For many centuries, the landscape and cultural history of the Netherlands have been influenced by the rural estates of large landowners. Their country houses with gardens, parks and farmland formed an important combination of practical aspects of economic management and aesthetic landscaping. Many castles or country houses were linked to large landholdings of several hundred, sometimes even thousands of hectares, as in the case of the Veluwezoom in the Province of Gelderland. Since the late Middle Ages this area, now known as Gelders Arcadia, has been popular with the landed elite, whose ranks have included noble families, stadtholders, city regents and bankers. The undulating landscape, the rivers and brooks and the fertile land was ideally suited to the creation of the desired combination of productive and aesthetic landscapes. One of the special aspects of the Gelders Arcadia estate zone is that it represents nearly every stage in the development of the Dutch country estate, from the emergence of castles and lordships (c. 500-1600), to the foundation of small country retreats by town regents (c. 1600-1800), and the creation of villa-like country estates for a new elite of bankers, industrialists and lawyers (c. 1800-1940). The historic country houses and landed estates are manifestations of their time and therefore very diverse, ranging from transformed noble castles with large landholdings to the rural retreats of town regents to villa-like country houses for the newly wealthy. Not only the architecture of the house and park, but also the use, the anchoring in the cultural landscape and the social significance underwent development. A historical-geographical approach was used to analyse location and distribution patterns and to investigate the size, character and functions of country estates in each period from an economic, political, societal and social perspective. The trend that saw care, welfare and educational institutions being expected to collaborate at a local level began in the 1980s. This is now standard practice, with, for example, the implementation of the WMO (Social Support Act) or the Brede School (a network of provisions for children, parents and district with the school at its core), but Zuidersma noticed that this was still very much in its infancy fifteen years ago. She conducted research into local collaboration between care and educational institutions with a focus on Nursing and Care programmes. 'What was already conceived in 1980 was only introduced from 1997 onwards. In my research I discovered that there was great call for collaboration but that very little was known about how this should take shape and which attitudes should be fostered to achieve a concrete result.' Success factors Questionnaires and observations of dozens of collaborating organizations helped Zuidersma come up with a number of critical success factors. First, the institutions involved need to be aware that their partnership is not an organization in itself but a network with a specific goal. This actually requires the different layers at the partner organizations to interact: for example, the manager of a care institution speaking directly with a teacher at a school. Together with this multilayered aspect, Zuidersma introduces the term of reciprocity, in which not the status of the organization is the main focus but, for example, the interest of students or patients. Over the course of time the organizations should sense where this joint interest lies and none of them should dictate the agenda. They must be able to grow together. This is crucial to the success of a project. 'I noticed that the parties involved generally collaborate well, but that if things are proceeding less smoothly the organizations stake out their positions, making effective consultation more difficult.' Two other factors that Zuidersma distinguishes are that the collaboration has a long-term perspective and that those working in such a partnership are accessible, both physically and digitally. Measuring instrument On the basis of her research Zuidersma can provide a method which organizations working in different social fields can use to structure their partnership. This includes a measuring instrument that makes it clear whether objectives are being achieved and an observation method that determines whether difficult discussions involving divergent interests are actually effective. It is also a good test for checking whether collaboration is worthwhile at all, says Zuidersma. 'I hope that my thesis will communicate the message that one can look at these conditions and say with certainty: we will not opt for collaboration at present. Organizations must look very critically at whether they have a joint objective; otherwise they should not even begin. You should never collaborate for the sake of collaborating.'

