การวิจัยฉบับนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาความสอดคล้องปัจจัยเชิงสาเหตุของประสิทธิผลพุทธบูรณาการการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตรต่อข้อมูลเชิงประจักษ์ และ 2) เพื่อวิเคราะห์ปัจจัยเชิงสาเหตุที่มีอิทธิพลต่อประสิทธิผลพุทธบูรณาการการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตร กลุ่มตัวอย่างที่ใช้ในการวิจัยเป็นข้าราชการประจำ (ท้องถิ่น) ฝ่ายบริหารท้องถิ่น ฝ่ายนิติบัญญัติท้องถิ่น ลูกจ้างประจำ และพนักงานจ้าง จำนวน 550 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ ในการหาค่าสถิติพื้นฐาน และใช้โปรแกรม LISREL 8.80 Student Edition ในการพัฒนา และตรวจสอบความตรงเชิงโครงสร้างของโมเดลความสัมพันธ์เชิงสาเหตุ ผลการวิจัยพบว่า ปัจจัยเชิงสาเหตุประกอบด้วย การบริหารจัดการ ภาวะผู้นำ การมีส่วนร่วม และอิทธิบาท 4 ของประสิทธิผลการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตรมีความสอดคล้องกับข้อมูลเชิงประจักษ์ โดยมีค่าไค-สแควร์ เท่ากับ 204.64 องศาอิสระ (df) เท่ากับ 179 ความน่าจะเป็น (p) เท่ากับ 0.092 ค่าดัชนีวัดความกลมกลืน (GFI) เท่ากับ 0.97 ค่าดัชนีวัดความกลมกลืนที่ปรับแก้แล้ว (AGFI) เท่ากับ 0.95 ค่าดัชนีรากของกำลังสองเฉลี่ยของส่วนที่เหลือ (RMR) เท่ากับ 0.062 และค่าดัชนีรากกำลังสองเฉลี่ยของค่าความแตกต่างโดยประมาณ (RMSEA) เท่ากับ 0.016 อธิบายความแปรปรวนของประสิทธิผลการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตร ได้ร้อยละ 89.00 เมื่อพิจารณาอิทธิพลทางตรง และอิทธิพลทางอ้อมผ่านด้านอิทธิบาท 4 พบว่า ประสิทธิผลการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตร ได้รับอิทธิพลทางตรงจากปัจจัยเชิงสาเหตุ อิทธิบาท 4 และการบริหารจัดการ เท่ากับ 0.85 และ 0.12 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ 0.05 ตามลำดับ และอิทธิพลทางอ้อมจากการมีส่วนร่วม และการบริหารจัดการ ผ่านอิทธิบาท 4 เท่ากับ 0.38 และ 0.31 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ตามลำดับ ผลจากการวิจัยที่ได้รับครั้งนี้ ในเชิงนโยบายสามารถนำไปใช้ประกอบเป็นข้อมูลในการวางแผนยุทธศาสตร์การพัฒนาประสิทธิผลการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตรเพื่อให้เกิดความยั่งยืน และเป็นรูปธรรม เชิงวิชาการสามารถนำไปใช้เป็นกรณีตัวอย่างเพื่อการเรียนการสอน หรือการสร้างสื่อการเรียนรู้ต่างๆ ในการบูรณาการแนวคิด ทฤษฎีทางรัฐประศาสนศาสตร์ร่วมกับหลักธรรมในพระพุทธศาสนา และเชิงพื้นที่สามารถนำไปทดลองใช้ เพื่อเป็นแนวทางนำไปสู่การพัฒนาประสิทธิผลการบริหารงานขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพิจิตร หรือปกครองส่วนท้องถิ่นในจังหวัดอื่นๆ ที่มีบริบทใกล้เคียงกันสืบไป ; The purpose of research were 1) to study the causal factors of the Buddhist integration's administrative effectiveness of local governmental organizations in Phichit Province on empirical data and 2) to analyze causal factors that influence to the Buddhist integration's administrative effectiveness of local administrative organizations in Phichit province. The samples used in the research are Personnel of local governmental organizations in Phichit Province Namely, civil servants (domestic), local administration Local lawmakers, regular employees and employees employing 550 people. Analysis tool and methodology in the research are the survey and an application which made for social science research to find basic statistics and use an application "LISREL 8.80 Student Edition" to develop and validate the structural validity of the causal relationship models The research finding revealed that causal factors include Management of leadership, participation and virtue 4 of the administrative effectiveness of local governmental organizations in Phichit province is consistent with empirical data. With the chi-square value equal to 204.64 degrees of freedom (df) equal to 179, the probability (p) equals 0.092. The harmonious index (GFI) equals 0.97. The modified harmonic index (AGFI) is 0.95. The mean square root of the remaining quadratic index (RMR) is 0.062, and the mean square root index of the difference (RMSEA) is 0.016. Explain the variance