Main issue: the necessity of the qualitative preparation of PhD military students in the military postgraduate studies for the Armed Forces of Ukraine is determined by the need for modernization of the higher military education system, providing it with highly qualified scientific and educational and scientific personnel, capable to conduct targeted missions in accordance with the requests and requirements. At the same time, there is an urgent problem regarding the correspondence of previously developed educational and scientific programs for training specialists at the third level of higher education to the present day requirements, because of the absence of approved higher education professional standards at the state level in each specialty, according to which preparation and defence of PhD thesis and awarding the degrees will be conducted.Purpose: is to cover the burning issues of the career terms of preparing scientific and scientific and pedagogical staff at the higher military educational establishment, in analysis of the training content of higher qualification military personnel in the military postgraduate studies and educational and scientific programs implementation.Methods of research: the method of analysis and synthesis and the method of expert evaluation are used. Main Results: are the coverage of problematic issues regarding the career terms of the preparation of PhD military students in the military postgraduate studies. Recommendations for officials of higher military educational institutions (research institutions), which are engaged in organizing the preparation of scientific and scientific and pedagogical personnel, have been developed.Originality (Scientific novelty and practical significance): the officer's career, who is intending to continue his professional activity in the scientific and pedagogical (scientific) positions, significantly influences the preparation terms of the military specialists of certain level and their readiness for the individual activities.Conclusion: it is obvious that the urgent problem, which influences the quality preparation of PhD military students in the military postgraduate studies, is the prospects of their career development, since they determine the motivation of the future highly skilled military specialists to pursue professionally scientific and scientific-pedagogical activities at the higher military education institution. In order to reduce the time criteria for the preparation of the military specialists whose appointment is envisaged on the scientific and pedagogical (scientific) positions of the corresponding level, it is necessary to carry out constant support both for professional (career) and scientific activity of officers who have shown the ability to study and inclination to pedagogical (scientific) work, and how quickly they are selected as candidates for admission. Each decision, that is taken in this area, should ultimately serve to achieve this goal. Introduction: During the last ten years, when the projects of reforming higher education in Ukraine were discussed, the main subject was the discussion of training improvement of candidates for higher education, mostly in the terms of joining the Bologna Process (the Bologna declaration, Berlin Communiqué), and attempts to integrate Ukrainian experience and its progress under new conditions. The reasons of these trends are the transition of the world community to the information society, as well as improvement of the information searching skills, the ability of self-education throughout life. As a result, these innovations became the defining sphere of a person's professional activities, of his/her actualization of all spheres of globalization of personal and social life in the conditions of the general civilization tendencies of the modern world. All these aspects demand from higher school to give young people opportunity to be integrated into different societies, promote their self-determination and be active and competitive.Purpose: the purpose of the article is to develop methodological and practical recommendations for highly qualified military personnel training after post-graduate studying. Also, the emphasis on issues that may be solved by officials who organize training of scientific and scientific and pedagogical staff in higher military educational institutions (scientific and research institutions) was placed.Methods: the method of analysis and synthesis and the method of expert evaluations are used. Results: development of methodological recommendations for the definition of approaches to the training of higher education Doctor of Philosophy candidates without post-graduate training. Originality: recommendations for the training of Doctor of Philosophy candidates without post-graduate studying program. Conclusion: A considerable part of topical issues on training mechanism of doctors of philosophy without post-graduate studying is due to the requirements of the current normative legal acts. Measures for their solution will include adopting amendments, cancel or increasing the number of normative legal acts. Unfortunately, there are no highly qualified specialists with relevant knowledge in many scientific fields and in the structure of higher military educational institutions (scientific institutions) as well. It requires mastering the methodology of scientific and pedagogical activity, as well as conducting own scientific research, the results of which have a scientific novelty, theoretical and practical value. Purpose: is to explain the theoretical bases of modeling the professional activity of higher education Ph.D. graduates in the postgraduate study program; develop methodological and practical recommendations for the training of military personnel of higher qualification. Methods of research: the method of analysis and synthesis and the method of expert evaluations are used. Results: The ultimate goal of training doctors of philosophy graduates in the postgraduate study program in military institutions of higher education, based on the principles of humanism and humanization, should be education not only of a military professional, but also primarily of a socially active conscious personality. Proceeding from the foregoing, the main ways of its achievement are introduction of modern technologies and scientific achievements, elimination of unification of education and authoritarian pedagogy, preparation of a new generation of personnel.Originality: Modeling the professional activity of higher education graduates of the Ph.D. degree in postgraduate programs gives an opportunity to look more broadly at the tasks of preparation and use of scientists and researchers. It important to assess the quality of work of different parts of an educational institution to determine the main competences of military-professional activity, based on which one can to organize and plan the process of preparation at the departments to achieve the optimal result in the form of a competent doctor of philosophy.Conclusion: The modeling of the degree of Ph.D. in the postgraduate study program in military institutions of higher education in the context of strengthening the professionalization of military service will be one of the effective means of improving the training of officers for future military-professional activities.
