afirmando que se adoptarán medidas escalonadas de carácter diplomático y comercial hasta que Zelaya sea reintegrado. Entre esas medidas, los mandatarios del SICA decidieron suspender todos los préstamos y desembolsos del Banco Centroamericano de Integración (BCIE) a Honduras, y cancelar todo tipo de reuniones con funcionarios del gobierno de Micheletti. Otros de los tantos organismos regionales lationamericanos, como la Unión de Naciones Suramericanas (UNASUR), el Grupo Río y la "Alternativa Bolivariana para los Pueblos de Nuestra América" (ALBA) –de la que Honduras es miembro- también condenaron enfáticamente el golpe de Estado. También trascendieron las infaltables y ya clásicas declaraciones de Hugo Chávez y Fidel Castro asignando la responsabilidad del quiebre constitucional hondureño al gobierno de los EE.UU. Aunque en esta ocasión, no insistieron al respecto debido a que el gobierno estadounidense se sumó a las condenas globales.En la esfera internacional, la Asamblea General de la ONU aprobó una resolución rechazando el golpe de Estado e instando a restituir a Zelaya, y el Secretario General de la organización, Ban Ki-moon, emitió una declaración en la misma línea. A su vez, la Unión Europea y el obsoleto Buró de Coordinación del Movimiento de Países No Alineados, también emitieron declaraciones de condena.Resulta evidente entonces, que la respuesta de la comunidad internacional ante la crisis política de Honduras ha sido unánime, inmediata y activa, pues, no sólo se han emitido declaraciones, sino que también se han adoptado algunas medidas concretas de presión económica y diplomática en el ámbito regional.El golpe de Estado en Honduras ha sido un hecho inconstitucional inequívocamente condenable. Sin embargo, la comunidad internacional ha desconocido en sus declaraciones y resoluciones una sucesión de acontecimientos políticos internos en los últimos meses que explican, en parte, cómo se ha llegado a la situación crítica actual. La situación política y económica de Honduras es extremadamente compleja. Es un país que padece una gran debilidad institucional y una situación económica agobiante. Es uno de los países más pobres de Latinoamérica y sus estadísticas en cuanto a gobernabilidad son cada vez menos alentadoras. El retorno de este país a la democracia se produjo en 1981, año en que se aprobó la Constitución actual, a pesar de que fue reformada en numerosas ocasiones.Desde los incios de 2009 el presidente Zelaya, quien había asumido democráticamente en enero de 2007, planteó la posibilidad de realizar una reforma constitucional, aunque incialmente no explicitó sus objetivos. En marzo, el presidente emitió el decreto PCM-005-2009 con la finalidad de que el Instituto Nacional de Estadística –que tiene similares funciones que el INE de Uruguay – realizara una consulta popular el 28 de junio sobre la posibilidad de incluir una "cuarta urna" para decidir en las elecciones presidenciales de noviembre si se convoca a una Asamblea Nacional Constituyente para reformar la Constitución. El decreto fue declarado inconstitucional por el Juzgado de Letras de lo Contencioso Administrativo. Desconociendo el fallo, el gobierno siguió realizando publicidad a favor de la convocatoria. Incluso aprobó un nuevo decreto por el cual se utiliza el término "encuesta nacional" para que el INE pudiese realizar el operativo, a pesar de que el órgano encargado de las elecciones es el Tribunal Electoral. Nuevamente, el órgano del Poder Judicial declaró ilegal la medida. El principal obstáculo que enfrentó Zelaya ha sido la Constitución de Honduras y la separación de poderes. La Carta Magna prohibe la reelección presidencial –ni siquiera permite que un individuo sea electo en dos oportunidades presidente-, impide explícitamente en su artículo 374 la reforma de la claúsula mencionada anteriormente y sólo acepta que la reforma constitucional sea realizada por el Congreso Nacional.A pesar de la claridad de la normativa constitucional, de los fallos de inconstitucionalidad del Poder Judicial y la negativa del Congreso a reformar la Constitución, el Poder Ejecutivo intentó realizar la encuesta hasta las últimas consecuencias. Un nuevo suceso que agravó la situación fue la decisión de Zelaya de destituir al Jefe del