of the administrative effectiveness of the governmental organization. Local in Phichit was 89.00 percent. When considering direct influence And indirect influence through Iddhipada 4 found that the administrative effectiveness of the local governmental organization in Phichit Province Directly influenced by causal factors by ranking as follows Iddhipada 4 and management With the influence of 0.85 and 0.12 with statistical significance at 0.01 and 0.05 according to the rank while the participation and leadership had the impact equal to 0.01 and -0.02 according to the level without consequence When considering the indirect influence, it was found that the effects of Iddhipada 4 were indirectly influenced by Participation and management With the impact of 0.38 and 0.31 with statistically significant at 0.01 respectively. The result of research can be reference in strategic planning of effectiveness development of the local government organization in Phichit Province for sustainability and concrete and can be reference as an example case in study or can be used for training materials integrating concepts Public Administration theory with the principles of Buddhism and can be applied the result as guideline of the development of administrative effectiveness of local governmental organizations in Phichit Province or local government in other provinces that have similar contexts

The objectives of this research are: 1) to study the relation of the personal factors toward working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, 2) to study the motivation, effected the working behaviors of employees, 3) to study the problems and the way to develop that motivation on working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province. This research used the mixed methods between quantitative and qualitative research. For the quantitative research, the sample survey were personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, selected 224 person from 510 of population. The Simple random sampling by using Taro-Yamane and data were collected by using questionnaire with the entire confidence value was equal to 0.972. The data were analyzed by using Statistical Package for the Social Science research and the descriptive statistics consisted of Frequency, Percentage, Means and Standard Deviation. The hypothesis was examined by Chi-Square test and Pearson's Product Moment Correlation Coefficient. The qualitative research applied In-Depth Interview from 18 key informants by collecting through the structured Interviews Form and analyzed through descriptive technique. The results revealed that The relationship between personal factors and performance behavior of personnel of sub-district administrative organizations in Mueang Phichit district Phichit Province found that personnel with gender, age, education level, position, duration of work income per month There was no relationship with the performance behavior of the sub- district administrative organizations in Mueang Phichit district. Pichit province. The relationship between motivation and performance Behavior of personnel of Sub –district Administrative Organizations in Mueang Phichit District Pichit province Found that overall motivation had a very high level of relationship (r= 0.861) when considering each aspect, it was found that there was a very high level of relationship 3 aspets in the discipline of work(r=0.844) human relations (r=0.818) and creativity (r=o.766) respectively and have a high level of relationship was the responsibility (r=0.74) With all aspects having a statistically significant relationship at 0.01 level. Guidelines for developing incentives that affect the performance behavior of personnel of the sub-district administrative organizations in Mueang Phichit District Phichit Province 1) policy and management guidelines should be established to cover all positions. 