The study of the Bulgarian system of political parties assumed a relatively important position in the context of research in the genesis of party and political arrangements in post-communist countries of Central, South-East and Eastern Europe in the 1990s. It can be said that, in spite of certain delay, Bulgarian multipartism became one of the privileged subjects of that research, similarly to post-communist pluralisms in Poland, Hungary and the Czech Republic (and/or Czechoslovakia). The attention given to Bulgarian party system was not a mere coincidence. The fact is that apart from some endemic peculiarities, Bulgarian multipartism also showed – and still, to a large extent, shows - some distinct features of indisputable interest and importance for the construction of models of formation of pluralist party systems, features linked especially with the complex phenomenon of Bulgarian post-communist party and political (bi)polarisation and its medium and long term system forming consequences. This article is a contribution to the discussion about the remarkable aspects of Bulgarian post-communist multipartism. In this perspective, special attention will be paid to links between the Bulgarian model of major pole dualism (Union of Democratic Forces, SDS, and Bulgarian Socialist Party, BSP), the format of its party system and the systemic effect of the "extended" ("protracted") initial social and political polarisation. The objectives of this research were: 1) to study the state of the human resource management according to the principles of Raja-Sangahavatthu (virtues making for national integration) of the administrators of local administrative organizations in Thapkhlo District, Phichit Province, 2) to study the relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province, and 3) to study the problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province. This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 141 staffs at the municipality and local administrative organizations in Thapkhlo District, Phichit Province from 216 staffs with the table of Taro Yamane. The tools of the research were questionnaire with the 0.968 of reliability and in-depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Pearson's Product Moment Correlation Coefficient. Results of the Research Overall, the state of the human resource management of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province was at the high level ( =3.65). When considering each aspect, it was found that the human resource management in the planning was at the highest level ( =3.78). Then, it was the human resource management in the maintaining ( =3.65). However, the human resource management in the developing was at the lowest level ( =3.57). Moreover, the staffs had the opinion to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province in the research was at the high level ( =3.54). When considering each aspect, it was found that the human resource management in the Purisamedha (shrewdness in the promotion and encouragement of government officials) was at the highest level ( =3.66). Then, it was the human resource management in the Sassamedha (shrewdness in agricultural promotion) ( =3.60). However, the human resource management in the Vachapeyya (kindly and convincing speech) was at the lowest level ( =3.32). The relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that overall, the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the low level (r = 0.249**). When considering each aspect, it was found that the human resource management according to Sassamedha of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the middle level. The human resource management according to Vachapeyya of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the negative relationship at the low level. Therefore, the research hypothesis was accepted. The problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that the administrators did not plan the man power for the future. The staffs were recruited from the intimates. The administrators did not give the opportunities to the people having the knowledge and capability in the recruitment of the staffs. Some local administrators did not promote the staffs for the training. The suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province were that the administrators should set the frame of the staffs suitable to the work by planning the man power continuously every year. The recruitment of the staffs should be announced, have the public relations thoroughly and specify the criterion by considering the knowledge and capability and recruiting the people within the organization and the other people. Moreover, the administrators should promote the staffs for the training and development. ; การวิจัยในครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร 2) เพื่อศึกษาความสัมพันธ์ในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร การวิจัยครั้งนี้ เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างที่เป็นพนักงานเทศบาลและพนักงานองค์การบริหารส่วนตำบลในอำเภอทับคล้อ จังหวัดพิจิตร จำนวน 141 คน จากประชากรทั้งหมดจำนวน 216 คน สุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.968 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 11 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า สภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวมอยู่ในลำดับมาก ( = 3.