The Curatorship of Empress Maria Alexandrovna about the blind made a great contribution to the development of charity in the Russian Empire which at that time included the Belarusian lands. In the Belarusian provinces, the Office became the first institution to focus on giving aid to blind people. The purpose of the article is to review the activities of the Belarusian branches of the Curatorship of Empress Maria Alexandrovna about the blind and to show their contribution to the development of social assistance and the struggle with blindness in our country. This topic hasn't been thoroughly studied in native historiography yet and thus it remains relevant for a research. Besides this, in modern Republic of Belarus the traditions of private charity which had been interrupted in the Soviet period began to revive, this obviously increasing the interest to the experience of charity institutions of the past. The article regards the formation and development of the branches of the Curatorship in the Belarusian provinces of the Russian Empire. The main forms and methods of their activity as well as the sources of financing are identified. The main achievements and results of their work are analyzed. The assembled material gives an idea of the condition of the charity system of the blind in the Belarusian lands in the late 19th and early 20th centuries. The research is based on the materials obtained in national and Russian libraries, a number of sources being introduced into scientific circulation for the first time.

The article shows the process of the industrial development of Sarepta district (now the southern part of Volgograd) at the turn of the 19th and 20th centuries. By the end of the 19th century the Sarepta district comprised 17 production entities. The majority of them were small workshops that manufactured various household goods and had from 5 to 10 workers. Besides, Sarepta had a larger industrial enterprise – the Mustard Factory of the Glitsch – which was known throughout Russia for the high quality of its produce. Agriculture played a minor role in Sarepta district. The population of Sarepta district amounted to about 1800 people in 1894. It comprised landowners, small industrialists, and their hired workers. The late 19th and early 20th centuries saw a rapid industrial development of the area. The first stage of the process was the building of the Tsaritsyn- Tikhoretskaya railway line. It connected the Kuban wheat-growing region with central areas of Russia. A 13-kilometres long section of the railway line passed through Sarepta district. Near Sarepta a station, a locomotive depot, and repair workshops were built in 1895-98. In 1901 the railway line and station were supplemented with a large cargo port on the Volga near Sarepta. The creation of the large transport hub sharply raised the economic significance of Sarepta district. Social and demographic characteristics of the area also changed dramatically. Due to the inflow of workers to the station and port, the district population nearly doubled and the ratio of proletariat raised sharply.

В статье рассматривается историография женского движения в Российской империи второй половины XIX – начала ХХ в. на предмет использования терминов применительно к данному историческому явлению, классификации женщин-участниц движения и методологии исследования. Основными источниками являются наиболее значимые публикации современных отечественных и иностранных ученых, занимающихся указанной проблематикой. На основе анализа представленной в тексте историографии можно сделать вывод, что в исторической ретроспективе при изучении женской общественной деятельности использовались такие термины, как феминизм, эмансипация женщин, женский вопрос, суфражизм, женское движение. На сегодняшний день наиболее часто употребляемым термином является женское движение, а методологией – теории социологии общественного движения. В вопросе классификации женщин-участниц нет устоявшегося деления. Cуществующий терминологический и методологический инструментарий не позволяют осмыслить разнообразие форм протекания социальных процессов и реальных феминистских стратегий в позднеимперский период. Для анализа проблемы женской активности второй половины XIX – начала ХХ в. предлагается использовать более широкие термины – женская общественная деятельность, новая женщина, а также концепции Ю. Хабермаса, Х. Арендт о публичной и приватной сферах и теорию И. Гофмана о гендерном дисплее. При этом «политизацию» публичной сферы дляженской деятельности не политико-правового характера позволит произвести высказывание Кэрол Ханиш – «личное есть политическое». В этом ключе женская общественная деятельность будет «политическим» поступком в сфере публичной, поскольку происходит выход за рамки существующих патриархальных институтов и практик. В заключительной части статьи делаются выводы о том, что расширение терминологического и методологического аппарата за счет внедрения понятия женская общественная деятельность и применения теорий/концепций Ю. Хабермаса, Х. Арендт, И. Гофмана позволит заполнить лакуны региональной и общероссийской женской истории путем включения в историческую память женщин, вышедших из частной приватной сферы в публичное пространство и реализовавших себя через высшее образование, благотворительность, предпринимательство, получение профессий, считавшихся ранее сугубо мужскими.