2) management should have a vision, open to listen to the opinions of the personnel and sincere in solving various problems 3) the duties and responsibilities should be defined appropriately and there were procedures for standardized operations, not overlapping 4) should allow personnel to be responsible for the task that was appropriate and open to the opportunity to use creativity to apply in the work without leaving the rules and regulations 6) In practice and evaluation of work, the moral system should be used for transparency. 7) the principles of good governance should be used in the implementation of the government to be more concrete. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัจจัยส่วนบุคคลที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน 2) เพื่อศึกษาแรงจูงใจที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน และ 3) เพื่อศึกษาปัญหาและแนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของพนักงานองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร วิธีการวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นบุคลากรในองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร จำนวน 224 คน จากประชากรทั้งหมด 510 คน โดยใช้สูตรของ ทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดยใช้สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์โดยทดสอบสมมติฐานโดยการทดสอบแบบไค-สแคว์และการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 18 รูป/คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่า บุคลากรที่มีเพศ อายุ ระดับการศึกษา ตำแหน่ง ระยะเวลาปฏิบัติงาน รายได้ต่อเดือน ไม่มีความสัมพันธ์กับพฤติกรรมการปฏิบัติงานขององค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร ความสัมพันธ์ระหว่างแรงจูงใจกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่าแรงจูงใจโดยรวมมีความสัมพันธ์ในระดับสูงมาก (r=0.861) เมื่อพิจารณาเป็นรายด้าน พบว่า มีความสัมพันธ์ในระดับสูงมาก 3 ด้าน ด้านวินัยในการทำงาน (r=0.844) ด้านมนุษยสัมพันธ์ (r=0.818)และด้านความคิดสร้างสรรค์ (r=0.766)ตามลำดับ และมีความสัมพันธ์ในระดับสูง คือด้านความรับผิดชอบ (r=0.749) โดยทุกด้านมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร 1) นโยบายและแนวทางการบริหารงานควรจัดทำให้ครอบคลุมทุกตำแหน่งหน้าที่ 2) ผู้บริหารควรมีวิสัยทัศน์ เปิดกว้างรับฟังความคิดเห็นของบุคลากรและจริงใจในการแก้ไขปัญหาต่าง ๆ 3) หน้าที่และความรับผิดชอบควรมีการกำหนดให้เหมาะสมและมีขั้นตอนในการการปฏิบัติงานที่ได้มาตรฐาน ไม่ทับซ้อนกัน 4) ควรให้บุคลากรรับผิดชอบงานที่ถนัดและเปิดโอกาสให้ใช้ความคิดสร้างสรรค์มาประยุกต์ใช้ในการปฏิบัติงานโดยไม่ออกนอกกรอบกฎ ระเบียบ 5) ส่งเสริมบุคลากรเข้าอบรมในงานที่ยังขาดความรู้ 6)ในการปฏิบัติและประเมินผลงานควรใช้ระบบคุณธรรมเพื่อความโปร่งใส 7) ควรนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติราชการให้เป็นรูปธรรมมากยิ่งขึ้น

The objective of this article is to bring the conceptual idea in "Here Comes Everybody: The Power of Organizing without Organizations," written by the communication scientist-Clay Shirkey whose scholarly interests are on social change phenomena and he proposes social network's system after the emergence of WEB 2.0 which impacts on the dynamics of new social movement, and it changes the way social organizations are formed. The framework to understand phenomena in Thai society by three-level process in the formation of social organization is as follows: 1) Sharing, 2) Cooperation, and 3) Collective Action. In this article, four case studies in Thailand are investigated. The finding shows this new social tool is not only able to empower and help ordinary people to advocate their individual and communal problems through story-telling but also potentially allows members of the intra-network to connect and exchange information to each other. Furthermore, this tool fairly helps facilitating thesocial organizations at two prior