Estado Mayor Conjunto de las Fuerzas Armadas por negarse a cooperar –siguiendo la normativa constitucional y bajo la orden de la Corte Suprema de Justicia- unos días antes de realizarse la convocatoria. La Corte Suprema declaró ilegal la decisión del Presidente porque solamente el Congreso tiene la facultad de destituir al Jefe de las Fuerzas Armadas.Esta sucesión de hechos refleja los síntomas de lo que, en una de mis columnas denominé "Epidemia Andina". Aunque su objetivo nunca se hizo explícito, existe un aparente consenso a nivel político y mediático en Honduras de que el presidente Zelaya quería perpetuarse en el poder utilizando la receta de los países del ALBA, es decir, la convocatoria a una Asamblea Nacional Constituyente para reformar drásticamente la Carta Magna y extender así su mandato.Al enfrentamiento del Poder Judicial y las Fuerzas Armadas contra el Poder Ejecutivo se sumó definitivamente el Poder Legislativo -unicameral- a través del Congreso Nacional. El 25 de junio, el Congreso discutió la posibilidad de destituir al presidente y creó una Comisión especial que finalmente concluyó que Zelaya desacató las decisiones de los órganos judiciales enumeradas anteriormente y que cometió otras regularidades como la no remisión del Presupuesto General de la República, que debió ser presentado por el Poder Ejecutivo antes del 15 de setiembre de 2008. Una vez depuesto Zelaya, el Congreso votó casi por unanimidad –122 de los 128 diputados votaron a favor- la destitución de Zelaya y la asunción de Micheletti como nuevo presidente.Frecuentemente, los fenómenos políticos no son blancos ni negros, sino que oscilan entre las diferentes gamas de un nebuloso gris. Lo que la comunidad internacional condenó enfáticamente, fue apoyado por la Corte Suprema de Justicia, las Fuerzas Armadas, el Tribunal Electoral, la Fiscalía General y el Poder Legislativo de Honduras. La mayoría de los miembros del propio partido de Zelaya -el Partido Liberal- también condescendieron el golpe. Incluso, han sido más numerosas las manifestaciones populares a favor de la deposición de Zelaya que las contrarias.Por lo tanto, esta reacción inconstitucional de la oposición ante un gobierno que intentaba accionar inconstitucionalmente, puede definirse como un golpe de Estado cívico – militar. Un golpe que hasta ahora se ha presentado como un proceso transitorio que, según Micheletti y el Tribunal Electoral, culminará en las elecciones que ya estaban previstas constitucionalmente para noviembre.Esta contradicción entre la decidida condena internacional y el aparente consenso del régimen político interno de Honduras respaldando lo sucedido, conduce a pensar que la postura de la comunidad internacional ha padecido cierta miopía a la hora de analizar esta crisis institucional.La respuesta inmediata, firme y concreta de la OEA para defender la democracia en la región será siempre bienvenida. ¿Dónde estaba cuando se fueron produciendo los actos inconstitucionales del gobierno depuesto? Ziel dieser Studie ist es, einen Beitrag zur Klärung offener Fragen zum Technologietransfer zu leisten. Schwerpunkt der Betrachtung ist die Eisenindustrie.
Es soll der räumliche und zeitliche Ablauf der tiefgreifenden Umgestaltung von Holzkohlen- zu den Steinkohlentechniken in Belgien, Frankreich und Deutschland beschrieben und erklärt sowie die außenwirtschaftlichen Verflechtungen dargelegt werden.
Hierfür werden die Außenhandelsstatistiken herangezogen.
Der Autor analysiert lange Reihen zur Eisenproduktion, zu Eisenexporten und -importen und den Preis- und Kostenniveaus verschiedener Länder und Regionen. Auf internationaler Ebene zeigen die Außenhandelsströme einen wichtigen Kanal zur Verbreitung der neuen Eisentechniken auf. Darüber hinaus wird durch die Analyse der politischen Entscheidungen einzelner Länder deutlich, wie staatliches Handeln (Zoll- und Eisenbahnpolitik) Bedingungen setzte, die den Entwicklungsablauf der Eisenindustrie beeinflussten.

Die Studie von Rainer Fremdling gliedert sich nach einzelnen Ländern, und hier wiederum mit einer durchgehenden Zweiteilung in die Zeit vor und nach dem Eisenbahnbau etwa um 1835 – der Eisenbahnbau in Europa bildet die Zäsur zwischen der Anbahnung und Durchsetzung der modernen Eisentechniken.