The article deals with the historiography of the women's movement in the Russian Empire in the second half of the 19th – early 20th century. It addresses the terms related to this historical phenomenon, classification of women-members of the movement, and research methodology. The main sources are the publications of the most significant modern Russian and foreign researchers working on this rahge of problems. Based on the analysis of the historiography presented in the text, we can conclude that in historical retrospect, researchers used such terms as feminism, women's emancipation, the woman question, suffragism, and women's movement. Nowadays, the most commonly used term is women's movement. The most commonly used methodology rests upon the theories of social movement sociology. There is currently no well-established classification of female participants in social movements. The existing terminological and methodological tools do not allow us to comprehend the diversity of forms of social processes and real feminist strategies in the late imperial period. To analyze the problem of women's activism in the second half of the 19th and early 20th century, we suggest using broader terms women's social activism and the new woman, the concepts of J. Habermas and H. Arendt of the public and private spheres, and E. Goffman's theory of gender display. At the same time, the slogan "The Personal is Political" coined by Carol Hanisch allows us to make certain "politicization" of the public sphere for women's activism of a non-political and non-legal nature. In this regard, women's social activism will be a "political" act in the public sphere because it transcends the existing patriarchal institutions and practices. The final part of the article concludes that the expansion of terminological and methodological framework due to the introduction of the concept of women's social activismand the application of theories/concepts of J. Habermas, H. Arendt, and E. Goffman will make it possible to fill the gaps of regional and all-Russian women's history by including in the historical memory those women who went out of the private sphere into the public space and fulfilled their potential through obtaining higher education, charity, entrepreneurship, and acquiring the professions that had been considered exclusively male earlier.

This review characterises the content and comments on the importance of a collective monograph which can be regarded as the first comprehensive work in the Russian historical science to depict the dynamics of political culture and the stages of party building by almost all the peoples of the multinational Habsburg monarchy in 1848–1914. In a series of essays, the authors demonstrate how Habsburg peoples fought, though with a varying degree of ardour and success, for the recognition of their collective identity and claimed to be recognised as collective subjects of the state. The review reveals the main issues that thwart drawing a comprehensive review of the political culture of the peoples of the monarchy resulting from the composite state structure, the nature of political associations and parties, and the different development stages of the national idea. The authors revise the teleological approach of 20th-century historiography which can be considered a novelty in the Central European studies in Russia. Yet, the book contains occasional weaknesses in the chains of reasoning and evidence. The paper is devoted to financial cooperation of the Government of the Russian Empire with European capital markets in the early 20th century. This was one of the periods of the global crisis when Russian-European financial cooperation underwent a certain transformation. On the basis of archives analysis the author traces Russia's external debt dynamics (including the new loan, acquittals, changes in terms of loan), brings to light the causes of the process, makes a conclusion that it was not only economics but the foreign policy as well that conditioned the external debt of Russia. The results of this research can be used in teaching Russian History of the 20th century in secondary and higher educational institutions, as well as in external debt service of contemporary Russia. ; Статья посвящена финансовому взаимодействию правительства Российской империи с европейскими рынками капиталов в начале ХХ века. Это был период одного из мировых экономических кризисов, в ходе которого финансовые отношения России и Европы претерпели определѐнную трансформацию. На основе анализа архивных документов автор прослеживает динамику внешнего долга России (получение нового займа, погашение уже имеющихся долгов, изменение их условий), выявляет причины данных процессов, делает вывод о