levels. Nevertheless, there're still challenges for social organizations to transform their action into "collective action" level, and to sustainably maintain the leverage of groups. ; บทความชิ้นนี้มีจุดมุ่งหมายเพื่อทดลองนำข้อเสนอจากหนังสือเรื่อง Here Comes Everybody: The Power of Organizing Without Organizations โดย เคลย์ เชอร์กี้ นักการสื่อสารเพื่อการเปลี่ยนแปลงทางสังคม ที่กล่าวถึงโลกของสังคมเครือข่ายภายหลังการเกิดขึ้นของระบบเว็บ 2.0 จนก่อให้เกิดผลกระทบต่อพลวัตกลุ่มทางสังคมแบบใหม่ รวมถึงการจัดตั้งกลุ่มองค์กรทางสังคม (Organization) ที่เปลี่ยนแปลงไปจากเดิมมาใช้มาเป็นกรอบในการมองปรากฏการณ์ในสังคมไทยผ่านเครื่องมือที่สามารถสร้างผลกระทบต่อการรวมกลุ่มแบบใหม่ 3 ระดับ คือ 1) การแบ่งปัน (sharing) 2) การประสานงานกัน (cooperative) และ 3) การเคลื่อนไหวเป็นกลุ่ม (Collective Action) โดยวิเคราะห์ผ่าน 4 กรณีศึกษาในสังคมไทย พบว่าเครื่องมือทางสังคมแบบใหม่นี้ได้ช่วย "เสริมพลัง" (Empower) และ "ขยายเสียง" (Advocate) ให้กับ "ผู้คนสามัญ" (Ordinary People) ในการบอกเล่าเรื่องราวความเดือดร้อนของตนและชุมชน ทั้งยังมีศักยภาพในการเชื่อมต่อและแลกเปลี่ยนข้อมูลภายในเครือข่ายร่วมกัน จากการศึกษายังพบว่า เครื่องมือนี้เอื้อให้เกิดการรวมกลุ่มทางสังคมที่สำคัญในสองระดับแรก แต่ยังขาดศักยภาพที่จะไปสู่ "การเคลื่อนไหวเป็นกลุ่ม" (Collective Action) ได้รวมถึงการรักษาพลังของการรวมกลุ่มให้เกิดความยั่งยืนยังเป็นข้อท้าทายอย่างยิ่ง

The objectives of this research were: 1) to study the model of good governance of Sub-district Administration Organization in KraiNok, Kong KraiLat District, Sukhothai Province, 2) To study the opinions on the good governance of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province By classified by personal factors 3) To study guidelines for the development of a good governance model of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province according to good governance principles. This research used the mixed methods between the quantitative and qualitative research. For quantitative research was a survey conducted with 370 persons from 4,444 persons of the population. Simple random sampling was applied by using Taro-Yamane. Data were collected by the questionnaires and were analyzed by using Statistical Package for the social science research. The statistic tools for analyzing the common data of population were Frequency and Percentage. The statistic tools to analyze the opinions' level toward the strategy to improve the quality of life of people in the Sub-district Administration Organization in KraiNok, Kong Krai Lat District, Sukhothai Province were Frequency, Percentage, Means, Standard Deviation and tested the hypothesis by describing the personal factors. F-test and T-test were used for testing of variance as well as pair-wise comparison. repeated-measure One Way ANOVA and Least Significant Difference were used for analyzing the data. For Qualitative research, In-Depth Interview with 14 key informants was used to analyze the data and using the context clues technique by descriptive content analysis. The results revealed that 1) In research on the good governance model of Krai Nok Sub-district Administration Organization Kong Krailat District Sukhothai Province By McKinsey's 7-S model, the people's opinion on the good governance model found that the overall view was at a high level (= 4.07, S.D. = 0.568) when considered In each aspect, namely the structure of the strategy, the personnel system, the skills leader and the value found that the opinions of the people were at a high level in all aspects 2) The results of people's opinion towards good governance model of Krai Nok Sub-district Administration Organization Kong Krailat District Sukhothai Province classified by personal factors such as gender, age, education, occupation and income, found that people with different incomes there were different opinions with statistically significant at 0.01 level. Therefore, accepting research hypotheses. For gender, age, education and occupation was different, affecting opinions on good governance model not different, therefore rejected the research hypothesis. 