Beim internationalen Austausch von Dienstleistungen liegt der Exportanteil der USA bei 20 Prozent (1983). Angesichts ihrer führenden Position in diesem Sektor der Außenwirtschaftsbeziehungen (Schwerpunkt: Bank-, Versicherungs- und Kommunikationswesen) streben die USA die Liberalisierung des internationalen Dienstleistungsaustauschs und seine Einbeziehung in das GATT an. Dabei stoßen sie auf Widerstand der Entwicklungsländer, es gibt aber auch Differenzen mit den kapitalistischen Industriestaaten. Die USA suchen die hohe Konkurrenzfähigkeit ihrer Dienstleistungsunternehmen zu weltweiter Expansion zu nutzen und von der Verflechtung zwischen Waren- und Dienstleistungsaustausch ebenso wie von der Nutzbarmachung ausländischer Ressourcen (Wissen) zu profitieren.