всѐ большей обусловленности зарубежного долга России не только экономическими, но и внешнеполитическими обстоятельствами. The article suggests a description of the main landmarks of the development of the Mongolian art at the beginning of the 20th century. It is stated that visual arts in Mongolia have always been concerned with the reality depicting the social and political life of the country as well as the mode of life, customs and religious beliefs of the people. For example, worship of khans who were considered to be khans due to the will of the Heaven is one of the most important values of the traditional Mongolian culture. This theme is widespread in the Mongolian art. However, this doesn't mean that the Mongolian art is initially politicized. In the author's opinion, statehood is one of the symbols which have always been of great importance for the Mongolian culture. It is this symbol that becomes the matter of the picture. As to the Mongolian art, it is essentially symbolic as it resembles the dialectics between the eternal and the perishable, the divine and the human underlying the interdependency of the natural and social laws. The symbolism of the Mongolian art makes it original and distinguishes it from the European realistic art. ; В статье прослеживаются основные вехи развития монгольской живописи в начале ХХ в. Отмечается, что изобразительное искусство в Монголии всегда отражало реалии общественной и политической жизни страны, а также быт, обычаи и религиозные верования народа. Так, например, одна из важнейших ценностей традиционной монгольской культуры – это почитание хана, который является ханом по воле Неба. В живописи эта тема также получает свое освещение. Однако это не означает, что монгольская живопись была изначально политизирована. По мнению автора, государственность – это один из символов, имеющих большое значение для монгольской культуры, и именно этот символ становится предметом изображения в живописи, которая по сути своей глубоко символична, представляя диалектику вечного только тленного, человеческого и божественного и подчеркивая взаимозависимость законов природы и общества. The review analyses the monograph of A.G. Sheshken on the history of Macedonian literature. It is emphasized that the main achievement of the author is the comprehensive description and analysis of Macedonian literature, its periods and most important representatives which is the first in Russian scholarship. The Macedonian literature is placed in the context of the Yugoslavian literature, and the role of foreign (including Russian) artistic experience and translations for its formation is emphasized. The great merit of the book is the coverage of the achievements of the Russian Macedonian studies.

В рассматриваемый статье показано, что российская научно-педагогическая печать последней трети XIX – начала ХX в. в полной мере отражала состояние отечественного педагогического сознания, а именно наличие в нем различных позиций по вопросу о системе ценностей и идеале воспитания подрастающих поколений россиян. Актуальность исследования обусловлена тем фактом, что приоритетной задачей Российской Федерации на нынешнем этапе ее социокультурного развития выступает формирование новых поколений, обладающих знаниями и умениями,которые отвечают требованиям XXI века, разделяющих традиционные нравственные ценности, готовых к мирному созиданию и защите Родины. Ключевым инструментом решения этой задачи является воспитание. И анализ опыта предыдущих эпох в этом процессе представляется очень важным. Источниковой базой исследования стала отечественная научно-педагогическая печать последней трети XIX – начала ХX в., насчитывавшая около 300 изданий. Применяя для ее анализа различные методы исследования (культурно-историческую генетику, концепции модернизации общества и образования, социокультурный подход к исследованию прошлой педагогической реальности, а также парадигмальный подход к изучению педагогических феноменов прошлого), автор установил, что вроссийском образовательном пространстве посредством воспитания воспроизводились два полярных мировидения и порожденные ими ценностные системы: социоцентризм (сфокусированный на реализации традиционалистски-консервативного, соборного идеала воспитания) и антропоцентризм (нацеленный на осуществление либерального идеала воспитания). Результаты исследования позволили сделать вывод о том, что раскол педагогического сознания и образовательного пространства страны породил стремление ученых и педагогов-практиков ликвидировать данную ситуацию посредством выработки дуалистического идеала воспитания. Все вышеназванные идеалы и системы ценностей получили свою аргументацию на страницах отечественных научно-педагогических изданий рубежа XIX–ХX столетий.