3) good governancemodel of Krai Nok Sub-district Administration Organization outside the district Kong Krailat, Sukhothai Province According to good governance principles, such as 1) There should be an analysis of the current situation of the organization before creating a plan every time to bring weaknesses, strengths, opportunities, and threats in accordance with the problems and various environmental conditions that are constantly changing 2) The executives and the head of the department should decentralize decision-making and allow personnel to participate in proposing new ideas or ideas in policy formulation. Responsible together to create responsibility for each individual according to the assigned line, reinforce the character in a positive way. ; งานวิจัยฉบับนี้มีวัตถุประสงค์คือ (1) เพื่อศึกษาการใช้หลักอิทธิบาท 4 ในการจัดการท้องถิ่นของบุคลากรองค์การบริหารส่วนตำบลสีออ อำเภอกุมภวาปี จังหวัดอุดรธานี (2) เพื่อศึกษาเปรียบเทียบการใช้หลักอิทธิบาท 4 ในการจัดการท้องถิ่นของบุคลากรองค์การบริหารส่วนตำบลสีออ อำเภอกุมภวาปี จังหวัดอุดรธานีและ (3) เพื่อศึกษาแนวทางพัฒนาการใช้หลักอิทธิบาท 4 ในการจัดการท้องถิ่นของบุคลากรองค์การบริหารส่วนตำบลสีออ อำเภอกุมภวาปี จังหวัดอุดรธานี การวิจัยนี้เป็นการวิจัยเชิงผสมผสาน (Mixed Method) ด้วยการวิจัยเชิงปริมาณ (Qualitative Research) โดยการแจกแบบสอบถาม และการวิจัยเชิงคุณภาพ (Qualitative Research)โดยการสัมภาษณ์, สำหรับเชิงปริมาณกลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ บุคลากรองค์การบริหารส่วนตำบลสีออ อำเภอกุมภวาปี จังหวัดอุดรธานี จำนวน 97 คน จากการสุ่มตัวอย่างที่เหมาะสมโดยการเปิดตาราง เคชี่และมอร์แกน จาก ประชากรจำนวน 128 คน ใช้เทคนิควิธีการสุ่มตัวอย่างง่าย (Simple Random Sampling)โดยวิธีจับฉลากและสำหรับการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างผู้ให้ข้อมูลหลักในการสัมภาษณ์ได้แก่ผู้บริหารองค์การบริหารส่วนตำบลสีออ ใช้เทคนิควิธีการสุ่มตัวอย่างโดยวิธีเจาะจง (Purposive Random Sampling) เครื่องมือที่ใช้ในการวิจัยได้แก่แบบสอบถามและแบบสัมภาษณ์วิเคราะห์ข้อมูลด้วยเครื่องคอมพิวเตอร์โปรแกรมสำเร็จรูปทางสังคมศาสตร์โดยใช้สถิติความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย ( ) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) แบบทดสอบสมมติฐานโดยการวิเคราะห์ข้อมูล ความแปรปรวนทางเดียว (One Way ANOVA) สำหรับแบบสัมภาษณ์ วิเคราะห์ข้อมูลเชิงเนื้อหาอธิบายในรูปของความเรียง ผลการวิจัยพบว่า ผู้ตอบแบบสอบถามส่วนใหญ่มีอายุต่ำกว่า 35 ปี จำนวน 32 คน คิดเป็นร้อยละ 33.0 มีระดับการศึกษาต่ำกว่าปริญญาตรี จำนวน 32 คน คิดเป็นร้อยละ 33.0 และมีประสบการณ์การทำงาน จำนวน 29 คน คิดเป็นร้อยละ29.9 บุคลากรมีการใช้หลักอิทธิบาท 4 ในการบริหารจัดการองค์กรส่วนท้องถิ่น ในภาพรวม อยู่ในระดับมาก โดยมีค่าเฉลี่ยเท่ากับ ( = 3.66) เมื่อพิจารณา ในรายด้านพบว่า บุคลากรมีการใช้หลักอิทธิบาท 4 ในการบริหารจัดการองค์กรส่วนท้องถิ่น อยู่ในระดับมากทุกด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านฉันทะ ( = 3.70) ด้านวิริยะ ( = 3.69) ด้านจิตตะ ( = 3.63) และด้านวิมังสา ( = 3.62) ตามลำดับ บุคลากรที่มีอายุและประสบการณ์การทำงานต่างกัน มีการใช้หลักอิทธิบาท 4 ในการบริหารจัดการองค์กรส่วนท้องถิ่น แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนบุคลากรที่มีระดับการศึกษา ต่างกัน มีการใช้หลักอิทธิบาท 4 ในการบริหารจัดการองค์กรส่วนท้องถิ่น ไม่แตกต่างกัน มีแนวทางพัฒนาการใช้หลักแนวทางการใช้หลักอิทธิบาท 4 ในการจัดการท้องถิ่นของบุคลากรองค์การบริหารส่วนตำบลสีออ อำเภอกุมภวาปี จังหวัดอุดรธานี คือ 4.1. ด้านฉันทะ (ความพอใจในสิ่งที่มีอยู่) จำเป็นจะต้องให้บุคลากรใช้ความพอใจในสิ่งที่มีอยู่พิจารณาในการบริหารจัดการส่วนท้องถิ่นอย่างรอบครอบและทำการตัดสินใจอย่างมีเหตุผลในการบริหารจัดการอย่างมีประสิทธิผล 4.2. ด้านวิริยะ (ความเพียรพยายาม) จำเป็นจะต้องให้บุคลากรมีความจริงใจในการบริหารจัดการท้องถิ่นและสร้างเสริมความรับผิดชอบในตัวบุคลากรโดยอาศัยความเพียรพยายามในส่วนของแต่ละบุคลตามสายงานที่ได้รับมอบหมายในการบริหารจัดการ 4.3. ด้านจิตะ (ความตั้งใจในสิ่งที่ทำอยู่) จำเป็นจะต้องให้บุคลากรมีความเสียสละตั้งในในการบริหารจัดการท้องถิ่น เพื่อประโยชน์ขององค์กรเสริมศักยภาพในการบริหารจัดการเสริมสร้างความเข้าใจและจิตสำนึกในตัวของบุคลากร 4.4. ด้านวิมังสา (ความไตร่ตรองหาเหตุผล) จำเป็นจะต้องให้บุคลากรใช้สติกำกับในการควบคุมอารมณ์ในการบริหารจัดการส่วนท้องถิ่นที่ได้รับมอบหมาย รับผิดชอบร่วมกันสร้างความรับผิดชอบในส่วนของแต่ละบุคคลตามสายงานที่ได้รับมอบหมายเสริมสร้างลักษณะนิสัยในทางบวก

