Demokratisierung und Privatisierung in der russischen Bildungsreform: ein Blick "von außen"

Abstract

In the context of post-communist transformation processes in Russian education, the concept of democratization of education included breaking up state monopolism and uniformity in educational provision by creating privately-run establishments as a basis for pluralism and choice according to individual and social group demands. Unlike Western discussion on privatization in education the Russian government's privatization policy for enterprises and other state property was followed by strong political pressure for wholesale privatization within the educational sphere. The paper traces . the controversial development of the non-state-education sector since the late 1980's, examines its still inconsistent and brittle legal protection and presents data indicating a steady demand for private education.