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารทรัพยากรมนุษย์ในด้านการวางแผน มีความคิดเห็นในลำดับมากที่สุด ( = 3.78) รองลงมาคือ ด้านการธำรงรักษา ( =3.65) และน้อยที่สุดคือ ด้านการพัฒนา ( =3.57) ตามลำดับ สำหรับความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวม อยู่ในลำดับมาก ( = 3.54) และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุริสเมธะ มีความคิดเห็นในลำดับมากที่สุด ( = 3.66) รองลงมาคือ ด้านสัสสเมธะ ( =3.60) และน้อยที่สุดคือ ด้านวาชเปยยะ ( =3.32) ความสัมพันธ์ระหว่างการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า การบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร โดยภาพรวม มีความสัมพันธ์เชิงบวกในลำดับต่ำ (r = 0.249**) เมื่อแยกเป็นรายด้าน พบว่า ด้านสัสสเมธะ มีความสัมพันธ์เชิงบวกในลำดับปานกลาง ด้านปุริสเมธะและด้านสัมมาปาสะ มีความสัมพันธ์เชิงบวกในลำดับต่ำ ส่วนด้านวาชเปยยะ มีความสัมพันธ์เชิงลบในลำดับต่ำ จึงยอมรับสมมติฐานการวิจัย ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ไม่ได้มีการวางแผนอัตรากำลังคนไว้เผื่ออนาคต พนักงานจ้างตามภารกิจและพนักงานจ้างทั่วไปบรรจุจากบุคคลใกล้ชิด ไม่เปิดโอกาสให้คนที่มีความรู้ความสามารถเข้ามาเป็นพนักงาน ผู้บริหารท้องถิ่นบางคนไม่ส่งเสริมพนักงานให้ไปเข้ารับการฝึกอบรมพัฒนาหลักสูตรต่าง ๆ ฉะนั้น ควรกำหนดกรอบพนักงานให้สอดคล้องกับงาน โดยวางแผนอัตรากำลังคนอย่างต่อเนื่องทุกปี สำหรับการรับสมัครพนักงานก็ควรติดประกาศและ/หรือประชาสัมพันธ์ให้ทราบโดยทั่วไป จะต้องมีเกณฑ์ในการรับบุคคลเข้าทำงานโดยพิจารณาจากความรู้ความสามารถ โดยรับทั้งจากบุคลากรภายในหรือภายนอกหน่วยงาน ส่งเสริมพนักงานให้เข้ารับการฝึกอบรมและพัฒนา

The objectives of this research are: 1) to study the relation of the personal factors toward working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, 2) to study the motivation, effected the working behaviors of employees, 3) to study the problems and the way to develop that motivation on working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province. This research used the mixed methods between quantitative and qualitative research. For the quantitative research, the sample survey were personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, selected 224 person from 510 of population. The Simple random sampling by using Taro-Yamane and data were collected by using questionnaire with the entire confidence value was equal to 0.972. The data were analyzed by using Statistical Package for the Social Science research and the descriptive statistics consisted of Frequency, Percentage, Means and Standard Deviation. The hypothesis was examined by Chi-Square test and Pearson's Product Moment Correlation Coefficient. The qualitative research applied In-Depth Interview from 18 key informants by collecting through the structured Interviews Form and analyzed through descriptive technique. The results revealed that The relationship between personal factors and performance behavior of personnel of sub-district administrative organizations in Mueang Phichit district Phichit Province found that personnel with gender, age, education level, position, duration of work income per month There was no relationship with the performance behavior of the sub- district administrative organizations in Mueang Phichit district. Guidelines for developing incentives that affect the performance behavior of personnel of the sub-district administrative organizations in Mueang Phichit District Phichit Province 1) policy and management guidelines should be established to cover all positions. 2) management should have a vision, open to listen to the opinions of the personnel and sincere in solving various problems 3) the duties and responsibilities should be defined appropriately and there were procedures for standardized operations, not overlapping 4) should allow personnel to be responsible for the task that was appropriate and open to the opportunity to use creativity to apply in the work without leaving the rules and regulations 6) In practice and evaluation of work, the moral system should be used for transparency. 7) the principles of good governance should be used in the implementation of the government to be more concrete. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัจจัยส่วนบุคคลที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน 2) เพื่อศึกษาแรงจูงใจที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน และ 3) เพื่อศึกษาปัญหาและแนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของพนักงานองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร วิธีการวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นบุคลากรในองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร จำนวน 224 คน จากประชากรทั้งหมด 510 คน โดยใช้สูตรของ ทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดยใช้สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์โดยทดสอบสมมติฐานโดยการทดสอบแบบไค-สแคว์และการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 18 รูป/คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่า บุคลากรที่มีเพศ อายุ ระดับการศึกษา ตำแหน่ง ระยะเวลาปฏิบัติงาน รายได้ต่อเดือน ไม่มีความสัมพันธ์กับพฤติกรรมการปฏิบัติงานขององค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร ความสัมพันธ์ระหว่างแรงจูงใจกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่าแรงจูงใจโดยรวมมีความสัมพันธ์ในระดับสูงมาก (r=0.861) เมื่อพิจารณาเป็นรายด้าน พบว่า มีความสัมพันธ์ในระดับสูงมาก 3 ด้าน ด้านวินัยในการทำงาน (r=0.844) ด้านมนุษยสัมพันธ์ (r=0.818)และด้านความคิดสร้างสรรค์ (r=0.766)ตามลำดับ และมีความสัมพันธ์ในระดับสูง คือด้านความรับผิดชอบ (r=0.749) โดยทุกด้านมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร 1) นโยบายและแนวทางการบริหารงานควรจัดทำให้ครอบคลุมทุกตำแหน่งหน้าที่ 2) ผู้บริหารควรมีวิสัยทัศน์ เปิดกว้างรับฟังความคิดเห็นของบุคลากรและจริงใจในการแก้ไขปัญหาต่าง ๆ 3) หน้าที่และความรับผิดชอบควรมีการกำหนดให้เหมาะสมและมีขั้นตอนในการการปฏิบัติงานที่ได้มาตรฐาน ไม่ทับซ้อนกัน 4) ควรให้บุคลากรรับผิดชอบงานที่ถนัดและเปิดโอกาสให้ใช้ความคิดสร้างสรรค์มาประยุกต์ใช้ในการปฏิบัติงานโดยไม่ออกนอกกรอบกฎ ระเบียบ 5) ส่งเสริมบุคลากรเข้าอบรมในงานที่ยังขาดความรู้ 6)ในการปฏิบัติและประเมินผลงานควรใช้ระบบคุณธรรมเพื่อความโปร่งใส 7) ควรนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติราชการให้เป็นรูปธรรมมากยิ่งขึ้น

Text reflektuje úlohu vysokých škol ve společenských změnách, konkrétně v procesech transformace společnosti k udržitelnému rozvoji. Vychází z dokumentu Úmluva o vysokoškolském vzdělávání pro udržitelný rozvoj, který vznikl a byl představen u příležitosti konference Rio+20 v roce 2012 a který předkládá vizi celkové proměny univerzit související s celospolečenskými požadavky na udržitelné vzdělávání ‑ zahrnuje všechny aspekty života vysokoškolských institucí (výuku, správu, vzdělávací politiku). V tomto rámci autoři ukazují hlavní, v současné době probíhající změny ve vysokoškolském vzdělávání, a to v šesti okruzích, které zahrnují: hodnotové předpoklady akce, holistický přístup, změny v nakládání se znalostmi, důraz na procesy učení a na kompetence (jejichž význam mezi vzdělávacími cíli roste), a způsoby hodnocení kvality procesu a výsledku učení. Rekapitulují dopad těchto trendů v českém vzdělávacím prostředí i možnosti budoucího vývoje; ukazují, jak reálně probíhající změny souvisí s proměnou vědeckých paradigmat i vzdělávacích teorií. Navrhují popsat tento vývoj jako proměnu vzdělávacího žánru, tedy především s ohledem na to, jak jsou poznatky komunikovány, jak se proměňuje způsob jejich přenosu či sdílení ve vzdělávacím procesu. Ukazují, s jakými novými charakteristikami tohoto procesu bude postupně nutno počítat, a nabízejí možná budoucí výzkumná témata s tím související. ; This paper reflects on the role of universities in social changes, particularly in processes of societal transformation towards sustainable development. It is based on the document Peoples' Sustainability Treaty on Higher Education Towards Sustainable Development, produced for and introduced on the occasion of the Rio+20 Conference in 2012, which presents a vision for an overall transformation of universities related to the society-wide requirement for sustainable education involving every aspect of higher education institutions (curricula and teaching, campus operations, community engagement, cultural change). Within this framework, the authors demonstrate the main changes currently underway in higher education within six spheres that include: value-based preconditions for action, a holistic approach, knowledge management, an emphasis on learning processes and competencies (the importance of which is growing among education objectives), and methods of evaluating quality of learning process and learning outcomes . They recapitulate the impact of these trends within the Czech education environment and opportunities for future development; they show how real world changes in progress are related to the transformation of both scientific paradigms and education theories. They propose describing this development as a change of education genre, primarily with respect to how knowledge is communicated. They show what new processes in education will gradually have to be taken into account, and offer potential future research topics related to these.