The article shows that the Russian scientific and pedagogical press of the last third of the 19th– early 20th century fully reflected the state of Russian pedagogical consciousness, namely the presence in it of different positions on the issue of the system of values and the ideal of education of the younger generations of Russians. The relevance of the study is due to the fact that the priority task of the Russian Federation at the current stage of its socio-cultural development is the formation of new generations with knowledge and skills that meet the requirements of the 21st century and who will share traditional moral values and ready for peaceful creation and defense of the Motherland. Education is the key tool for solving this problem. And analyzing the experience of previous eras in this process is very important. The source base of the study was the national scientific and pedagogical press of the last third of the 19th - early 20th century, which numbered about 300 publications. Applying various research methods for its analysis (cultural-historical genetics, concepts of modernization of society and education, sociocultural approach to the study of the past pedagogical reality, as well as the paradigmatic approach to the study of pedagogical phenomena of the past), the author found that in the Russian educational space through education reproduced two polar worldviews and value systems generated by them: sociocentrism (focused on the implementation of the traditionalist-conservative, conciliarity ideal of education) and anthropocentrism (aimed at the implementation of the liberal ideal of education). The author came to the conclusion that the split of pedagogical consciousness and educational space of the country gave rise to the desire of scientists and pedagogical practitioners to eliminate this situation through the development of dualistic ideal of education. All the above-mentioned ideals and value systems received their argumentation on the pages of Russian scientific and pedagogical publications of the turn of the 19th – 20thcenturies.

The article is an attempt to study the processes of transformation of the ideal of woman in Russia in the revolutionary age and changes in the moral orientations of women who had to adapt themselves and find their place in a rapidly changing country. The object of the study is the diary texts of the first quarter of the 20th century.Women's diaries as an evidence of the interaction of the author's personality with the sociocultural life of society, with the reflection on moral, ethical and social problems presented in them, allow us to see that their authors often profess new ideas about the role of women in society, family, marriage, motherhood, and about the meaning of women's work. The diarists usually strive for a harmony of traditional functions and new features. The diaries also reveal the "thought leaders" of the time, writers and publicists who had the greatest influence on the formation of women's gender identity.The article focuses on diaries written by educated residents of cities (St. Petersburg, Kiev, Voronezh, Skopin) who lived in the early 20th century and were older than 15 years. ; Данная статья является попыткой изучить процессы трансформации идеала женщины в России в революционную эпоху, изменения нравственных ориентиров женщин, которым предстояло адаптироваться и найти свое место в стремительно менявшейся стране. Объектом исследования послужили дневниковые записи первой четверти XX в.Женские дневники как свидетельство взаимодействия личности автора с социально-культурной жизнью общества, с представленной в них рефлексией по поводу морально-этических и социальных проблем, позволяют увидеть, что их авторы часто исповедуют новые представления о роли женщины в обществе, семье, браке, материнстве, о значении женского труда. Авторы обычно стремятся к гармонии традиционных функций и новых возможностей. Дневники также выявляют «властителей дум» того времени, литераторов и публицистов, оказывавших наибольшее влияние на становление женской гендерной идентичности.В статье использованы материалы дневниковых записей образованных жительниц городов (Санкт-Петербург, Киев, Воронеж, Скопин) начала XX в. старше 15 лет.

The article studies the evolution of the main structural elements of Ural metallurgy, i. e. state and private mining enterprises between the 18th – early 20th century. The author determines the main characteristics of the mining districts' economy, describes their formation process in the lands owned by the largest entrepreneur dynasties of the Demidov, Stroganov, Yakovlev, etc. Additionally, the article describes the economic, political and legal factors that influenced the changes in the number of districts during all the periods of Ural metallurgy development in the Russian Empire. ; В статье прослеживается эволюция основных структурных элементов уральской металлургии – казенных и частных горнозаводских округов – в XVIII – начале XX в. Определены базовые характеристики окружного хозяйства, представлен процесс формирования округов на основе владений крупнейших предпринимательских родов Демидовых, Строгановых, Яковлевых и др., выявлены экономические, политические и юридические факторы, влиявшие на перемены в составе округов во все периоды развития уральской металлургии в рамках Российской империи.

