Corruption, for most of us, almost immediately evokes images of the third world especially countries like Nigeria, Mexico and India. Whilst we may concede that corruption exists in developed countries it is generally thought to be under control. Despite such widely-held views there is very little hard evidence on the actual extent of corruption in any country. This background report is designed to provide basic data on the status of structural adjustment operations, an introduction to some of the unsettled issues regarding the design of adjustment policies, the attitudes of some of the key parties, and the results of research into past adjustment activities. A new phenomenon in the past several decades has been the steady growth of the role of the state in both political and economic life throughout the developing world. This is the revised version of Peter Laslett's acclaimed edition of Two Treatises of Government, which is widely recognised as one of the classic pieces of recent scholarship in the history of ideas, read and used by students of political theory throughout the world. This 1988 edition revises Dr Laslett's second edition (1970) and includes an updated bibliography, a guide to further reading and a fully reset and revised introduction which surveys advances in Locke scholarship since publication of the second edition. In the introduction, Dr Laslett shows that the Two Treatises were not a rationalisation of the events of 1688 but rather a call for a revolution yet to come.