The objectives of this research were: 1) to study the model of good governance of Sub-district Administration Organization in KraiNok, Kong KraiLat District, Sukhothai Province, 2) To study the opinions on the good governance of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province By classified by personal factors 3) To study guidelines for the development of a good governance model of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province according to good governance principles. This research used the mixed methods between the quantitative and qualitative research. For quantitative research was a survey conducted with 370 persons from 4,444 persons of the population. Simple random sampling was applied by using Taro-Yamane. Data were collected by the questionnaires and were analyzed by using Statistical Package for the social science research. The statistic tools for analyzing the common data of population were Frequency and Percentage. The statistic tools to analyze the opinions' level toward the strategy to improve the quality of life of people in the Sub-district Administration Organization in KraiNok, Kong Krai Lat District, Sukhothai Province were Frequency, Percentage, Means, Standard Deviation and tested the hypothesis by describing the personal factors. The study entitled "policy and mechanism in elders' wellness enhancement of Phayao local administrative organization" aimed at studying policy, mechanism and process in elders' wellness promotion, to analyze the process how to make policy and mechanism for elders' well-being enhancement, and to investigate problems and obstacles in taking care of seniors in the local administration organization in Amphue Muang, Phayao. Population that were important informants in an in-depth interview were 3 three chief executives consisting of the chief executive, the chief administrator of the Phayao provincial administrative organization, The caregiver of the elderly health promotion program, the chief executives of the Maeka sub-district administrative organization, Ban Tom sub-district administrative organization with purpose sampling , specifically, Phayao provincial administrative organization, Maeka sub-district municipality, and Ban Tom sub-district administration organization and key informants in focus group discussion with 15 purposive sampling of experts, divided into 4 groups, namely three administrators of local government organizations, 3 Buddhist monks, 3 seniors and a group involved with older school, such as teachers and 6 high school administrators. Research tools in the study include an in-depth interview and focus group discussion. Data analysis was carried out based on two types of research techniques: in-depth interview data employing content analysis, using 6c technique for content synthesis, and dialectic process (dp) for content analysis consisting of 4 aspects and all of which were analyzed and synthesized, along with a summary of the research and a descriptive discussion. The research indings were as follows: 1. Mechanism and process of enhancing elders' health of local administrative organizations in Muang district, Phayao: (i) policy: the determined policy is broadly announced and consistent with and linked to the constitutional law to the development plan of the local government organization, also in accordance with the mission, goal or purpose for development. for details on the operations related to the elders' wellness, they are formulated in the strategies. (ii) Maeka municipality, and Ban Tom municipality: with regard to the barriers for taking care of the seniors in the local administrative organizations. in the district of Muang Phayao province, there are four types of health problems, including physical health with residence of ill condition, social well-being with social problem in elderly society, building an