Abstract

A rapid change has taken place in Africa since the end of the Cold War seven years ago. Besides the great tragedies in the Horn of Africa and the Great Lakes region, the entire continent, including South and North Africa, except for Libya, has in an amazingly short time made some remarkable progress towards political participation.
