Viele Gemeinsamkeiten der Länder des familistischen Wohlfahrtstyps lassen sich durch eine ähnliche geschichtliche Entwicklung der Länder erklären. Alle südeuropäischen Länder haben gemein, dass sie im Vergleich mit anderen europäischen Staaten noch sehr junge Staaten sind, die sich entweder nach einer Diktatur bildeten oder auch nach einer Zeit der britischen Kolonialisierung unabhängig wurden. Die Diktatur behinderte die Entwicklung einer rationalen Verwaltung. Als einer der Ursachen für die erschwerte Entwicklung und Durchsetzung eines Wohlfahrtssystems wird die fehlende bürokratische Organisation angesehen, welche ein Herausbilden einer "welfare patronage" begünstigt. Der Beitrag analysiert die familiastischen Wohlfahrtsregime Südeuropas (Italien, Spanien, Portugal, Griechenland, Zypern und Malta) und geht dabei zunächst auf die Gemeinsamkeiten und Besonderheiten der Länder ein. Anschließend erfolgen zu den einzelnen Ländern Fallanalysen, die sich dem politischen Regime, der Wirtschaft, dem Leitbild der Geschlechterrollen, den sozialen Sicherungssystemen (Rente, Gesundheit, Arbeitslosigkeit, Familie), der Bildung sowie dem Wohlfahrtsregimetyp und dem Entwicklungstrend der Länder widmen. Abschließend erfolgt ein Blick auf die Performanzprofile der familiastischen Länder Südeuropas. (ICB2)

AbstractResearch on educational inequalities has increasingly focused on interventions to increase enrollment in higher education for students of low social origin. However, students of low social origin may not be homogeneous in their need for advice, as natives of low social origin decide less frequently to enter university than their immigrant counterparts in many European countries. Drawing on data from a randomized controlled trial in German schools, we find that counseling in particular does indeed increase the likelihood of enrollment for native students. We then use the results of our empirical analyses to illustrate how an upscaling across schools would affect migration-specific enrollment rates of students of low social origin at the aggregate level. We discuss the implications of our results for research on migration-related inequalities in enrollment as well as for policy regarding program upscaling.

In diesem Beitrag plädieren wir für eine Verständigung zwischen verschiedenen Akteur*innen über methodische Standards bei der Evaluation von Schulentwicklungsprogrammen, die zur Reduzierung von Bildungsungleichheit eingesetzt werden. Ziel einer solchen Verständigung wäre es, geteiltes Wissen über methodische Fragen aufzubauen und eine breit akzeptierte Einigung darüber zu erreichen, welche Forschungsmethoden als sinnvoll und verlässlich für die Beurteilung von Schulentwicklungsprozessen gelten. Wir sind der Ansicht, dass ergänzend zu den bislang hauptsächlich durchgeführten Prozessevaluationen Wirkungsevaluationen, und hier insbesondere randomisiert-kontrollierte Studien, einen zentralen Baustein in der Bewertung von in der Schule angesiedelten Programmen darstellen sollten.

Despite the increases in women's educational attainment in recent decades, female labor market participation and labor market returns are still lower than those of their male counterparts. Among the main factors explaining this persistence of economic inequality is the persistently gendered nature of occupational expectations, which results in gender segregation of labor. In this paper, we describe how gender-specific adolescents' occupational expectations change over time (2006-2018) and how women's empowerment and cultural norms might influence gender-specific occupational expectations. Against the backdrop of the research on the gender-equality paradox and from a comparative perspective, we focus on national and institutional characteristics to investigate how individual and national factors explain gendered occupational expectations. We answer our research questions by applying a two-step multilevel model with fixed effects. For this, we used PISA data and merged them with state-level information from 26 European countries. We add to existing research by making three contributions. First, we describe the changes in occupational expectations over time within European countries by looking at the gender composition of the desired occupation and distinguishing three categories (gender-typical, gender-balanced, and gender-atypical). Second, we investigate the relationship between national characteristics and the evolution of gendered occupational expectations separately by gender to reveal gender-specific mechanisms. Third, by using data from two-time points, we explore which national-level changes lead to changes in students' occupational expectations. Our first descriptive results show that the patterns of how students' occupational expectations change over time differ remarkably between countries. In 2018 in some countries, students' occupational expectations became more segregated while in others the number of students with gender-balanced or gender-atypical expectations increased. Our fixed effects models show that women's empowerment and self-expression value explained variance over time. For example, women's empowerment measured via an increase in women's employment and participation in parliament led to less gender-typical occupational expectations among girls and boys. Similarly, a rise in self-expression values led to less gender-typical occupational expectations, again for both boys and girls. Remarkably, our results do not verify the gender-equality paradox for occupational expectations, as is the case in previous cross-sectional analyses.