In the article, based on the analysis of legal acts, changes in the system of zemsky obligations on the territory of the Belarusian provinces in the second half of the 19th – the beginning of the 20th century are characterized for the first time. It was noted that in the post-reform period it functioned on the basis of the 1851 Rules of the New Organization of the Zemsky Obligations, but its structure gradually included expenditures on social sphere: financing the rural-medical part, the maintenance of institutions departments' of public charity and primary schools. The corresponding changes were fixed by the laws of 1868, 1883, 1887 and decisions approving zemsky estimates. The study made it possible to identify the main disadvantages of the existing system of zemsky obligations. They included: legislative approval of estimates for a three-year term, the impossibility of prompt redistribution of zemsky funds, bureaucratic procedures for disposing of them, long-term preparation of estimates, which was accompanied by extensive correspondence of central and local authorities. To eliminate these shortcomings, the Ministry of Internal Affairs proposed to reform the existing system of zemsky obligations by introducing Zemstvo self-government on the territory of the Belarusian provinces. However, the ministry met with opposition on this issue from the two most influential dignitaries of the late 19th century: Finance Minister S. Yu. Witte and the Chief Prosecutor of the Synod K. P. Pobedonostsev. An analysis of the estimates of zemsky obligations has led to the conclusion that in the post-reform period the zemsky tax was transformed into the main source to provide the wide range of needs of the local population. At the end of 19th – the beginning of 20th century they amounted to a total of more than 3 million rubles in year. In the structure of the estimates, the share of social spending ranged from 30–40 %. On the territory of the Vitebsk, Minsk and Mogilev provinces these resources were handed over to the institutions of local economy in 1903. In the Grodno and Vilna provinces it was kept the former order of management of the zemsky obligations according to the 1851 Rules of the New Organization of the Zemsky Obligations. Based on the analysis of estimates for these regions, it was first shown the annual amount of expenditures on zemsky duties increased 1.5 times from 1.5 to 2.3 million rubles. At the same time, the share of social spending increased by 1.3 times and reached 48 % on the eve of the First World War. During the post-reform period, the system of zemsky obligations on the territory of the Belarusian provinces underwent a significant evolution. On the basis of an analysis of legal acts and estimates of zemsky duties, it was first proved that this source of local taxation has become the main financial resource for the development of various components of the social sphere in countryside.

Производственный комплекс страны в ходе рыночных реформ конца XX – начала XXI вв. подвергся значительному разрушению, что повлекло за собой сокращение потребности в рабочей силе в сфере материального производства. Изменения, происходящие в настоящее время в системе образования Российской Федерации, диктуются потребностями сократившегося рынка рабочей силы в сфере материального производства. На современном историческом этапе одни элементы образовательной системы подвергаются адаптации к текущим условиям, другие отпадают за ненадобностью в данных условиях. Преимущество в настоящей работе отдано анализу многогранного процесса становления и развития профессионального образования, его теории, принципам подготовки будущих работников, конструировано научной базы учебного и воспитательного процессов в период развития капитализма в России и перехода от капитализма к социализму и тому, как эти принципы и наработки внедрялись в жизнь на территории Симбирской (Ульяновской) губернии во второй половине XIX – начале XX вв.
В условиях современной России изучение, сохранение и творческая переработка богатого историко-педагогического опыта создания и развития профессиональной школы для России и, в частности, для Ульяновской области имеет важнейшую значимость.