The objectives of this research were: 1) to study the state of the human resource management according to the principles of Raja-Sangahavatthu (virtues making for national integration) of the administrators of local administrative organizations in Thapkhlo District, Phichit Province, 2) to study the relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province, and 3) to study the problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province. This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 141 staffs at the municipality and local administrative organizations in Thapkhlo District, Phichit Province from 216 staffs with the table of Taro Yamane. The tools of the research were questionnaire with the 0.968 of reliability and in-depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Pearson's Product Moment Correlation Coefficient. Results of the Research Overall, the state of the human resource management of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province was at the high level ( =3.65). When considering each aspect, it was found that the human resource management in the planning was at the highest level ( =3.78). Then, it was the human resource management in the maintaining ( =3.65). However, the human resource management in the developing was at the lowest level ( =3.57). Moreover, the staffs had the opinion to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province in the research was at the high level ( =3.54). When considering each aspect, it was found that the human resource management in the Purisamedha (shrewdness in the promotion and encouragement of government officials) was at the highest level ( =3.66). Then, it was the human resource management in the Sassamedha (shrewdness in agricultural promotion) ( =3.60). However, the human resource management in the Vachapeyya (kindly and convincing speech) was at the lowest level ( =3.32). The relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that overall, the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the low level (r = 0.249**). When considering each aspect, it was found that the human resource management according to Sassamedha of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the middle level. The human resource management according to Vachapeyya of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the negative relationship at the low level. Therefore, the research hypothesis was accepted. The problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that the administrators did not plan the man power for the future. The staffs were recruited from the intimates. The administrators did not give the opportunities to the people having the knowledge and capability in the recruitment of the staffs. Some local administrators did not promote the staffs for the training. The suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province were that the administrators should set the frame of the staffs suitable to the work by planning the man power continuously every year. The recruitment of the staffs should be announced, have the public relations thoroughly and specify the criterion by considering the knowledge and capability and recruiting the people within the organization and the other people. Moreover, the