Gender segregation in higher education is considered one of the main drivers of persistent economic gender inequality. Yet, though there has been considerable research identifying and describing the underlying mechanisms that cause gendered educational choices in higher education, little is known about how gender segregation in higher education could be changed. Accordingly, this article aims to determine the potential of educational interventions during high school to foster gender desegregation in higher education. We focused on two different processes that contribute to gender segregation in majors among higher education graduates: first, the selection into specific majors and, second, the selection out of specific majors. We investigated whether an intensive counselling programme leads to more gender-atypical choices among high-school graduates and examined whether intensive counselling supports several indicators of students' persistence in gender-atypical majors. Based on data from an experimental study of a counselling programme for German high-school students ( N = 625), we estimated the programme's effect with linear probability models and intention-to-treat analysis. Our results show that high-school graduates are more likely to choose a gender-atypical major if they have received intensive counselling. This applies more to men than to women. In addition, the programme improved some persistence indicators for students in gender-atypical majors. Although we found a significant programme effect only for perceived person-major fit and student satisfaction, the coefficients of all aspects of students' persistence show a trend indicating that the programme was beneficial for students in gender-atypical majors. As experimental studies can also be affected by various types of bias, we performed several robustness checks. All analyses indicated stable results. In conclusion, we suggest that intensive counselling programmes have the potential to reduce gender segregation in higher education. More students were motivated to choose a gender-atypical major, and different aspects of student persistence were supported by the programme for students in gender-atypical majors.

Using data from an experimental panel study, we examine the average effect on university enrollment directly after high school graduation and the effect heterogeneity by educational background. No positive effect of participation is found. We discuss these results in relation to the potential of reducing inequalities by individual counseling in Germany.

Im Beitrag wird die Wirkung eines intensiven Beratungsprogramms zur Förderung der Studienaufnahme von Hochschulzugangsberechtigten untersucht. Mittels Daten aus einer experimentellen Panelstudie werden der durchschnittliche Effekt auf die Studienaufnahme direkt nach dem Abitur und die Effektheterogenität nach Bildungsherkunft überprüft. Es zeigt sich keine positive Wirkung der Teilnahme. Diese Ergebnisse werden in Bezug auf die ungleichheitsreduzierenden Potentiale individueller Beratung in Deutschland diskutiert.

Die Studie "Lehrende als Gatekeeper für externe Förderprogramme im Bildungssystem" untersucht erstmalig den Prozess der Fremdselektion durch Lehrende bei der Auswahl von Schüler/innen für Bildungsinterventionen, die das Ziel der Reduktion sozialer Ungleichheit beim Übergang zur Hochschule verfolgen. Hierfür wird die Frage diskutiert, inwieweit den Zielen entsprechend Schüler/innen ohne akademischen Hintergrund Zugang zu einer spezifischen Bildungsintervention erhalten. Mittels einer teils explorativen Studie wird untersucht, inwiefern sich die von den Lehrenden für ein Programm ausgewählten Schüler/innen von den nicht ausgewählten Schüler/innen unterscheiden. Dazu werden mithilfe von Entscheidungsbaumanalysen Daten von 1129 Schüler/innen der Sekundarstufe II in 28 Schulen (darunter 23 Gymnasien und 5 Gesamtschulen) betrachtet.

The study focuses on the selection process of teachers when selecting students for an educational intervention that aim to reduce social inequality in the transition to higher education. We ask the questions to what extent students without academic background get access to such educational interventions. By the means of exclusive data from one intervention program, we identify characteristics of students that distinguish selected students from non-selected students. For this purpose, we use decision tree analyses and random forest analyses to examine data from 1129 students in 28 upper secondary schools, including 23 grammar schools and 5 comprehensive schools.

Our study focuses on the gender gap in college aspirations and enrolment among high school students in Germany. We build on socialisation theory, rational choice theory, and formal restrictions to college access to explain gender differences in idealistic college aspirations, realistic college expectations, and the disparities between the two. Specifically, we examine the prevalence of 'pessimistic' college expectations, where college aspirations are higher than expectations, which we expect to be more likely among young women than young men. By analysing survey data from 1,766 upper secondary students in Germany, we find that women are equally interested in pursuing higher education as their male counterparts. They even express higher aspirations for college enrolment. However, women are more pessimistic than men about realising their aspirations. While factors such as the subjective probability of success and perceived costs impact both genders, young women are also affected by formal restrictions limiting entry to their preferred fields of study.

Langfristig angelegte Beratungsprogramme bringen mehr junge Menschen ohne akademischen Hintergrund an die Universitäten. Umgekehrt nehmen Studienberechtigte mit akademischem Hintergrund nach diesen Programmen häufiger eine Ausbildung auf. Sie verringern damit nicht nur soziale Ungleichheit, sondern verbessern auch die Passung zwischen schulischen Leistungen und Bildungsentscheidungen.