understanding, accessing and participating in policy etc., mental well-being with mental health issues and stress, and intellectual well-being i.e. lacking of learning management, knowledge management, and deficiency of integration. ; บทความเรื่อง นโยบาย กลไก ในการเสริมสร้างสุขภาวะผู้สูงอายุขององค์กรปกครอง ส่วนท้องถิ่นจังหวัดพะเยา มีวัตถุประสงค์เพื่อศึกษานโยบาย กลไก และ กระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ วิเคราะห์การสร้างนโยบาย กลไก ในการเสริมสร้างสุขภาวะผู้สูงอายุ และศึกษาปัญหาอุปสรรค ในการดูแลสุขภาวะผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดพะเยาประชากรผู้ให้ข้อมูลสำคัญการสัมภาษณ์กลุ่มผู้เชี่ยวชาญ (In-Depth Interview) ผู้บริหาร 3 คนประกอบด้วย นายกองค์การบริหารส่วนจังหวัดพะเยา ปลัดองค์การบริหารส่วนจังหวัดพะเยา และผู้ดูแลโครงการ กิจกรรม งานผู้สูงอายุ นายกเทศมนตรีตำบลแม่กา นายกองค์การบริหารส่วนตำบลดอกคำใต้ โดยคัดเลือกแบบเจาะจงเฉพาะองค์การบริหารจังหวัดพะเยา เทศบาลตำบลแม่กาและองค์การบริหารส่วนตำบลดอกคำใต้ ที่มีโรงเรียนผู้สูงอายุ และประชากรผู้ให้ข้อมูลสำคัญการสนทนากลุ่มเฉพาะ (Focus Group Discussion) ผู้วิจัยได้กำหนดผู้เชี่ยวชาญโดยคัดเลือกแบบเฉพาะเจาะจง (Purposive sampling) จำนวน 15 รูป/คน แบ่งออกเป็น 4 กลุ่ม ได้แก่ กลุ่มผู้บริหารองค์กรปกครองส่วนท้องถิ่น จำนวน 3 คน กลุ่ม พระภิกษุสงฆ์ จำนวน 3 รูป กลุ่มผู้สูงอายุ จำนวน 3 คน และกลุ่มผู้มีส่วนเกี่ยวข้องกับโรงเรียนผู้สูงอายุ เช่น ครูผู้สอน และผู้บริหารโรงเรียนผู้สูงอายุ จำนวน 6 คน ผลการวิจัย พบว่า นโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุขององค์กรปกครองท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า นโยบายองค์การบริหารส่วนท้องถิ่นที่กำหนดจะประกาศไว้อย่างกว้างๆ และสอดคล้องเชื่อมโยงกับกฎหมายรัฐธรรมนูญจนถึงแผนพัฒนาองค์กรปกครองส่วนท้องถิ่น และสอดคล้องกับพันธกิจ (Mission) มีการกำหนดเป้าประสงค์ (Goal) หรือจุดมุ่งหมายเพื่อการพัฒนา สำหรับรายละเอียด การดำเนินงานที่เกี่ยวกับสุขภาวะผู้สูงอายุจะกำหนดไว้ในยุทธศาสตร์ โดยมีระบบคือแผนยุทธศาสตร์ การพัฒนา และแผนพัฒนา 3 ปี เป็นระบบในการบริหารจัดการองค์กร และมีกลไก คือ หน่วยงานหลัก ที่รับผิดชอบ มีคณะกรรมการหรือคณะอนุกรรมการ มีกองทุน งบประมาณ และมีโครงการที่เกี่ยวกับการเสริมสร้างสุขภาวะผู้สูงอายุ ในส่วนของกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ เป็นการดำเนินงานอยู่ 3 ลักษณะ คือกระบวนการดำเนินงานตามโครงการอย่างมีส่วนร่วมของชุมชนในทุกภาคส่วนของเทศบาลตำบลแม่กา โดยมีทรัพยากรในการบริหารจัดการแบบ 4 M และกระบวนการเสริมสร้างสุขภาวะของเทศบาลตำบลบ้านต๋อม มุ่งให้ผู้สูงอายุสามารถพึ่งพิงตนเอง และร่วมกันดำเนินกิจกรรมในรูปของชมรมผู้สูงอายุ การจัดกองทุนสวัสดิการให้และจัดสภาพแวดล้อมที่เอื้อต่อสุขภาวะผู้สูงอายุ และการสร้างองค์ความรู้โดยการจัดอบรมให้ความรู้และส่งเสริมสุขภาพในกลุ่มผู้สูงอายุ การสร้างนโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า การสร้างนโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา มีความสอดคล้องและเชื่อมโยงกับนโยบายระดับชาติ ระดับจังหวัด และระดับท้องถิ่น โดยมีวัดจึงเป็นศูนย์กลางของการฝึกปฏิบัติ การเรียนรู้ และการพึ่งพิงทางจิตใจมากกว่าองค์กรอื่นๆ มีพระสงฆ์เป็นหลักในการดำเนินการ ได้รับความร่วมมือจากองค์กรปกครองส่วนท้องถิ่น วัด และคณะสงฆ์ ให้ความอนุเคราะห์ด้านงบประมาณดำเนินการ มีพระสงฆ์ ปราชญ์ท้องถิ่น ครู อาจารย์ ในพื้นที่ เจ้าหน้าที่จากโรงพยาบาลส่งเสริมสุขภาพตำบล และเจ้าหน้าที่สาธารณสุของค์การบริหารส่วนท้องถิ่น ผู้นำท้องถิ่น เป็นวิทยากรจิตอาสา ปัญหาอุปสรรคในการดูแลสุขภาวะผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า ระดับนโยบาย : การกำหนดนโยบายในการเสริมสร้างสุขภาวะผู้สูงอายุ มีการกำหนดนโยบายไว้อย่างกว้าง ไม่ชัดเจน ไม่เด่นชัด ส่งผลให้การนำไปสู่ภาคปฏิบัติเป็นไปได้ยากขึ้น ในทุกมิติ ระดับองค์กร : การดำเนินการเสริมสร้างสุขภาวะผู้สูงอายุยังไม่เป็นระบบ และไม่ต่อเนื่อง รวมทั้งขาดการเสริมสร้างองค์ความรู้ด้านสุขภาวะผู้สูงอายุกับการพัฒนาทางปัญญา ซึ่งจะส่งผลต่อการเสริมสร้างสุขภาวะผู้สูงอายุในทุกมิติ ระดับบุคคล : ขาดองค์ความรู้เกี่ยวกับการดูแลรักษาสุขภาวะทั้ง 4 มิติ ส่งผลต่อการเสริมสร้างสุขภาวะผู้สูงอายุทำได้ไม่เต็มที่และต่อเนื่อง