administrators should promote the staffs for the training and development. ; การวิจัยในครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร 2) เพื่อศึกษาความสัมพันธ์ในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร การวิจัยครั้งนี้ เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างที่เป็นพนักงานเทศบาลและพนักงานองค์การบริหารส่วนตำบลในอำเภอทับคล้อ จังหวัดพิจิตร จำนวน 141 คน จากประชากรทั้งหมดจำนวน 216 คน สุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.968 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 11 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า สภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวมอยู่ในลำดับมาก ( = 3.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารทรัพยากรมนุษย์ในด้านการวางแผน มีความคิดเห็นในลำดับมากที่สุด ( = 3.78) รองลงมาคือ ด้านการธำรงรักษา ( =3.65) และน้อยที่สุดคือ ด้านการพัฒนา ( =3.57) ตามลำดับ สำหรับความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวม อยู่ในลำดับมาก ( = 3.54) และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุริสเมธะ มีความคิดเห็นในลำดับมากที่สุด ( = 3.66) รองลงมาคือ ด้านสัสสเมธะ ( =3.60) และน้อยที่สุดคือ ด้านวาชเปยยะ ( =3.32) ความสัมพันธ์ระหว่างการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า การบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร โดยภาพรวม มีความสัมพันธ์เชิงบวกในลำดับต่ำ (r = 0.249**) เมื่อแยกเป็นรายด้าน พบว่า ด้านสัสสเมธะ มีความสัมพันธ์เชิงบวกในลำดับปานกลาง ด้านปุริสเมธะและด้านสัมมาปาสะ มีความสัมพันธ์เชิงบวกในลำดับต่ำ ส่วนด้านวาชเปยยะ มีความสัมพันธ์เชิงลบในลำดับต่ำ จึงยอมรับสมมติฐานการวิจัย ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ไม่ได้มีการวางแผนอัตรากำลังคนไว้เผื่ออนาคต พนักงานจ้างตามภารกิจและพนักงานจ้างทั่วไปบรรจุจากบุคคลใกล้ชิด ไม่เปิดโอกาสให้คนที่มีความรู้ความสามารถเข้ามาเป็นพนักงาน ผู้บริหารท้องถิ่นบางคนไม่ส่งเสริมพนักงานให้ไปเข้ารับการฝึกอบรมพัฒนาหลักสูตรต่าง ๆ ฉะนั้น ควรกำหนดกรอบพนักงานให้สอดคล้องกับงาน โดยวางแผนอัตรากำลังคนอย่างต่อเนื่องทุกปี สำหรับการรับสมัครพนักงานก็ควรติดประกาศและ/หรือประชาสัมพันธ์ให้ทราบโดยทั่วไป จะต้องมีเกณฑ์ในการรับบุคคลเข้าทำงานโดยพิจารณาจากความรู้ความสามารถ โดยรับทั้งจากบุคลากรภายในหรือภายนอกหน่วยงาน ส่งเสริมพนักงานให้เข้ารับการฝึกอบรมและพัฒนา

The objectives of the research on the study and extensive review of cultural identity of the ASEAN countries leading to development guidelines and enhancing the awareness in ASEAN identity were to study and extensive review of cultural identity of the ASEAN countries, and develop guidelines for enhancing the awareness in the ASEAN identity. This research is the qualitative research methodology which is comprised of the process of studying, analyzing data from documents, documentary research, in-depth interview and expert group discussions to develop guidelines for enhancing awareness in ASEAN identity. The results showed that the cultural identity of ASEAN countries consists of; 1) Peace, freedom and harmony; 2) Stability and steadiness; 3) Unity; 4) Mutual benefit cooperation; 5) Reliance; 6) Giving people as a center of development; 7) Mutual respect; 8) ASEAN organizational structure; 9) Flexibility; 10) Consciousness of love in art and culture; 11) Participation; 12) Southeast Asia territory; 13) ASEAN flag; 14) ASEAN music; 15) Rice symbol; and 16) Mutual understanding. With all identities would also reflect the culture, tradition, rules and social systems of various countries in the ASEAN community. Therefore, in order to create a total consciousness of ASEAN, it is necessary to build guidelines to enhance awareness and recognition in the ASEAN identity as follows; 1) Using English in daily life; 2) Learning different cultures 3; Learning in real situations and practice; 4) Cultivating consciousness and attitude; 5) Working as a team, by combining many nationalities; 6) Excursions in neighboring countries, etc.
