Conflict resolution in the Philippines: the quest for peace in a period of democratic transition

Abstract

The background to the internal armed conflict in the Philippines explains the breakdown of the 1986 peace initiatives and the difficulties involved in the period of transition to democracy. To enforce human rights and international humanitarian law is to take the essential first steps in the resolution of conflict. To institutionalize measures to resolve conflict underscores the importance of popular participation, democratic pluralism and the democratization of media and the electoral exercise. In the end, a lasting peace can be achieved by a strategy of self-reliant development based on justice. (DÜI-Sen)