Het proefschrift heeft als onderwerp de toekomst van de Vlaamse parochiekerken. Het definieert het kerkenprobleem als een vierledige uitdaging. (1) Er is een gebrek aan voorgangers voor de katholieke eredienst; (2) het kerkbezoek neemt gestaag af, maar voor bijzondere vieringen zoals doopsels en begrafenissen blijft de parochiekerk dienst doen voor een groot deel van de bevolking; (3) de kosten (zowel qua exploitatie als qua investeringen) met betrekking tot de parochiekerken stijgen; en (4) het risico op verval van de kerken neemt toe, hoewel dat via de doorgaans goede zorgen door de kerkfabrieken (een systeem dat quasi uniek in de wereld is) te overzien blijft. De volledige uitdaging echter is niet alleen via cijfers te begrijpen: politici en erfgoedexperts dreigen het kerkenprobleem te generaliseren en oplossingen, tot herbestemming toe, te projecteren die in feite geen antwoord zijn op de concrete situaties in de Vlaamse parochies. Vandaag is het daarom nodig om het kerkenprobleem te zien als een breed-maatschappelijk en steeds gesitueerd probleem. Het kerkenprobleem is te complex, te specifiek en telkens te lokaal om een generalistische aanpak voor te stellen die gebaseerd is op a priori categorieën. Dat leidt tot de volgende dubbele onderzoeksvraag: welke strategische aanpak van het bestaande kerkprobleem leidt tot zowel een architecturale herdefiniëring als een conviviale herwaardering van het kerkgebouw? Dit onderzoek tast een mogelijk spoor af; het vindt daarvoor inspiratie in de Actor-Network Theory en de spatial-agencypraktijk en - theorie (of: de expliciet maatschappelijk geëngageerde architectuur), twee kennisdomeinen die complexiteit, specificiteit en het lokale aspect steeds incalculeren en daarenboven theorie en praktijk niet zien als gescheiden werelden. Ook veldonderzoek speelt een belangrijke rol in dit onderzoek; er is gekozen voor de Schulense Sint-Jan de Doperkerk (Schulen is een deelgemeente van het Limburgse Herk-de-Stad) als casestudy. Het onderzoek werkt een strategie voor de Vlaamse parochiekerken uit die meer pragmatisch is en meer op de praktijk gericht dan wat verschillende experts ter zake voorstellen; het brengt aanknopingspunten, ' propositions' (naar de Franse filosoof en socioloog Bruno Latour), in kaart die het kerkgebouw zelf aanbiedt. Om dat te verwezenlijken bouwt het onderzoek eerst een brede definitie - een dikke beschrijving - op van wat het kerkgebouw is door na te gaan wat het kerkgebouw werkelijk doet of teweegbrengt (herdefiniëring). Aan de hand van de aanknopingspunten articuleert de tekst mogelijke invullingen voor het kerkgebouw (herwaardering). In hoofdzaak bestaat het proefschrift uit drie delen: (1) een status quaestionis met betrekking tot het debat over de toekomst van de parochiekerken, met de nadruk op Vlaanderen, (2) een nieuw (theoretisch) onderzoekskader dat voortkomt uit een kritiek op hoe experts denken over de parochiekerken en dat steunt op het spatial-agencydiscours en op hedendaagse sociale theorie, en (3) de uitwerking van een methodiek of een protocol om het kerkenprobleem praktisch te behandelen, gebaseerd op het nieuwe onderzoekskader en uitgewerkt als een constante wisselwerking van theorie en praktijk. Dat is de wijze waarop de dubbele onderzoeksvraag onderzocht werd. Doorheen het onderzoek verschijnt nevenbestemming, als een aanpak die (pragmatisch) voortbouwt op wat al voorhanden is, méér als oplossing dan harde herbestemming. Dat betekent niet dat het zinvol is om herbestemming op voorhand uit te sluiten. Via dorpsvergaderingen, enquêtes, publieke acties in het kerkgebouw en ontwerpend onderzoek en participatiesessies aan de hand van grote maquettes werd de maatschappelijke performance van de Schulense parochiekerk onderzocht en werden mogelijke toekomstige invullingen getest. De praktijk voedde in die zin de strategie evenveel als de theorie. Meer nog: de praktijk weerlegde belangrijke delen van de bestaande theorie rond de toekomst van de parochiekerken.