The German education system is characterized by strong social inequalities in university access. These may be reduced by offering individual counseling sessions to students in their final two years of high school. The study "Zukunftsund Berufspläne nach dem Abitur" (ZuBAb) examines how such intensive and individual guidance counseling affects participants' educational trajectories using an experimental design that allows for making internally valid inferences regarding the program's causal effects. Based on data (N = 1,064) collected about 1.5 years after participants earned their university entrance diploma (Abitur), we looked at whether the program promotes university enrollment among persons of low educational origin, whether it reduces educational inequalities at the transition from school to higher education, and how educational trajectories change in the period between 0.5 years and 1.5 years after graduation, depending on whether students received counseling or not. The results show a strong program effect of 8 percentage points on university enrollment rates among persons of low educational origin and a strong inequality-reducing effect of the counseling program (15 percentage points or 71 percent in relative terms). The program's positive impact stems from the fact that participation tends to improve fit between a student's academic performance and the educational pathway chosen after graduation. Moreover, the results show that positive program effects begin to emerge only after 1.5 years post-graduation (whereas no positive effect was found 0.5 years after graduation) because persons who start a gap year experience (e.g., voluntary community service year) right after earning their Abitur are especially likely to benefit from program participation. Additionally, a detailed breakdown of educational trajectories over time shows that the program not only promotes university enrollment among persons of low educational origin and enrollment in vocational training schemes among persons of high educational origin but also, in descriptive terms, helps graduates start any kind of post-school educational pathway. The findings make clear that studies designed to make comprehensive inferences about the effects of educational programs should also consider persons of high educational origin and should look not only at university enrollment but also at the smooth transition to any kind of postsecondary educational pathway. They also show that researchers and practitioners need to be patient because there may be some delay until measurable positive effects of individual counseling sessions begin to unfold.

Das deutsche Bildungssystem ist durch starke soziale Ungleichheiten am Studienübergang charakterisiert. Diese könnten durch individuelle Beratungen von Oberstufenschüler:innen abgebaut werden. Die Studie "Zukunfts- und Berufspläne nach dem Abitur" (ZuBAb) untersucht die Wirkung einer solchen intensiven und individuellen Beratung auf den Bildungsverlauf der Teilnehmenden, wobei das experimentelle Design der Studie verlässliche Rückschlüsse über die kausale Wirkung des Programms erlaubt. Basierend auf Daten, die rund 1,5 Jahre nach Erwerb des Abiturs erhoben worden sind (N = 1.064), wurde geprüft, ob das Programm die Studienaufnahme von Personen ohne akademischen Hintergrund fördert, ob es Bildungsungleichheiten am Übergang in das Studium reduziert und wie sich die Bildungsverläufe in Abhängigkeit von der Programmteilnahme in der Zeitspanne von einem halben Jahr und eineinhalb Jahre nach dem Abitur verändern. Die Ergebnisse zeigen eine deutliche Programmwirkung auf die Studienaufnahme von Personen ohne akademischen Hintergrund von 8 Prozentpunkten sowie einen deutlichen ungleichheits-reduzierenden Effekt der Beratung (15 Prozentpunkte oder anteilig 71 Prozent). Dieser positive Einfluss des Programms geht darauf zurück, dass die Programmteilnahme tendenziell die Passung zwischen dem akademischen Leistungsniveau und dem gewählten nachschulischen Bildungsweg fördert. Zudem zeigen die Ergebnisse, dass sich deswegen erst eineinhalb Jahre nach dem Abitur eine positive Programmwirkung abzeichnet (wohingegen ein halbes Jahr nach dem Abitur kein positiver Effekt messbar war), weil insbesondere Personen, die unmittelbar nach dem Abitur ein Gap-Year (z.B. Freiwilliges Soziales Jahr) aufgenommen haben, von der Programmteilnahme profitieren. Zudem zeigt die detaillierte Aufschlüsselung der Bildungsverläufe im Zeitverlauf, dass das Programm nicht nur die Studienaufnahme für Personen ohne akademischen Hintergrund und die Ausbildungsaufnahme für Personen mit akademischem Hintergrund fördert, sondern deskriptiv betrachtet insgesamt die Aufnahme irgendeines nachschulischen Bildungswegs unterstützt. Die Ergebnisse verdeutlichen, dass für umfassende Aussagen zur Wirkung von Bildungsprogrammen auch Personen hoher Bildungsherkunft untersucht werden

Die Studie "Zukunfts- und Berufspläne vor dem Abitur" (ZuBAb) setzt es sich zum Ziel, einen umfangreichen Eindruck von den nachschulischen Zukunftsplänen heutiger Oberstufenschüler:innen zu gewinnen und Erkenntnisse darüber zu erlangen, wie die Verwirklichung dieser Pläne zusätzlich unterstützt werden kann. Im Panel-Design (sechs Erhebungswellen) wird beobachtet, wie sich die Pläne und Bildungsverläufe der Befragten entwickeln. Neben allgemeinen bildungssoziologischen Fragen wird die Wirkung des Beratungsprogramms Talentscouting NRW untersucht, das an einigen der an der ZuBAb-Studie teilnehmenden Schulen angeboten wird.

The study "Future and Career plans before high school graduation" (Zukunfts- und Berufspläne vor dem Abitur (ZuBAb)) aims to capture the plans for post-school educational and professional careers of today's high school students and to gain insights about how the realization of these plans can be additionally supported. A panel survey (six waves in six years) assesses how respondents' educational pathways and plans change over time. Besides addressing general questions in the field of sociology of education, the study evaluates the impact of the guidance-counselling program Talentscouting NRW, which is offered at some schools participating in the ZuBAb-study.