Раздел "Международные отношения" ; Автором рассматриваются причины зарождения взаимного антагонистического курса, который был характерен для китайско-южнокорейских отношений на протяжении более чем сорока лет. Проводится анализ международных отношений в Северо-Восточной Азии 1940—1960-х гг. в ракурсе складывания сначала биполярной структуры в виде двух противостоящих друг другу коалиционных систем — «малого северного треугольника: СССР—КНР—КНДР», и «малого южного треугольника: США—Япония—Республика Корея», а затем и «трехполюсной структуры» — США—СССР—КНР, а также влияния данных парадигм международных отношений на формирование курсов Китая и Южной Кореи по отношению друг к другу. Описываются основные положения нового внешнеполитического подхода правительства Ким Чон Пхиля (Kim Jong-Pil) и президента Республики Кореи Пак Чон Хи (Park Chung-hee) по отношению к социалистическим странам, включая СССР и КНР, их подход по разделению экономических и политических вопросов в развитии отношений между Южной Кореей и Китаем. В то же время выявляются причины, по которьм не произошли коренные изменения в китайско-южнокорейских отношениях в 1970-х гг. несмотря на эволюцию взглядов официального Сеула. Особое внимание уделяется вопросам зарождения и развития неполитических отношений между КНР и РК, активизации межчеловеческого общения в виде спортивных обменов и «народной дипломатии», а также описанию тех событий, которые стимулировали развитие китайско-южнокорейского диалога. В статье делается анализ «Совместного коммюнике об установлении дипломатических отношений между Китайской Народной Республикой и Республикой Кореей» от 24 августа 1992 г., как основы принципов развития межгосударственных отношений на современном этапе. В завершении даётся оценка значения нормализации китайско-южнокорейских отношений, как для Китайской Народной Республики и Республики Кореи, так и для продвижения диалога по урегулированию ситуации на Корейском полуострове и формирования стабильной политической и торгово-экономической ситуации в Северо-Восточной Азии. = The author considers the reasons for the emergence of mutually antagonistic policies determining the nature of China-South Korea relations for more than forty years. He carries out the analysis of the international relations in North-East Asia in the 1940s—1960s in the context of creation of a bipolar structure in the form of two opposing coalition systems — «the small North triangle» (the USSR—China—North Korea), «the small South triangle» (USA—Japan—South Korea) and later, the «tripartite structure» of the USA, the USSR, China — and explores the influence of these paradigms of international relations on the formation of policies in China and South Korea towards each other. The author gives a description of the basic provisions of the new foreign policy approach of Kim Jong-Pil's government and of Park Chung-hee, the President of the Republic of Korea towards socialist countries including the USSR and China, their approach to the separation of economic and political issues in the development of ties between South Korea and China. At the same time the author reveals the reasons for the lack of any significant progress in the China-South Korea relations despite the evolution in the official Seoul position. Special attention is given to the questions of origin and development of non-political relations between China and South Korea, the intensification of informal contacts in the form of joint sports events, «people's diplomacy» and also to the description of the events that stimulated the development of dialogue between the two countries. The author presents the analysis of «The Joint Communique on Establishing Diplomatic Relations Between the People's Republic of China and the Republic of Korea from August 24, 1992» as the foundation for the principles of the current interstate relations development. In conclusion, the article evaluates the significance of normalization of relations between the People's Republic of China and the Republic of Korea for both countries and for the progress in the dialogue on the settlement of issues on the Korean peninsula and the formation of stable political, trade and economic situation in North Eastern Asia.

The article considers the history of a number of resonant political cases that illustrate in the best way possible the mechanism of decision-making not only in the administration of the Turkestan region, but also in the central government of the Russian Empire. The author also focuses on the role of the Turk-estani regional security offi ce in creating 'manias' and 'phobias'. It was the incompetence of the Turkestani administration multiplied by the desire of career development of certain high-ranking offi cials that provided a breeding ground for such 'manias' and 'phobias'. ; Публикуемая статья посвящена истории нескольких резонансных политических дел, которые как нельзя лучше иллюстрируют механизм принятия решений не только администрацией Туркестанского края, но и центральными органами власти Российской империи. В фокусе нашего интереса также находится роль Туркестанского районного охранного отделения в формировании «маний» и «фобий». Они возникали на благодатной почве некомпетентности, помноженной на желание карьерного роста отдельных высокопоставленных чиновников туркестанской администрации.