The hereafter following is abstract of the discourse held by Prof. dr. ir. C. L. Temminck Groll in honour of the jubilee 1899-1989 of the KNOB on September 23th 1989. The KNOB (Royal Antiquarian Society of the Netherlands) exists 90 years. A respectable age after human standards. Although a society depends on human devotion it does not know age limitations. This is an excellent moment to reflect upon our centenary. Then, in 1999, we will have to present an extremely good manifest for the coming millennium! We have been spoiled very much during the past 90 years. Which of the founders would have expected so many people professionally involved at the protection of monuments? Which of them could have estimated the money available to realize restoration activities? Still, despite of all we obtained, we are rightly concerned about our country and especially that part of the world beyond our borders. These concerns are formulated by the National Geographic Society which hereby stated: 'Can we save this fragile earth?' This society aims at the earth herself as well as at human achievements. Co-operation between the protection of nature and the protection of monuments certainly is sensible and could be one of our future actions. How much nature, how much culture is not already 'dead'! Wren's St. Benet in London f.e. seems saved, but surrounded by flowing thoroughfares the church misses every relation with the original urban structure. Thus in fact the monument has not been saved. At Liège, Belgium, 20th century traffic and concrete buildings overran the medieval Place St. Lambert. And what about the European countryside? How much harmonious farmer's land has not been industrialized yet? Old structures disappear everywhere. Instead of the newly made our Society had to study more and more the continuous changes of the already extant. As to our foreign activities, we can distinguish three angles of incidence. First of all: what can we learn from other countries? Our founder mr. dr. J.C. Overvoorde already realized the importance of study of the way monuments are protected in different European countries. ICOMOS at present is the platform to discuss organizational and substantial aspects. Second: stock-taking of Dutch cultural influences to other regions in Europe, which subject used to attract more attention than it does now. At last: Dutch influences beyond European borders. Like our founder in 1910-11 studied Hindu-Buddhistic antiquaries and the monuments of the Dutch East-Indian Company our Foundation Social History of the Dutch Oversea studies these treasures now. One of her working-groups tries to solve Indonesian problems with respect to the protection of monuments and started stocktaking of especially younger architecture and town-planning. Still, a lot remains to be done on this field in the 'West'! Borders fade. But with the introduction of new fields of work we may not forget the old. Not the older monuments, since we are occupied with the young, not the Dutch, being directed at the whole world. After the question of what we study, the question rises how. Our purpose always was protection. Unlike nature culture cannot renew herself: we have to 'maintain'. And then mankind also is a piece of nature with continuous new desires to which the extant has been adapted. 'Maintain' as well as 'adapt to' means: to change. We can let nature change the made - how beautifully weathered the ruins are! - but we can also preserve the weathering - until now. Replacement of weathered material by new in the shape of colour it used to have is another possibility. Also opinions about this sort of alterations are constantly changing. Thus a platform like the KNOB at national level or ICOMOS at international level will always be needed. That's why: an extremely good manifesto in 10 years. One that states that we are occupied with changing instead of static affairs. Alterations must be directed professionally in a careful and modest way. For the real is infinitely more valuable than the copy.
