Das Dossier geht besonders auf die Verkehrsinfrastruktur ein, die ökonomische Grundlage in dem weiträumigen Land. We analyze the effect of state visits by the Catholic pope on human rights in the host country to understand how a small theocracy like the Vatican can exert disproportionate political influence in international politics. Our theoretical model of the strategic interaction between the Catholic Church and host governments shows how the pope's use of conditional approval and criticism incentivizes governments to refrain from human rights violations. Drawing on a new dataset of papal state visits outside Italy and a novel identification strategy, we test for the first time whether governments react by improving human rights protection in anticipation of a papal visit. Our empirical analysis offers robust evidence in support of this causal effect.

Immigration policies in western democracies have often been contrary to the policies predicted by the mainstream theory of international economics. In particular, political parties that, according to economic theory, should adopt policies beneficial for lower-income voter-constituencies, have not protected workers from labor-market competition or from a fiscal burden of financing welfare-dependent immigrants. We explain the contradiction by accounting for immigrants as future voters. We identify a political principal-agent problem based on ego-rents from political office. Our theory predicts voter defection from worker-supported political-establishment parties to new-entrant anti-immigration political candidates and parties. We give a hearing to alternative interpretations of the evidence.

Using pairs of similar US and European firms listed on the S&P500 or StoxxEurope600, we examine effective tax differentials between US multinational corporations (MNCs) and their European peers. We show that statutory tax rates and profit shifting opportunities are important determinants of effective tax rates. Our findings suggest substantially lower total tax payments of US MNCs after the 2017 US tax reform. Based on past reforms of Controlled Foreign Company (CFC) rules and of the principle of worldwide taxation, we confirm that international tax legislation affects effective tax expenses. We also provide evidence for heterogeneity in firm responses: MNCs with profit shifting opportunities benefit most from more-lenient CFC rules.

As the nexus between film industry and state apparatus has grown critical and complex in the wake of war on terror, academic circle have paid attention to identify the patterns of relationship between entertainment industry of a country and its foreign policy. To understand the role of the soft power in assisting governments to secure their interests at international level, this article examines the relationship between Bollywood and the Indian foreign policy through the lens of critical political economy of communication approach. Popular films portraying tension and cooperation between the South Asian neighbors were critically analyzed, and the results indicated that Bollywood closely followed the foreign policy initiative of the Indian government.

The EU bilateral trade strategy since 2006, including the TTIP, has been justified by the European Commission on the bases that deep and comprehensive trade agreements are compatible with efficient multilateralism. The Commission argument is the following: in a context marked by International supply-chains, preferential agreements that allow for progress on what has been achieved at the multilateral level (topics WTO +) and in areas not already covered by the WTO (items WTO- X) may be considered as a stepping stone, not a stumbling block for multilateral liberalization. In other words, EU recent bilateral negotiations and agreements should be seen at worst as complementary to multilateral negotiations and at best as promoters.

During recent years, new doubts about the effectiveness of international aid have emerged. One of the arguments employed to justify this sceptical view is that aid can hinder tax effort in developing countries. Nevertheless, empirical research on the aid-tax nexus is inconclusive and it shows some shortcomings in the tax database employed and in the variables considered in the estimation. The main goal of this article is to overcome these shortcomings. The main results are twofold: i) income distribution is a crucial determinant of tax revenues; and ii) once income distribution is taken into account, aid shows no significant impact on tax revenue; not even when we control for institutional quality.

"Die Autoren analysieren die der seit 2007 anhaltenden globalen Finanz- und Wirtschaftskrise zugrunde liegenden langfristigen Ungleichgewichte des finanzdominierten Kapitalismus. Der Schwerpunkt liegt dabei auf den Entwicklungen in den USA und in Deutschland bzw. dem Euroraum. Wir argumentieren, dass jenseits der ineffizienten Regulierung des Finanzsektors die Schärfe der aktuellen Krise und die rasche Geschwindigkeit ihrer weltweiten Verbreitung hauptsächlich durch die wachsende Ungleichheit in der Einkommensverteilung und durch zunehmende Ungleichgewichte in der Weltwirtschaft, insbesondere auch im Euroraum, hervorgerufen wurden. Hieraus folgt, dass in der nahen und ferneren Zukunft die USA nicht mehr in der Lage sein werden, als Motor der Weltnachfrage zu fungieren. Um eine Periode der deflationären Stagnation in wesentlichen Regionen der Weltwirtschaft, insbesondere im Euroraum, und einen Kollaps der Europäischen Währungsunion zu vermeiden, schlagen die Autoren einen keynesianischen New Deal für Europa und für die Weltwirtschaft vor, der durch folgende Elemente geprägt sein sollte: 1. Eine Re-Regulierung des Finanzsektors, 2. eine Reorientierung der makroökonomischen Wirtschaftspolitik anhand (post-)keynesianischer Ideen und 3. eine Rekonstruktion der internationalen makroökonomischen Politikkoordinierung, insbesondere auf europäischer Ebene, sowie eine neue Weltfinanzordnung." Der Beitrag erörtert die Frage, ob es in absehbarer Zeit zu einer Reform des UN-Sicherheitsrates kommen wird, wie sie von vielen Staaten, unter anderem auch von Deutschland, seit langem angestrebt und für dringend notwendig gehalten wird. In diesem Zusammenhang werden folgende Aspekte betrachtet: (1) die weltpolitische Situation nach dem Ende des Kalten Krieges, (2) der angestrebte Interessenausgleich zwischen Nord und Süd im UN-Sicherheitsrat, (3) der Wunsch von Japan und Deutschland, ständige Ratsmitglieder zu werden, (4) die energische Ablehnung der 'G4-Politik', insbesondere durch Italien sowie (5) die Beurteilung des Vetorechts der fünf ständigen UN-Ratsmitglieder als Anachronismus seitens der Mehrheit der UN-Mitgliedsstaaten. Vor diesem Hintergrund werden sodann die drei vorgelegten Resolutionsentwürfe vom Juli 2005 dargestellt, die (1) eine neue Sitzverteilung im Sicherheitsrat, (2) die Forderung nach Gleichberechtigung und (3) den Anspruch auf souveräne Gleichheit der Mitglieder durch eine Erweiterung des Sicherheitsrates auf insgesamt 25 Staaten vorsehen. In einem Resümee weist der Autor darauf hin, dass derzeit keiner der drei Resolutionsentwürfe die notwendige Unterstützung durch eine Mehrheit der Mitgliedsstaaten genießt. Doch ein Scheitern ist nicht nur auf die Egoismen der verschiedenen Staaten zurückzuführen, sondern besteht auch in dem tiefgreifenden Strukturwandel des internationalen Staatensystems. (ICG2)
